GATE VALVE EXPORT PROCEDURE
Gate valves with the same trade name can differ in material, DN/NPS, manual/actuated mechanism, pressure class and end-use. Those differences can change the HS classification, origin file or market requirements.
This guide follows market → classification → compliance → Cargo Ready/cut-off → post-shipment, with a US–Japan–China market scan and an eight-step E2E process.

Source separation: EPA/SAMR/Japanese law are regulatory layers; JIS/API/ASME/AWWA or project specifications may be buyer/tender requirements. Do not merge them.
4. VIETNAM EXPORT CONDITIONS / POLICY
Operational conclusion: for a new, ordinary industrial gate valve, this article does not identify a specialized export licence triggered merely by the product name. The exact model, material, used/refurbished status, end-use and any special features still must be screened.

Transition: on 04 Sep 2026, Decree 69/2018 remains applicable; from 05 Sep 2026, Decree 292/2026 takes effect and replaces Decree 69 under Article 65(1). VAT: The 0% rate for exported goods is conditional. The current framework must be read through Decree 181/2025, as amended by Decree 359/2025 (effective 01 Jan 2026) and Decree 144/2026 (effective 20 Jun 2026). Review the conditions and evidence for the actual export case; do not assume 0% merely because the goods leave Vietnam.

Do not equate “having a C/O” with “receiving preference”. For Japan, Japan Customs explains CPTPP origin certification routes applicable to Vietnam; the exporter still must select the correct route and satisfy the PSR. Japan Customs.

US nuance: EPA’s lead-free framework includes specific exemptions, including water distribution main gate valves of 2 inches or more. Therefore, “all gate valves to the US require lead-free compliance” is not a valid blanket statement. EPA.

12. INCOTERMS – TRANSPORT – PACKING – COST
Transport: Sea LCL/FCL suits most industrial-valve shipments; Air is useful for spares or urgent small lots. Large-DN valves, assembled actuators or heavy wooden cases need OOG, lifting and point-load checks.
Incoterms: FCA/FOB/CFR/CIF are common for sea; FCA/CPT/CIP for air/small shipments. Use DDP only where the exporter understands destination import/tax obligations.
Packing: flange protectors, fixed stem/wedge/actuator, VCI or anti-rust protection as needed, desiccant, compliant wooden case/pallet, lifting/COG and GW/NW marks.
Cost buckets: test/MTC/inspection, packing, trucking, crane/forklift, customs/C/O, local charges, freight, insurance, OOG surcharge, amendment/rebooking/storage.

Can gate valves be exported from Vietnam?
Yes if the exact model is not prohibited/restricted or subject to a specific trigger. Review configuration, condition and end-use rather than relying on the product name.
What HS codes are commonly relevant?
8481.80 is the reference family. Manual iron/steel gate valves may split into 8481.80.77, .73 or .74 by diameter; cast iron and other materials have different branches.
Do all gate valves to the US need lead-free compliance?
No. SDWA Section 1417 is relevant to potable-water applications and contains specific exemptions, including certain water-distribution-main gate valves of 2 inches or more.
Is JIS mandatory for Japan?
JIS is generally voluntary unless incorporated into law or a specific tender/regulatory requirement. Buyers can still make JIS a contractual requirement.
When does China special-equipment screening matter?
When the model qualifies as a pressure-pipeline valve in SAMR classes A1/A2/B. For metal valves, screening thresholds include A1: PN ≥10 MPa and DN ≥300 mm; A2: PN >4 MPa with design temperature ≤−101°C; and B: other metal valves with PN >4 MPa and DN ≥50 mm. Since 01 Jun 2022, foreign manufacturers of imported A1/A2/B pressure-pipeline valves must hold China’s special-equipment production licence and meet type-test/supervision requirements; the transition period ended on 31 May 2024.
Is a C/O required?
It depends on buyer/importer needs and the chosen preferential route. Japan has CPTPP/VJEPA/RCEP; China has ACFTA/RCEP; the US has no bilateral preferential FTA with Vietnam.
Can an actuated gate valve use the same HS as a manual valve?
Do not assume so. The actuator and assembly configuration may affect the technical description/classification.
Are MTC and pressure-test reports always customs documents?
Not automatically. They are often technical/project documents but are useful evidence for material, class and model.
Air or Sea for large gate valves?
Sea LCL/FCL is usually more practical; Air is more suitable for urgent spares or small lots. Large/heavy units require OOG/lifting review.
What matters in wooden-case packing?
ISPM 15 when in scope, flange protection, fixed stem/actuator, anti-rust treatment, lifting/COG and accurate weight marks.
Is export VAT automatically 0%?
No. The 0% rate is conditional and depends on the evidence required under current VAT rules.
What should be archived after on-board?
Customs declaration, final transport docs, C/O if used, MTC/test/certificates, buyer/bank set, payment evidence, claims and origin audit trail.
