SERVER RACK EXPORT GUIDE

The risk in server-rack export is configuration, not the trade name. A passive metal rack, a cabinet with PDU/fans/monitoring, and a rack shipped with servers, switches or UPS can require different HS analysis, certification and documentation. The presence of a fan or PDU does not automatically change the HS classification where the essential character remains that of a cabinet/rack.

This guide follows an E2E flow from product definition and market access to HS/tax, origin, compliance, booking/cut-offs and post-shipment controls.

1. QUICK FACTS

MARKETS

2024 HS 9403.20 signal: United States → EU → Japan → Canada are major import markets for goods from Vietnam.

VIETNAM POLICY

Passive metal racks are generally ordinary export goods; re-screen if the unit includes power, batteries/UPS or controlled equipment.

HS REFERENCE

Passive metal rack/cabinet: 9403.20.90; separately shipped parts may require review under 9403.99.90.

ORIGIN / FTA

EU: EVFTA; Japan & Canada: CPTPP (Japan also VJEPA); no Vietnam–US bilateral FTA.

COMPLIANCE

A passive rack does not automatically require CE/FCC/PSE. Powered components may trigger LVD/EMC/RoHS/PSE/electrical certification.

OPERATIONS

Lock U-height, width/depth, packed CBM, rust protection, pallet/crate, Cargo Ready and carrier cut-offs.

Quick glossary: PDU = power distribution unit; U = rack unit; Cargo Ready = cargo ready date; SI/VGM/CY/CFS cut-offs = carrier/terminal deadlines before loading.

Operational update: 4 Sep 2026. Final HS and compliance must be confirmed against the exact model, shipment configuration and destination.

2. PRODUCT SCOPE & CONFIGURATION

Variant What to check Evidence Potential impact Application note
Passive rack/cabinet Steel frame, doors, panels, rails, trays; no electrical function Catalogue, drawings, materials, U/W/D Chapter 94 HS; origin/packing Core scope of this article.
Flat-pack / CKD rack Frame, doors and panels shipped unassembled in one consignment BOM, assembly drawing, packing map GRI treatment of unassembled goods vs parts Do not call it “parts” solely because it is knocked down.
Separate rack parts Door, side panel, rail, shelf, mounting kit sold separately Part number, drawing, BOM May fall under 9403 parts or another heading by nature Classify each part by its own function.
Rack with PDU/fan/light/monitoring Power input, sockets, fan controller, sensors Electrical diagram, ratings, test reports LVD/EMC/RoHS/WEEE/PSE/Canadian electrical requirements by market Build a compliance matrix and determine HS from essential character and actual integration. Vietnam Customs advance-classification notices 3739/3741/TB-TCHQ (2022) classified specific steel racks with fans, and even an extension power strip, in 9403.20.90; those results are applicant- and goods-specific and are not automatically transferable.
Rack shipped with servers/switches/UPS Cabinet contains IT and/or battery equipment Full BOM, serial list, battery/SDS Chapters 84/85, DG battery rules, ICT/strategic controls may arise Do not classify the entire system as 9403 without analysis.
HS warning: Do not infer that “powered = different HS.” Determine principal function, essential character, degree of integration and line-item treatment. A cabinet that retains its rack character but has accessory fans/PDU is different from a system shipped with servers or UPS.

3. EXPORT MARKETS & MARKET ACCESS

UN Comtrade/WITS 2024 data for HS 9403.20 – other metal furniture shows the US, EU, Japan and Canada among the leading import markets for goods from Vietnam. These figures are a broad-HS market signal, not server-rack-only trade values.

Market 2024 signal from Vietnam Passive rack Powered configuration Key controls
United States ~US$950.5m No CE/FCC requirement merely because it is a metal rack; country-of-origin marking and buyer/site requirements matter. Electrical/NRTL or UL-type project requirements may apply; FCC only to covered RF/radiating equipment. Origin marking, HTSUS, dimensions/load rating and buyer/site standards.
European Union ~US$129.3m Do not affix CE unless EU legislation requiring CE covers the product. PDU/fans/monitoring may trigger LVD/EMC/RoHS/WEEE and technical documentation. CE scope, electrical ratings, material/coating information, importer/EPR data when applicable.
Japan ~US$48.5m A mechanical passive cabinet is not automatically subject to PSE. PDU, power cords and power supplies must be checked against DENAN/PSE lists. 19-inch/U dimensions, project seismic/load specs, PSE scope for electrical parts.
Canada ~US$36.5m No electrical certification solely for a non-powered metal cabinet. Plug-in electrical products must meet Canadian safety standards and carry recognized certification marks where required. Exact PDU/fan certification, dimensions/load and buyer labeling.
Keep requirements separate: destination law, voluntary/industry standards, and data-center buyer specifications are different layers. EIA-310/IEC 60297 are typically technical specifications, not customs import permits.

