EXPORTING INDUSTRIAL PCs FROM VIETNAM
“Industrial PC” is a broad commercial label. A box IPC, panel PC, edge-AI computer, embedded controller or rack IPC can follow different HS branches, market certification routes and export-control screens. A weak product description can therefore misalign origin, radio compliance or control status only when the cargo is already ready.
This E2E guide runs from market scan through post-shipment and focuses on HS heading 8471, origin/FTA, wireless/crypto/high-performance triggers, CE/FCC/RRA/China compliance, cut-offs and model–serial document control.
1. QUICK OVERVIEW
Broader HS 847150 route signals are strongest for China, South Korea and the United States; Germany/EU is a smaller but relevant route for suitable projects.
Never conclude from “Industrial PC” alone. Screen Decree 341/2026 for dedicated cryptography and strategic/high-performance triggers under the current control framework.
Box/fanless IPC often requires review under 8471.50.xx; panel PCs may fall under 8471.41.xx; systems may fall under 8471.49.xx.
China: ACFTA/RCEP; Korea: VKFTA/RCEP; EU: EVFTA; no Vietnam–US bilateral preferential FTA.
Key triggers: Wi-Fi/BT/4G/5G, HSM/cryptography, high-performance GPU/NPU, battery/UPS, hazardous-location or sector certification.
Lock model–revision–serial, compliance scope, origin evidence, booking and buyer documents before Cargo Ready.
Air/express suits high-value or urgent lots; sea suits bulk. Use shock, moisture and ESD protection; screen DG where a battery/UPS is installed.
QUICK GLOSSARY
Market Access (conditions for import/placing on a market); PSR (product-specific rule of origin); Origin Audit Trail (evidence chain supporting origin); RRA/KC (Korean broadcasting/communications conformity assessment); RED (EU radio-equipment framework); CRA (EU Cyber Resilience Act); SDoC (FCC Supplier’s Declaration of Conformity); FDP (Foreign Direct Product rule under the EAR); ETD (estimated time of departure).
2. SCOPE & DETAILED PRODUCT CLASSIFICATION
Main scope: industrial computers used for data processing/control in factories, kiosks, machine vision, edge deployments, transport and harsh environments. The commercial label must not collapse technically different devices into one conclusion.
| Variant | Technical points to check | Evidence | Possible policy trigger | Application note |
|---|---|---|---|---|
| Box / fanless IPC | CPU, RAM, SSD, LAN/COM/USB, 12/24/48VDC; no integrated display/keyboard | Catalogue, block diagram, BOM, I/O map, power spec | HS 8471.50.xx; EMC/radio; strategic/crypto if triggered | Primary reference branch, not a default for every model. |
| Panel PC / Industrial All-in-One | CPU + display/touch input/output in one housing | Mechanical drawing, touch/display spec, photos | Potential 8471.41.xx; different CE/CCC/Korea route | Separate from box IPC because housing architecture matters. |
| Industrial computer presented as a system | Processing unit + monitor/input units presented as a qualifying system | System BOM, invoice lines, packing configuration | Potential 8471.49.xx; origin/market file for the system | Shipping units together does not automatically create a system. |
| Edge AI / vision PC | GPU/NPU/accelerator, AI inference, high-speed interconnects | GPU/NPU specs, TOPS/TFLOPS, architecture, end-use | Strategic-trade/EAR screening; thermal/packing considerations | High performance is not automatically dual-use; thresholds and end-use matter. |
| Embedded controller / PLC-like IPC | Designed mainly for a specific machine/control function | Application note, machine integration diagram, firmware description | Possible heading outside 8471 by principal function | Separate from general-purpose ADP treatment. |
| Wireless IPC | Wi-Fi/BT/4G/5G/eSIM and integrated antennas | RF report, band/EIRP, module ID, antenna gain | EU RED; US FCC radio; Korea RRA; China type approval | A certified module does not always complete final-product compliance. |
| Security/crypto-heavy IPC | HSM, key management, VPN/security appliance as dedicated function | Security architecture, algorithm/key-management description | Civil-crypto/cybersecurity/strategic controls if the list is matched | Ordinary TPM/BitLocker/AES does not automatically make every IPC a licensed crypto product. |
| Battery/UPS / RMA-used | Built-in lithium pack/UPS or warranty/refurbished condition | Battery Wh/UN38.3/test summary; serial/condition records | DG transport; customs/RMA evidence; used-goods market rules | Do not describe goods as new unless serial/condition evidence supports it. |
3. EXPORT MARKETS & MARKET ACCESS REQUIREMENTS
No market was specified, so this guide uses broader HSN 847150 shipment signals: China 6,242, South Korea 3,137, United States 1,759 and Germany 138 in Volza data updated in August 2026. These are not annual trade values or Industrial-PC-only totals.
