EXPORTING BUTTERFLY VALVES FROM VIETNAM
A butterfly valve may look straightforward, yet body material, internal diameter, service fluid, design pressure and actuator configuration can change HS classification, testing requirements and market-access obligations. A shipment described only as “butterfly valve” can create origin, MTC, pressure-compliance or buyer-acceptance problems late in the process.
This guide follows the E2E route from market scan to post-shipment, focusing on HS heading 8481, water-pipeline branches, origin/FTA, pressure and potable-water compliance, rust/OOG packing, and model–DN–rating test/MTC files.
1. QUICK OVERVIEW
2023 route signal is strongest in the United States, Japan, Korea and China; the EU is retained as a separate compliance route where PED may matter.
Ordinary new industrial butterfly valves usually follow the normal export route; separate conclusions are required for pressure-piping special equipment, gas/nuclear/defence use, used goods or components of separately controlled equipment.
Main review points: 8481.80.62 / 8481.80.63 / 8481.80.99; parts may fall in 8481.90; valves for hydraulic/pneumatic transmissions require review under 8481.20.
Japan: VJEPA/CPTPP/RCEP; Korea: VKFTA/RCEP; China: ACFTA/RCEP; EU: EVFTA; there is no Vietnam–US bilateral preferential FTA.
Typical triggers are pressure rating, potable-water use, gas service, material/lead content, PED/China special-equipment scope and buyer standards.
Lock drawing, DN, PN/Class, material, actuator, coating, MTC/test report, origin evidence and crate dimensions before Cargo Ready.
Sea LCL/FCL suits heavier lots; air suits small urgent lots. Large-DN units may become OOG; rust prevention, flange protection and ISPM 15 wood are key controls.
QUICK GLOSSARY
2. SCOPE & DETAILED PRODUCT CLASSIFICATION
Main scope: complete butterfly valves used to shut off or regulate fluid flow in piping. Ball, gate, check, safety valves and standalone actuators require separate conclusions.
| VARIANT | WHAT TO CHECK | EVIDENCE | POSSIBLE POLICY TRIGGER | APPLICATION NOTE |
|---|---|---|---|---|
| Cast-iron water butterfly valve | Cast/ductile iron; DN; manual/gear/electric/pneumatic | Catalogue, drawing, material spec, DN, pressure rating | Water-pipeline HS branch; AWWA/JIS/KS/buyer route by market | Check the AHTN diameter threshold. |
| Stainless/steel/plastic butterfly valve | Material, medium, DN, liner/seat | BOM/MTC, datasheet, compatibility data | Different HS branch; potable-water/chemical requirements | Do not use the cast-iron branch solely by function. |
| Electric/pneumatic actuated valve | Built-on actuator vs separately shipped; voltage; failsafe | Assembly and actuator datasheets | Assembly HS vs separate actuator; Ex/sector rules if triggered | An actuator does not automatically make the assembly electrical equipment. |
| High-pressure/gas/cryogenic valve | PS/PN/Class, DN, design temperature, medium | Pressure test, design code, traceability | China special equipment/PED/KGS/sector rules | Separate from ordinary water-service valve. |
| Parts: body/disc/stem/seat | Incomplete valve | Part drawing, BOM, use statement | 8481.90 or another code depending on nature | Do not classify standalone parts as complete valves. |
| RMA/used/project return | Condition, reason, ownership/value | RMA letter, serial list, warranty docs | Customs type, valuation, buyer/import rules | Use a separate commercial-document logic from new sales. |
3. EXPORT MARKETS & MARKET ACCESS
WITS/UN Comtrade reports Vietnam’s 2023 exports under HS6 848180 at about USD 537.4 million; the United States about USD 185.9m, Japan USD 95.5m, Korea USD 65.1m and China USD 50.2m. These are family-level valve figures, not butterfly-valve-only sales.
