EXPORT PROCEDURE FOR TEMPERATURE SENSORS TO SOUTH KOREA
A temperature sensor may be an RTD, thermocouple, thermistor, digital or infrared device, or merely a probe/element. Misidentifying the product can lead to the wrong HS, origin rule and Korean conformity route.
This guide follows market scan → model classification → HS/tax/VAT → VKFTA/RCEP → RRA/KC → documents → E2E timeline → post-shipment.
Updated: 28 Aug 2026 · Scope: exports from Vietnam, with South Korea as the primary market.
1. QUICK OVERVIEW
South Korea is the primary market; the U.S., China and EU are comparison markets. HS 902519 data are used only as a trade proxy.
Screen the exact model, function, wireless/encryption, power/battery and end-use before concluding the export-control route.
9025.19.19 is a reference for certain electrically operated temperature-measuring devices; not a universal code for probes/elements.
For Korea, compare VKFTA and RCEP; confirm the PSR only after final HS classification.
Screen RRA/KC by exact equipment category; wireless models require additional radio review.
Lock model/spec → conformity route → origin → packing → customs → cut-offs → post-shipment.
2. PRODUCT SCOPE & DETAILED CLASSIFICATION
“Temperature sensor” is too broad for HS or compliance. Identify the measuring principle, degree of completion, signal interface, wireless function, power/battery and end-use.
| VARIANT | WHAT TO CHECK | EVIDENCE | POSSIBLE TRIGGER | APPLICATION NOTE |
|---|---|---|---|---|
| Thermocouple / RTD (PT100/PT1000) | Measuring principle, range, mV/Ω output, transmitter included or not | Datasheet, wiring, accuracy, range | HS/compliance may differ between bare probe and finished instrument | Do not automatically use the same conclusion |
| Thermistor / NTC / PTC | Bare sensing element or finished measuring module | BOM, schematic, catalogue | May be an electronic component/part rather than a complete thermometer | Separate component analysis |
| Digital temperature sensor | Power; 4–20mA/0–10V/RS485/IO-Link; display | Datasheet, protocol, label | Industrial EMC/conformity | Lock exact model/interface |
| Wireless / LPWAN sensor | Wi-Fi/Bluetooth/LoRa/LPWAN, band, Tx power, battery | RF spec, module ID, battery data | Radio conformity + battery transport | Do not transfer wired conclusion |
| Infrared / non-contact | Optics, direct reading, medical vs industrial end-use | Catalogue, end-use, accuracy | Different HS/market rules may apply | Separate medical/clinical variants |
| Probe / spare part only | Standalone measuring function or only a component | BOM, drawing, system architecture | Parts heading or other heading may apply | Lock actual functional role |
3. EXPORT MARKETS & MARKET ACCESS
The market scan uses HS 902519 as a trade-data proxy. It covers a wider family of thermometers/pyrometers and is not a final classification for every industrial temperature sensor.
| MARKET | FIT | TRADE SIGNAL | MARKET ACCESS | DATA TO LOCK |
|---|---|---|---|---|
| South Korea | High / primary | WITS 2024: Korea imported USD 62.72m from Vietnam under HS 902519 proxy; total imports USD 268.06m. | Screen RRA/KC by equipment category; wireless adds radio route. | Technical file, model list, test/registration file if applicable, origin evidence. |
| United States | High / comparison | WITS 2023: imports from Vietnam under proxy USD 27.42m. | FCC screening where radio/digital-emission trigger applies; separate buyer UL/ETL from law. | RF/digital specs if applicable; buyer compliance matrix. |
| China | Medium / comparison | WITS 2024: imports from Vietnam under proxy USD 5.59m. | Radio-transmitting models may trigger type approval; do not apply SRRC to wired models by default. | Frequency/power/model/importer data. |
| European Union | Medium / comparison | WITS 2024: imports from Vietnam under proxy USD 4.43m. | Apply CE framework only by scope: EMC; RED for radio; RoHS for EEE; LVD only within voltage limits. | EU DoC/technical file/test/label as applicable. |
Keep three layers separate: destination-country law ≠ FTA preference conditions ≠ buyer-specific requirements.
