What Is LSS? How Is the Low Sulphur Surcharge Calculated?

In ocean freight quotations, LSS often appears as a short charge line and is easily mistaken for a fixed fee imposed by the IMO. In reality, the IMO sets sulphur limits for marine fuel, while each carrier or NVOCC determines the commercial charge name, scope, unit and tariff by trade and effective period. If a shipper does not confirm whether LSS is already included in ocean freight, BAF, EFF or another fuel mechanism, the cost can be double-counted and quotations with different scopes may be compared incorrectly. This article explains the commercial logic, calculation bases, source documents and control steps required before accepting the charge.

SCOPE OF APPLICATION

This article mainly applies to containerised ocean freight for FCL and LCL shipments quoted by carriers, NVOCCs or freight forwarders. It focuses on reading LSS in quotations, booking confirmations, debit notes and invoices.

No single LSS amount should be applied across all trades. Scrubber-fitted vessels, non-ECA routings, long-term contracts, SOC equipment, reefers and local tariff structures may be treated differently. The shipment-specific tariff and contract remain controlling.

COMMERCIAL AND OPERATIONAL MECHANISM

From 1 January 2020, the IMO global sulphur limit outside designated ECAs is 0.50% m/m; within ECAs, the stricter limit is 0.10% m/m. Ships may use compliant fuel, alternative fuels or approved exhaust gas cleaning systems.

LSS is not an IMO tax. It is a commercial cost-allocation mechanism used by carriers to recover part of the fuel and operational cost of compliance. Naming and bundling practices vary by carrier.

TWO CALCULATION LAYERS

Layer 1 – carrier tariff setting: fuel price spread, estimated consumption, ECA exposure, service route, vessel profile and contract mechanism.
Layer 2 – customer billing: Published LSS rate × chargeable units.

For example, Maersk’s tariff effective 1 January 2026 used the average price difference between 0.5% VLSFO and 0.1% LSMGO during a stated review period. This is a carrier-specific methodology for a defined period, not a mandatory market-wide formula.

FREQUENTLY ASKED QUESTIONS

Must LSS appear on every ocean freight quotation?

No. It may be separate, included in freight or replaced by another fuel surcharge mechanism.

Are LSS and BAF the same?

Not exactly. BAF is usually broader, while LSS focuses on low-sulphur/ECA compliance. Carrier structures differ.

Does Incoterms decide whom the carrier invoices?

No. Incoterms allocates cost between buyer and seller; the carrier billing party depends on the booking and freight contract.

Is a 40-foot container always charged twice the 20-foot rate?

Not automatically. TEU-based tariffs often follow that logic, but equipment-specific tariffs may differ.

Does a scrubber-fitted vessel eliminate LSS?

Not necessarily. Carrier tariffs may be network-, trade- or contract-based.

How is LCL LSS calculated?

According to the NVOCC/forwarder tariff, often on W/M or revenue ton with a minimum charge.

What if invoiced LSS exceeds the quotation?

Check validity, rate application date, routing, equipment, currency and change clauses, then request the applied tariff.