| MARKET | FIT | MARKET ACCESS | PRODUCT/COMPANY REQUIREMENTS | DATA TO PREPARE |
|---|---|---|---|---|
| United States | High – largest HS6 route from Vietnam | There is no blanket federal pre-market certificate for every industrial valve. For drinking-water use, check the SDWA Lead Free Rule; for covered products, manufacturer/importer lead-free certification requirements have applied since September 2023, in addition to state/local/project requirements. | NSF/ANSI/CAN 61/372 may be used in the applicable lead-free certification route or project specification; API 609/AWWA C504/MSS are commonly buyer/project standards. Buyer standards are not automatically law for the entire market. | Lead-free certification/evidence where the potable-water rule applies, material declaration, pressure test, MTC, drawings and origin/marking data. |
| Japan | High – second-largest route signal | If used as water-supply equipment, check Water Supply Act Article 16, Enforcement Order Article 6 and the related structure/material/performance standards. From 1 April 2024, water-supply administration transferred from MHLW to MLIT/the Ministry of the Environment under the revised allocation; outside that scope, technical and contractual standards dominate. | JIS/JWWA may be project/buyer requirements; lock dimensions, face-to-face and pressure/leak tests. | Datasheet, MTC, test and dimension report, origin evidence. |
| Korea | High – third-largest route | Do not assume every butterfly valve needs KC/KGS. For gas/special-equipment use, screen whether the exact item falls under statutory inspection/performance certification or a KGS detailed code; KGS product certification is not a blanket requirement for all industrial valves. | KS/ASME/API can be contractual requirements; gas/Ex service is a separate route. | Material/pressure test, seat/coating spec, project approval, VKFTA/RCEP origin data. |
| China | High – fourth-largest route | For metal pressure-pipeline valves in SAMR scope: A1 covers PN ≥10 MPa and DN ≥300 mm; A2 covers PN >4.0 MPa with design temperature ≤−101°C; B covers other metal valves with PN >4.0 MPa and DN ≥50 mm. Foreign manufacturers of imported A1/A2/B valves must screen the Special Equipment Production Licence plus type-test/supervision route; ordinary low-pressure water valves are not automatically in scope. | Lock pressure, DN, material, design temperature and end-use before contract. | Licence/type-test evidence if in scope, importer-required Chinese data, MTC/test, ACFTA/RCEP origin. |
| EU | Selective – lower trade volume but distinct compliance | PED 2014/68/EU applies when the valve is a pressure accessory within scope; in-scope equipment needs the applicable conformity-assessment/CE route. | EN 593/EN 1092/ISO 5752 may be project standards; check fluid group, PS, DN and temperature. | Technical file, DoC/CE if in scope, material traceability, pressure test, EVFTA origin file. |
4. VIETNAM EXPORT CONDITIONS / POLICY
| SITUATION | POSSIBLE POLICY | LEGAL BASIS TO CHECK | AUTHORITY/CHANNEL | TRIGGER |
|---|---|---|---|---|
| New ordinary industrial butterfly valve | Normal export route; customs declaration based on the actual transaction. | Law on Foreign Trade Management; Decree 69/2018 through 04/09/2026; Decree 292/2026 from 05/09/2026. | Vietnam Customs and specialised authority if triggered | Not on a prohibited/restricted/licensed list. |
| Gas/pressure/nuclear/defence system use | Potential specialised/end-use review depending on exact project. | Relevant sector rules and technical/end-use file. | Sector authority | Only when the exact product/end-use falls in scope. |
| Used/RMA/repair return | Review customs procedure, value, ownership, warranty basis and destination rules. | Customs law and transaction/RMA evidence. | Customs | Do not use a new-sale document logic for warranty returns. |
5. HS CODE – EXPORT DUTY – EXPORT VAT
| VARIANT | REFERENCE HS | CLASSIFICATION BASIS | EXPORT DUTY | EXPORT VAT | EVIDENCE |
|---|---|---|---|---|---|
| Cast-iron butterfly valve for water pipeline within the specified diameter branch | 8481.80.62 – strong reference | AHTN branch covering cast-iron gate/butterfly valves with stated diameter conditions; subline “Other”. | Check the current Export Tariff against the final HS; do not declare 0% solely by trade name. | 0% is conditional on the statutory export conditions and evidence. | Material, DN, service, drawing, actuator, catalogue. |
| Other water-pipeline butterfly valve not matching the above cast-iron/diameter branch | 8481.80.63 may require review | “Other” water-pipeline valves; material/diameter/use determine fit. | As above. | As above. | Datasheet, material, DN, use statement. |
| Other process-service butterfly valve | 8481.80.99 or another 8481.80 line | Function, medium and construction. | As above. | As above. | Spec, pressure/temperature and process service. |
| Valve for oleohydraulic/pneumatic transmission | Review 8481.20 | Specific use in hydraulic/pneumatic transmission. | Final-HS check. | Conditional export VAT. | Circuit/function description. |
| Parts only | Review 8481.90 | Incomplete valve/part status. | Final-HS check. | Conditional export VAT. | Part drawing/BOM/use. |
Do not use one HS code for every butterfly valve. 8481.80.62 is a key reference for qualifying cast-iron water-pipeline butterfly valves; other materials/services must be separated.