4. VIETNAM EXPORT CONDITIONS / POLICY
Do not conclude “no permit required” from the generic product name. Screen the exact function, wireless/encryption, battery/power, condition and end-use.
Use the current Customs Law framework, Decree 69/2018/ND-CP on foreign trade management and customs procedures as amended by Circular 121/2025/TT-BTC, effective 1 Feb 2026.
Before contract, collect model datasheet, core measuring function, new/used status, destination/end-use, RF frequency/power if any, and battery/power data.
5. HS CODE – EXPORT DUTY – EXPORT VAT
Classify from measuring function → construction → degree of completion → interface → wireless → component vs finished instrument.
| PRODUCT / VARIANT | REFERENCE HS | CLASSIFICATION BASIS | EXPORT DUTY | EXPORT VAT | EVIDENCE |
|---|---|---|---|---|---|
| Complete electrically operated temperature-measuring sensor/instrument | 9025.19.19 – reference | Main function measures temperature; not combined with other instruments | Check current export tariff after final HS | Check 0% VAT conditions | Catalogue, principle, range, output, wiring |
| Non-electrical type | 9025.19.20 – reference | Other thermometer/pyrometer, non-electrical | Check current schedule | Check export VAT conditions | Construction/principle docs |
| Air-temperature sensor transmitting via LPWAN | 9025.19.19 has a specific Vietnamese legal description | Air temperature measurement + LPWAN transmission | Do not generalize | Check VAT conditions | RF spec + measuring function + exact model |
| Bare probe / sensing element / part | Do not classify by the generic name | Component role and standalone function are decisive | Per final HS | Per transaction documents | BOM, drawing, system architecture |
Decree 26/2023/ND-CP is the base export tariff; Decree 201/2026/ND-CP amended selected rates effective 23 Jul 2026. State a specific rate only after checking the final HS against the current Appendix I.
0% is conditional, not automatic. Decree 181/2025/ND-CP addresses the 0% rate and its conditions in Articles 17–18.
6. C/O – FTA – RULES OF ORIGIN
For Korea, compare VKFTA and RCEP based on the final tariff line, PSR, origin evidence and buyer/importer needs.
| ROUTE | FTA | ORIGIN PROOF | PSR | AUDIT TRAIL |
|---|---|---|---|---|
| South Korea – option 1 | VKFTA | Form VK / current origin proof mechanism | Check final-HS PSR in the current product-specific rule annex | BOM, cost statement, supplier/production records |
| South Korea – comparison | RCEP | RCEP proof of origin | Circular 32/2022 moved PSR to HS 2022 from 1 Jan 2023 | Compare actual tariff + PSR + evidence with VKFTA |
| United States | No bilateral FTA currently in force | Origin evidence as required | No automatic preferential C/O | Origin file for buyer/verification |
| China | ACFTA / RCEP | Applicable proof | Check final-HS PSR | BOM/material/transport evidence |
| EU | EVFTA | EUR.1 / applicable origin mechanism | Check final-HS PSR | Origin Audit Trail and transport evidence if required |
7. PRODUCT- & MARKET-SPECIFIC COMPLIANCE
SOUTH KOREA — RRA / KC
Article 58-2 of the Radio Waves Act establishes conformity assessment for broadcasting/communications equipment and machinery that causes or is affected by electromagnetic interference. RRA guidance lists “measuring instrument, industrial device, connector, etc.” as examples that may fall under Registration of Compatibility. A wired industrial temperature sensor therefore still needs exact equipment-category/EMC screening; a wireless model requires an additional radio route.
WIRELESS / BATTERY VARIANTS
Lock frequency band, Tx power, antenna, radio module certification/ID and host integration. For lithium batteries, screen UN 38.3, Wh, cell/battery configuration and carrier packing requirements.
COMPARISON MARKETS
China: radio-transmitting equipment must be screened against type-approval rules; wired sensors should not be assumed to require SRRC. EU: screen EMC/RED/RoHS by scope. U.S.: screen FCC where radio/digital-emission rules apply. Buyer calibration/IP/UL/ETL requirements remain a separate contractual layer unless a law specifically makes them mandatory.
