Operational conclusion: for a new, ordinary industrial gate valve, this article does not identify a specialized export licence triggered merely by the product name. The exact model, material, used/refurbished status, end-use and any special features still must be screened.

US nuance: EPA’s lead-free framework includes specific exemptions, including water distribution main gate valves of 2 inches or more. Therefore, “all gate valves to the US require lead-free compliance” is not a valid blanket statement. EPA.

Can gate valves be exported from Vietnam?
Yes if the exact model is not prohibited/restricted or subject to a specific trigger. Review configuration, condition and end-use rather than relying on the product name.
What HS codes are commonly relevant?
8481.80 is the reference family. Manual iron/steel gate valves may split into 8481.80.77, .73 or .74 by diameter; cast iron and other materials have different branches.
Do all gate valves to the US need lead-free compliance?
No. SDWA Section 1417 is relevant to potable-water applications and contains specific exemptions, including certain water-distribution-main gate valves of 2 inches or more.
Is JIS mandatory for Japan?
JIS is generally voluntary unless incorporated into law or a specific tender/regulatory requirement. Buyers can still make JIS a contractual requirement.
When does China special-equipment screening matter?
When the model qualifies as a pressure-pipeline valve in SAMR classes A1/A2/B. For metal valves, screening thresholds include A1: PN ≥10 MPa and DN ≥300 mm; A2: PN >4 MPa with design temperature ≤−101°C; and B: other metal valves with PN >4 MPa and DN ≥50 mm. Since 01 Jun 2022, foreign manufacturers of imported A1/A2/B pressure-pipeline valves must hold China’s special-equipment production licence and meet type-test/supervision requirements; the transition period ended on 31 May 2024.
Is a C/O required?
It depends on buyer/importer needs and the chosen preferential route. Japan has CPTPP/VJEPA/RCEP; China has ACFTA/RCEP; the US has no bilateral preferential FTA with Vietnam.
Can an actuated gate valve use the same HS as a manual valve?
Do not assume so. The actuator and assembly configuration may affect the technical description/classification.
Are MTC and pressure-test reports always customs documents?
Not automatically. They are often technical/project documents but are useful evidence for material, class and model.
Air or Sea for large gate valves?
Sea LCL/FCL is usually more practical; Air is more suitable for urgent spares or small lots. Large/heavy units require OOG/lifting review.