| Market | Suitability | Access conditions | Product/company requirements | Documents/data to prepare |
|---|---|---|---|---|
| China | High by route signal | Map exact IPC to the CCC catalogue (e.g. microcomputer/server only when applicable); separate China RoHS disclosure/marking duties from catalogue-based conformity assessment; type approval for covered radio; crypto rules for actual crypto products | Model definition, PSU, EMC/safety, hazardous-substance data, RF bands if wireless | CCC mapping/certificate where applicable; RoHS material data; radio approval data; Chinese label/importer data. |
| South Korea | High by route signal | Radio Waves Act Art.58-2 conformity assessment; the current route can be conformity certification, conformity registration, self-conformity confirmation or interim certification depending on the equipment; wireless requires additional radio review | Exact model, EMC, RF module, local representative/importer data where required | RRA/KC conformity file for the applicable route, test report, marking and model-change control. |
| United States | High by route signal | FCC Part 15 for digital devices; radio authorization if wireless; COO marking; EAR end-use/end-user screen where the item is subject to the EAR | Class A/B determination, CPU/power configuration, radio module, origin facts, end-user/end-use | FCC SDoC/cert evidence, labeling/user info, COO support, ECCN/supplier export-control data where available. |
| Germany / EU | Medium–high for suitable buyer/projects | CE route under EMC; RED if radio; LVD only within voltage scope; RoHS; CRA on its staged timeline | DoC/technical file, EMC/safety/radio assessment, material compliance, cybersecurity documentation | EU Declaration of Conformity, CE evidence, RoHS declarations, RED file if wireless; CRA readiness by date. |
4. VIETNAM EXPORT CONDITIONS / POLICY
On 04 Sep 2026, Decree 292/2026/ND-CP is scheduled to take effect on 05 Sep 2026. Shipments after that date should use the new framework together with its transition rules rather than mechanically relying on conclusions under Decree 69/2018.