8. EXPORT DOCUMENT SET & FILING CHANNELS
| GROUP | DOCUMENTS | WORKFLOW USE | OWNER | DATA TO MATCH | COMMON ERROR |
|---|---|---|---|---|---|
| Commercial | Contract/PO, Invoice, Packing List | Contract → customs → buyer | Sales / Docs | Model, description, quantity, value, Incoterm | Generic “sensor” description |
| Customs | Declaration + required supporting docs | Export customs | Customs / Docs | HS, model, value, origin, quantity | HS selected from trade name |
| Technical / compliance | Datasheet, wiring, range, accuracy, output, power; RRA/test file if applicable | Pre-contract / pre-Cargo Ready | Engineering / QA / Compliance | Exact model, HW revision, radio module | Certificate scope mismatch |
| Origin | C/O, BOM, cost statement, supplier and production evidence | C/O / verification | Docs / Factory / Procurement | HS, criterion, invoice, lot | Missing audit trail |
| Transport / buyer | Booking, SI, VGM, B/L/AWB, insurance, L/C docs | Shipping / post-shipment | Forwarder / Docs / Finance | Packages, weights, parties, marks | Missed cut-off / discrepancy |
9. LEGAL BASIS – THREE-LAYER MATRIX
| LAYER | SOURCE | AUTHORITY | EFFECTIVE / DATE | ARTICLE / ANNEX | APPLICATION | OLD → NEW / NOTE |
|---|---|---|---|---|---|---|
| Vietnam – customs | Circular 121/2025/TT-BTC | Ministry of Finance | 1 Feb 2026 | Amends customs/import-export tax circulars | Export customs procedures | Use current process |
| Vietnam – export tariff | Decree 26/2023 + 201/2026 | Government | 201/2026: 23 Jul 2026 | Appendix I / amended goods | Export-duty check | 201 amends selected rates |
| Vietnam – VAT | Decree 181/2025 | Government | Current | Articles 17–18 | 0% rate + conditions | Not automatic |
| FTA – VKFTA | Circular 40/2015 + 09/2022 | MOIT | Revised PSR 1 Aug 2022 | PSR appendix | Form VK / origin | 09/2022 replaced PSR appendix |
| FTA – RCEP | Circular 05/2022 + 32/2022 | MOIT | 1 Jan 2023 | HS 2022 PSR | RCEP origin | PSR moved to HS 2022 |

| Korea – RRA notice | Current Conformity Assessment Notice | RRA | Check the RRA notice/equipment table in force at the time of import | Equipment tables | Route/standards/marking | Check exact model |
10. PRACTICAL E2E EXPORT PROCESS
Follow the sequence PRODUCT → MARKET → HS/POLICY → COMPLIANCE → SHIPMENT → POST-SHIPMENT.
PRODUCT SCOPE + MARKET SCAN
Identify thermocouple/RTD/thermistor/digital/IR; bare probe vs finished device; screen Korea and buyer requirements.
HS – POLICY – FTA
Review heading 90.25 and alternative classification if component/part; screen export duty/VAT and VKFTA/RCEP.
CONTRACT + BUYER REQUIREMENTS
Lock Incoterm, payment, exact model/spec, importer, calibration/test/marking and compliance deliverables.
KOREA COMPLIANCE
Screen RRA route; wireless models lock band/module; complete testing/registration/marking if applicable.
BOOKING – PACKING – TRUCKING
Choose air/sea; protect probe/connector from ESD, moisture and shock; screen lithium battery if any.
EXPORT DECLARATION
Declare using locked HS/model/description; cross-check invoice, packing list, catalogue and origin.
SI – VGM – CY/CFS – LOADING
Lock carrier data and draft B/L/AWB before release.
FINAL DOCS – PAYMENT – ARCHIVE
Finalize transport docs, C/O, compliance/buyer/bank set; follow payment/claim; archive origin/compliance by model/lot.
