Warning: thermocouples, RTDs, thermistors, infrared sensors, wireless air-temperature sensors and bare probes should not share one HS/compliance conclusion merely because they are all called temperature sensors.

3. EXPORT MARKETS & MARKET ACCESS

The market scan uses HS 902519 as a trade-data proxy. It covers a wider family of thermometers/pyrometers and is not a final classification for every industrial temperature sensor.

DATA NOTE: the WITS 902519 page uses HS 1988/92 (H0) nomenclature. It is only a market-signal proxy and must not be treated as the current Vietnamese AHTN/HS classification for a specific model.
Market conclusion: South Korea is selected as the primary market because the 2024 proxy shows USD 62.72m of imports from Vietnam and the market has a distinct conformity-assessment route that materially affects pre-shipment work. Do not use this table as a strict cross-market ranking where the source years differ.

CONCLUSION

Do not conclude “no permit required” from the generic product name. Screen the exact function, wireless/encryption, battery/power, condition and end-use.

LEGAL FRAMEWORK

Use the current Customs Law framework, Decree 69/2018/ND-CP on foreign trade management and customs procedures as amended by Circular 121/2025/TT-BTC, effective 1 Feb 2026.

ACTION

Before contract, collect model datasheet, core measuring function, new/used status, destination/end-use, RF frequency/power if any, and battery/power data.

Vietnamese legal schedules contain a specific 9025.19.19 description for an air-temperature sensor transmitting measurements through LPWAN. This is evidence for that configuration only, not every temperature sensor.
EXPORT DUTY

Decree 26/2023/ND-CP is the base export tariff; Decree 201/2026/ND-CP amended selected rates effective 23 Jul 2026. State a specific rate only after checking the final HS against the current Appendix I.

VAT

0% is conditional, not automatic. Decree 181/2025/ND-CP addresses the 0% rate and its conditions in Articles 17–18.

The current tariff schedule must be checked using the final HS and actual shipment documents.

VKFTA: Circular 09/2022/TT-BCT replaced the entire product-specific rule appendix under Circular 40/2015/TT-BCT; the revised PSR list took effect on 1 Aug 2022. This article does not pre-assign CTH/RVC to 9025.19 without final model/HS verification.

SOUTH KOREA — RRA / KC

Article 58-2 of the Radio Waves Act establishes conformity assessment for broadcasting/communications equipment and machinery that causes or is affected by electromagnetic interference. RRA guidance lists “measuring instrument, industrial device, connector, etc.” as examples that may fall under Registration of Compatibility. A wired industrial temperature sensor therefore still needs exact equipment-category/EMC screening; a wireless model requires an additional radio route.

Do not write “all temperature sensors require KC”. The conclusion depends on exact model, power, digital circuitry, radio interface, installation and the current RRA equipment tables/standards.

WIRELESS / BATTERY VARIANTS

Lock frequency band, Tx power, antenna, radio module certification/ID and host integration. For lithium batteries, screen UN 38.3, Wh, cell/battery configuration and carrier packing requirements.

COMPARISON MARKETS

China: radio-transmitting equipment must be screened against type-approval rules; wired sensors should not be assumed to require SRRC. EU: screen EMC/RED/RoHS by scope. U.S.: screen FCC where radio/digital-emission rules apply. Buyer calibration/IP/UL/ETL requirements remain a separate contractual layer unless a law specifically makes them mandatory.