| Scenario | Possible policy | Legal basis to review | Authority/portal | Trigger |
|---|---|---|---|---|
| Standard Industrial PC | Ordinary export customs unless a prohibition/restriction/licence list applies | Law on Foreign Trade Management; Decree 69/2018 through 04 Sep; Decree 292/2026 from 05 Sep | Customs / competent authority if triggered | Exact HS, description, model, condition and export purpose. |
| Dedicated HSM/key-management/crypto model | Civil-cryptography export/import licence may be required if all Appendix II elements match | Decree 341/2026/ND-CP, Article 9 and Appendix II | Government Cipher Committee; where the item is dual-use with both civil-cryptography and cybersecurity functions, review the Ministry of Public Security licensing route under Decree341 | HS + goods description + cryptographic technical characteristics all match the list. |
| AI/high-performance or sensitive end-use model | Strategic-trade / dual-use screening | Decree 259/2025/ND-CP; Circular 42/2026/TT-BCT effective 12 Sep 2026 | MOIT / competent authority | Technical thresholds, end-use, end-user, destination and effective list. |
| Wireless version | Wi-Fi/BT does not by itself create a Vietnam “radio export licence”; market compliance and other controls may still apply | Decree 292/2026 + relevant strategic/sector rules where triggered | Customs / competent authority | Radio function, module, purpose and destination. |
| RMA/used/refurbished | Review customs regime, valuation, serial, ownership and destination used-goods rules | Customs law + foreign-trade framework + warranty evidence | Customs; destination importer authority if needed | Condition, ownership, repair loop, temporary/permanent export. |
5. HS CODE – EXPORT DUTY – EXPORT VAT
| Product/variant | HS reference | Classification basis | Export duty | Export VAT | Evidence |
|---|---|---|---|---|---|
| Box / fanless Industrial PC | 8471.50.xx | Processing unit other than 8471.41/8471.49; may include storage/input/output in the housing | Verify current export tariff against final HS | Check conditions for 0% and export evidence | Catalogue, BOM, block diagram, CPU/I-O, invoice, packing. |
| Panel PC / same-housing industrial computer | 8471.41.xx | Same housing contains CPU, input and output under the subheading conditions | Verify final HS | Check 0% conditions/other case | Touch/display architecture, photos, catalogue, power spec. |
| Industrial computer presented as a system | 8471.49.xx | ADP machine presented as a qualifying system | Verify final HS | Check 0% conditions/other case | System BOM, packaging, integration, invoice lines. |
| Embedded controller / dedicated appliance | Do not lock to 8471 | Principal function may lead to another heading | Based on final HS | Based on transaction/final HS | Machine application, firmware, I/O, use case, engineering statement. |
| Barebone/parts/modules | 8473 or other code depending on essential character | Completion, independent function, set rules | Based on final HS | Based on transaction/final HS | Missing/complete BOM, assembly guide, photos, parts list. |
EXPORT DUTY
CONCLUSION: Do not state “Industrial PC export duty = 0%” from the trade name alone.
LEGAL BASIS: Review Decree 26/2023/ND-CP and effective amendments. Decree 201/2026/ND-CP, effective 23 Jul 2026, applies only where the final HS is within the goods whose rates were amended.
ACTION: Lock the 8-digit HS, retain the classification file and check the tariff effective on declaration date.
EXPORT VAT
CONCLUSION: A 0% rate is not automatic merely because goods are exported.
LEGAL BASIS: Review Decree 181/2025/ND-CP and effective amendments, including Decree 144/2026/ND-CP effective 20 Jun 2026.
ACTION: Verify the contract, payment evidence, customs declaration and statutory export evidence for the actual transaction.
6. ORIGIN – FTA – PRODUCT-SPECIFIC RULES
Industrial-PC origin is often complex because CPU, motherboard, RAM, SSD, PSU, chassis and radio modules may originate in several countries. Final assembly/testing in Vietnam does not automatically create preferential Vietnamese origin.
| Market/route | FTA to review | Origin document | PSR | Other conditions | Evidence |
|---|---|---|---|---|---|
| China | ACFTA or RCEP | C/O/origin proof under the selected agreement | Lock the PSR at final HS; do not infer from “computer” | Direct consignment/third-party invoice where relevant | BOM, supplier origin, production process, inventory, shipment data. |
| South Korea | VKFTA or RCEP | Origin document under the chosen agreement | Compare PSRs and actual duty benefit before selecting a route | Check HS version, invoice and transport evidence | BOM, RVC costing if applicable, supplier declarations, batch records. |
| Germany / EU | EVFTA | EUR.1 or other permitted origin mechanism under current rules | PSR at exact HS under the current EVFTA framework | Transport/document conditions under the agreement | BOM, production records, material invoices, stock records. |
| United States | No bilateral preferential Vietnam–US FTA | COO/origin statement as required by buyer/import rules | No bilateral FTA PSR for preference | Origin marking/substantial-transformation facts may matter | Manufacturing flow, country-of-origin evidence, supplier documents. |
ORIGIN AUDIT TRAIL TO LOCK
- BOM by exact model/revision and origin of major components.