11. PRE-ETD / CARGO READY / CUT-OFF TIMELINE
| MILESTONE | LOCK | DOCUMENT / DATA | OWNER | DELAY RISK |
|---|---|---|---|---|
| Before Contract | Product scope, market access, preliminary HS, VKFTA/RCEP, buyer compliance | Datasheet, RF spec, buyer requirements, origin inputs | Sales / Compliance / Engineering | Order accepted but model fails market requirements |
| Before Cargo Ready | Final HS, RRA route, tests/registration if applicable, label, origin evidence | Test/cert, artwork, BOM, packing data | QA / Compliance / Docs | Goods ready but documentation does not cover model |
| Before CY/CFS cut-off | Customs, trucking, gate-in/CFS | Declaration, booking, packages/GW | Ops / Customs / Forwarder | Roll/rebooking/storage |
| Before SI/VGM cut-off | Lock transport document data and weight | SI, VGM, parties, marks | Docs / Forwarder | Amendment/discrepancy |
| After on-board | C/O, final transport docs, buyer/bank set, archive | On-board data, C/O, Final B/L/AWB, payment file | Docs / Finance | Late documents / delayed payment |
Do not invent fixed T-7/T-3 lead times without an actual carrier schedule, certification lead time and buyer requirement.
12. INCOTERMS – TRANSPORT – PACKING – COST
INCOTERMS
FCA/FOB/CPT/CIP/DAP may be appropriate depending on mode and buyer. Keep risk transfer separate from cost allocation; use DDP only if the seller can truly control Korean import taxes and compliance.
TRANSPORT & PACKING
Air is suitable for small/high-value/urgent lots; sea/LCL for larger volumes. Protect probes/connectors from shock, moisture and ESD; screen ISPM 15 for wood packaging. Battery models require separate DG screening.
COST BUDGET
Testing/conformity, origin/C/O, export customs, packing, trucking, local charges, freight, insurance and amendment/rebooking/storage when incurred. Do not publish fixed local charges without a quotation.
13. RISKS & CONTROL POINTS
| RISK | ROOT CAUSE | IMPACT | CONTROL | WHEN |
|---|---|---|---|---|
| Wrong product scope | RTD/thermistor/wireless/IR treated as one product | Wrong HS/compliance | Model technical-classification file | Pre-contract |
| 902519 proxy used as final HS | Trade data confused with customs classification | Wrong declaration/C/O | Final classification from function/docs | Pre-customs/C/O |
| RRA scope mismatch | Certificate covers different HW/radio revision | Importer hold/retest | Model matrix + scope review | Pre-Cargo Ready |
| Wireless module/band change | Engineering change after compliance | Prior route becomes invalid | Engineering-QA-Docs change control | Pre-production/shipment |
| Origin PSR failure | Missing BOM/cost/supplier proof | Preference lost / verification | Origin Audit Trail | Before C/O |
| Damage / calibration drift | Poor shock/moisture packing | Buyer claim | Packing + calibration record if required | Packing |
| Missed cut-off | Booking/customs/SI/VGM delay | Roll/rebooking | Milestone owner sheet | Pre-gate-in |
14. FAQ
1. Can temperature sensors be exported from Vietnam?
Assess the exact model, function, wireless, battery/power, condition and end-use; do not make an absolute permit statement from the generic name.
2. Does HS 9025.19.19 apply to every temperature sensor?
No. It is a reference for certain electrically operated devices, including a specific Vietnamese legal description for an LPWAN air-temperature sensor. Bare probes/elements can classify differently.
3. Why is South Korea the primary market?
The 2024 WITS proxy shows about USD 62.72m of Korean imports from Vietnam under HS 902519, plus a distinct RRA conformity route that affects pre-shipment planning.
4. Does every model require KC/RRA?
No. Applicability depends on the exact equipment category and current technical standards; wireless models require additional radio screening.
5. Can a wired sensor still need EMC review in Korea?
Yes. RRA guidance lists measuring instruments/industrial equipment among conformity-registration examples; verify the actual equipment table.
6. What changes for Wi-Fi/Bluetooth/LoRa/LPWAN?
Lock band, Tx power, antenna, radio module and host integration; review the Korean radio route and battery transport where applicable.
7. VKFTA or RCEP?