Decree 26/2023/ND-CP is the base Export Tariff; Decree 201/2026/ND-CP, effective 23/07/2026, amends export-duty rates for selected goods. Export VAT follows Decree 181/2025/ND-CP as amended, including Decree 144/2026/ND-CP effective 20/06/2026.
Lock HS only after drawing + material + DN + medium + actuator + condition are available. Quote a duty rate only after checking the final HS against the tariff in force.
6. ORIGIN – FTA – PRODUCT-SPECIFIC RULES
| MARKET | FTA TO REVIEW | ORIGIN DOCUMENT | PSR | OTHER CONDITIONS | EVIDENCE |
|---|---|---|---|---|---|
| United States | No Vietnam–US preferential FTA | Non-preferential origin/statement as required | Relevant US origin rules for the purpose at hand | Origin marking/data must match actual production | BOM, casting/forging source, machining/assembly records. |
| Japan | VJEPA / CPTPP / RCEP | Origin document under the selected agreement | PSR for the final HS | Direct consignment/third-party invoice if required | BOM, supplier declarations, production records. |
| Korea | VKFTA / RCEP | Document under the selected route | PSR for final HS | Transport/document conditions | Origin audit trail. |
| China | ACFTA / RCEP | Appropriate origin document | PSR for final HS | Third-party invoice/direct consignment where relevant | Origin audit trail by shipment. |
| EU | EVFTA | EUR.1/origin statement mechanism as applicable | PSR in Appendix II to Circular 14/2026/TT-BCT | EVFTA transport/document conditions | BOM, material origin, process, RVC calculation if applicable. |
Valve-specific Origin Audit Trail: casting/forging/body source, disc, stem, seat/liner, actuator, machining, drilling, coating, assembly, hydro/leak test, marking and packing. Final assembly or testing in Vietnam alone does not automatically guarantee preferential origin if the PSR requires a higher CTC/RVC or manufacturing threshold.

10. PRACTICAL E2E EXPORT WORKFLOW
The workflow uses the mandatory 8-phase vertical timeline from form v1.4, with valve-specific locks and blockers.
Product review + market scan
Determine whether the valve is for water, HVAC, gas, chemical or process service; lock material, DN, pressure, temperature, actuator, buyer/project and market.
Lock HS – policy – FTA/origin
Compare 8481.80.62/63/99, 8481.20 and 8481.90 for the exact model, then select the origin route and PSR evidence.
Lock contract + buyer requirements
Freeze drawing revision, face-to-face, flange standard, seat/liner, coating, actuator, test pressure, inspection, marking, Incoterm and payment.
Complete compliance/QA
Finish MTC, hydro/leak, coating/dimension reports and PED/potable-water/China pressure/KGS evidence when triggered.
Booking – packing – trucking
Choose sea/air, crate/pallet, rust protection, flange caps, desiccant, lifting points, ISPM 15 wood and OOG screening for large DN.
Export customs declaration
Cross-check Invoice/PL/drawing/material/DN/pressure/actuator against HS and the transaction.
SI – VGM – CY/CFS cut-off – loading
Lock crate marks, package count, dimensions, GW/NW, shipper/consignee, SI/VGM and draft B/L/AWB.

11. TIMELINE BEFORE ETD / CARGO READY / CUT-OFF
| MILESTONE | WHAT TO LOCK | DOCUMENT/DATA | TYPICAL OWNER | RISK IF LATE |
|---|---|---|---|---|
| Before Contract | Market access, preliminary HS, material/DN/pressure, standard, FTA, Incoterm | Datasheet/drawing, buyer spec, origin inputs | Sales/Engineering/Compliance | Order accepted but model cannot meet market/pressure requirement. |
| Before Cargo Ready | MTC/test, coating, compliance, marking, packing | MTC, hydro/leak, inspection release, crate plan | QA/Factory/Docs | Cargo ready but release/certificate missing. |
| Before CY/CFS cut-off / cargo acceptance | Customs, trucking, dimensions/GW/NW, OOG handling | Declaration, booking, packing data | Ops/Customs/Forwarder | Missed cut-off/rebooking/storage. |
| Before SI/VGM cut-off | Shipper/consignee, marks, packages, weight | SI, VGM, crate list | Docs/Forwarder | B/L amendment/discrepancy. |
| After on-board | C/O, final transport docs, QA/certificate set, buyer/bank docs | On-board data, C/O, Final B/L/AWB, MTC/test set | Docs/Finance/QA | Late documents/payment/claim handling. |
12. INCOTERMS – TRANSPORT – PACKING – COST
Incoterms
FCA works when delivery is to the carrier at an inland point; FOB/CFR/CIF can fit sea contracts; CPT/CIP/DAP may fit door/airport/port-to-door projects. Separate the risk-transfer point from who pays freight/local charges.