- Routing/process flow: PCBA/SMT where applicable, assembly, BIOS/firmware loading, test, burn-in and final configuration.
- Supplier declarations/material C/O, invoices and import declarations for inputs where relevant.
- Inventory issue, work order, production batch and serial/MAC traceability.
- RVC calculation or CTH/CTSH/CC evidence where the PSR requires it.
- Link final shipment data across Invoice – PL – C/O – serial list.
7. PRODUCT-SPECIFIC SECTOR CONTROLS
| Scenario | Possible procedure/document | Trigger | Pre-Cargo-Ready blocker |
|---|---|---|---|

14. FAQ
1. Can Industrial PCs be exported from Vietnam?
Yes, subject to the exact model not being prohibited/restricted or requiring an unmet licence. Review HS, condition, cryptography/dual-use triggers and destination requirements.
2. What HS branch is common for a box Industrial PC?
Where the item is an ADP processing unit, 8471.50.xx is a common branch to review. The final 8-digit code depends on the actual technical file.
3. Does a panel PC use the same HS as a box IPC?
Not automatically. A panel PC containing CPU, input and output in the same housing may point to 8471.41.xx.
4. Does TPM, AES, BitLocker or secure boot automatically require a Vietnam civil-cryptography licence?
No. Decree341/2026 requires the HS + goods description + cryptographic technical characteristics to match Appendix II together.
5. Does an Industrial PC entering China automatically need CCC?
No. Map the exact product to the CCC catalogue, such as microcomputer/server only when definitions fit. China RoHS and radio type approval are separate layers.
6. Does an Industrial PC entering Korea need KC/RRA?
If an Industrial PC falls within Article 58-2, determine the current conformity route—certification, registration, self-conformity confirmation or interim certification. Treat an exemption as applicable only where a specific legal basis is confirmed.
7. What FCC route applies in the United States?
A Part15 digital device needs equipment authorization under §15.101, typically SDoC or Certification as applicable. Wireless functions require additional intentional-radiator/module review.
8. Does a 24VDC Industrial PC entering the EU automatically fall under LVD?
No. LVD covers 50–1000V AC or 75–1500V DC. A 24VDC box may be outside LVD, while EMC/RoHS and RED for wireless remain relevant; an external PSU may have its own scope.
9. Is the EU CRA fully applicable to Industrial PCs in September 2026?
No. Article14 applies from 11 Sep 2026; the Regulation generally applies from 11 Dec 2027. Product scope and duties must be checked by date.
10. Does assembly in Vietnam automatically give Vietnamese preferential origin?
No. The exact FTA PSR must be met and supported by BOM, production, supplier and shipment evidence in an Origin Audit Trail.
11. Are RMA/refurbished Industrial PCs handled like new commercial goods?
They should be treated separately for customs regime, valuation, serial/condition, warranty purpose and destination used-goods rules.
12. Does a built-in lithium battery/UPS affect transport?
Potentially. Screen IATA/IMDG DG rules using chemistry, Wh, UN38.3 test summary and packing configuration before booking.
15. POST-SHIPMENT OUTPUTS & RECORD RETENTION
The workflow does not end at customs clearance or on-board. Industrial-PC records should support model–revision–serial traceability if a buyer, customs authority or origin/compliance auditor asks later.
- Completed export declaration and classification/policy evidence.
- Final AWB/B/L/Sea Waybill and on-board/handover evidence.
- C/O/origin proof + Origin Audit Trail where applicable.
- EU DoC/CE, FCC, RRA/KC, CCC/China RoHS/radio and other certificates/tests within exact scope where required.
- Civil-crypto/strategic-control classification or licence file where triggered.
- Buyer/bank set under Contract/L-C/payment term.
- Payment, debit/credit notes, warranty/RMA baseline and claims/survey if any.
- Archive by model–HW revision–serial/MAC–BOM–test report for audits and change control.