Transport & packing
Small/medium valves commonly move by LCL/FCL or urgent air. Large-DN actuated valves can be heavy/OOG; verify lifting points, centre of gravity, crate dimensions and weight before booking. Protect flange faces/seat, drain test fluid, apply suitable rust prevention, use desiccant/VCI where necessary, secure the actuator and use ISPM 15 wood when applicable.
Cost buckets
Inspection/test, MTC/third-party inspection, conformity certification where applicable, origin documents, crate/pallet, ISPM/fumigation handling, trucking, OOG/heavy-lift, customs, local charges, freight, insurance, amendment/rebooking/storage and bank/document charges for L/C shipments.
13. RISKS & CONTROL POINTS
| RISK | ROOT CAUSE | IMPACT | CONTROL | WHEN |
|---|---|---|---|---|
| Wrong 8481.80.62/63/99 | Material + DN + water/process service not locked | Customs/C/O amendment, weak classification defence | Technical classification file + drawing | Pre-contract/classification |
| China pressure scope missed | Name “water valve” used without pressure/DN/temp review | Importer lacks licence/file; shipment held | China scope screening by pressure, DN, temperature | Pre-contract |
| Potable-water evidence missing | Drinking-water use but no lead/material evidence | Project rejection/hold | Use-case + wetted-material declaration + applicable certification | Before Cargo Ready |
| PED misclassification | Fluid group/PS/DN/category not assessed | Wrong/missing conformity route | PED classification worksheet | Before Contract/CRD |
| MTC/test not traceable | Heat/lot not linked to valve tag/serial | Inspection/claim failure | Heat/lot traceability matrix | Production/release |

| Rust/seat/actuator damage | Packing does not control moisture/flange/actuator | Arrival claim | VCI/desiccant/flange cap/securing | Packing |
| OOG/weight error | Large DN booked as regular cargo | Rebooking/storage/missed vessel | Verified dimensions + COG/GW | Before CY/CFS |
| B/L/L/C discrepancy | Marks/model/package inconsistent | Amendment/payment delay | Master-data document cross-check | Before release/presentation |
14. FAQ
Can butterfly valves be exported normally from Vietnam?
Generally yes for new ordinary industrial valves outside prohibited/restricted/specialised lists, subject to exact model/end-use review. Decree 292/2026 replaces Decree 69/2018 from 05/09/2026.
Which HS code is most common?
There is no universal code. Qualifying cast-iron water-pipeline butterfly valves strongly point to 8481.80.62; other water valves may require 8481.80.63; process valves may require 8481.80.99; parts and hydraulic/pneumatic valves are separate.
Does an electric actuator move the valve to an electrical HS heading?
Not automatically. A built-on actuator may still leave the essential character as a valve; a separately shipped actuator must be classified on its own.
Is NSF 61 mandatory for every US shipment?
No. If the valve is a covered pipe/fitting/fixture product for drinking water, the SDWA Lead Free Rule and its certification requirement applying since September 2023 must be screened; NSF/ANSI/CAN 61/372 may be the applicable certification standards. State/local/project requirements must also be checked.
When does China’s Special Equipment Production Licence become relevant?
For metal pressure-pipeline valves: A1 when PN ≥10 MPa & DN ≥300 mm; A2 when PN >4.0 MPa & TS ≤−101°C; B for other metal valves with PN >4.0 MPa & DN ≥50 mm. Imported A1/A2/B also requires foreign-manufacturer licence/type-test/supervision screening.
Does every EU butterfly valve need PED CE marking?
No. PED applies only when the valve is a pressure accessory within scope according to fluid/PS/DN/temperature and category rules.
Which FTA route applies to Japan, Korea, China and the EU?
Japan: VJEPA/CPTPP/RCEP; Korea: VKFTA/RCEP; China: ACFTA/RCEP; EU: EVFTA. The final HS PSR and agreement conditions must be checked.
Are MTC and hydrostatic test reports always customs documents?
Not always, but they are critical technical evidence for material, quality and buyer/project acceptance, especially for pressure-service valves.
Should a large-DN valve move by LCL or FCL?
It depends on crate dimensions, weight and quantity. Large DN may become OOG/heavy cargo, so measurement must precede booking.
What should be retained after on-board?
Completed customs file, Final B/L/AWB, origin document, Invoice/PL, MTC/test/inspection/conformity set, buyer/bank docs, payment/claim file and shipment-level Origin Audit Trail.