4. VIETNAM EXPORT POLICY

Scenario Operational conclusion Trigger Action
Passive metal rack Generally processed as ordinary export goods; no rack-specific export permit identified solely from the product name. Material, function, condition, destination Confirm HS and technical description.
Rack with PDU/electronics Do not extend the passive-rack conclusion to the complete unit. Voltage, radio/sensor, encryption/end-use Separate line items and screen specialized/strategic controls when triggered.
UPS/lithium battery included Transport DG requirements may arise. Battery chemistry, Wh, UN number, packing condition Collect SDS/UN38.3 and DG documents where applicable.
Natural-wood pallet/crate ISPM 15 may be required by destination. Wood packaging type and treatment mark Use compliant treated/marked packaging.
Used/RMA/project cargo Commercial and customs treatment may differ. Condition, serial, ownership, warranty Keep condition/serial evidence and declare accurately.
Avoid absolute statements: “no permit required” is only safe after confirming the rack is passive and the shipment contains no separately controlled equipment.

5. HS CODE – EXPORT DUTY – EXPORT VAT

Variant HS reference Basis Export duty Export VAT Evidence
Passive metal server rack/cabinet 9403.20.90 Other metal furniture – other. If the final HS is absent from Vietnam’s Export Tariff, Decree 26 mechanism does not require declaring an export duty rate; re-check current rules including Decree 201/2026. 0% may apply if export-goods conditions and documentation under current VAT law are met. Catalogue, material, drawing, invoice/PL/contract.
Separate rack parts Potentially 9403.99.90 Other parts of furniture, only where no more specific classification applies. Check final HS. Check 0% conditions. Part drawing, BOM, use.
Rack with accessory PDU/fans/electrical items 9403.20.90 may still be relevant where the cabinet retains its essential character; do not assume. Assess essential character, degree of integration and line-item treatment under the GRIs. Vietnam Customs notices 3739/3741/TB-TCHQ (2022) are useful configuration-specific references. Per the final HS established from the actual technical file. Review 0% conditions. Electrical diagram, BOM, ratings, catalogue, drawing.
Classification note: An advance-classification result applies only to the applicant and the goods described in that request. Notices 3739/3741/TB-TCHQ are cited only to show that accessory fans/PDU are not, by themselves, an automatic HS-change trigger.

6. ORIGIN – FTA – C/O

For steel racks, origin risk often sits in imported sheet steel, profiles, fasteners, rails, castors and powered accessories. Build origin from the real BOM and manufacturing process.

Route Agreement/origin document PSR logic Audit trail Note
EU EVFTA; Circular 14/2026/TT-BCT effective 10 May 2026. Check Chapter 94 PSR in Annex II against the final HS. BOM, costing, steel/material invoices, production records. Use the current EVFTA origin rules, not an obsolete template.
Japan CPTPP or VJEPA. CPTPP 9403.10–9403.40 provides CTH or specified RVC alternatives. BOM, CTC/RVC worksheet, supplier declarations. Choose the agreement after checking import tariff and PSR feasibility.
Canada CPTPP. Review HS 9403.20 PSR and certification-of-origin data. BOM, costing, origin certification file. Made in Vietnam does not automatically mean CPTPP originating.
United States No Vietnam–US bilateral FTA. No bilateral preferential C/O; non-preferential origin/marking evidence may still be required. Manufacturing process and material origin. CBP substantial-transformation analysis is fact specific.

7. PRODUCT-SPECIFIC COMPLIANCE

Trigger Passive rack Powered rack Typical evidence
EU CE No CE if no EU harmonisation legislation requiring CE applies. LVD/EMC and other CE legislation may apply depending on function/voltage. Scope assessment, tests, EU DoC, technical file.
EU RoHS/WEEE Purely mechanical rack is generally not EEE because it does not need electrical current for its function. PDU/fans/monitoring may be EEE or make electrical obligations relevant. Material declarations, RoHS evidence, producer/importer responsibility mapping.
Japan PSE Not automatic for a mechanical cabinet. Check PDU, power cords and power supplies against DENAN lists. PSE scope, importer compliance, testing/self-inspection records.
Canada electrical certification Not for a non-powered cabinet solely by being a rack. Plug-in equipment must meet Canadian electrical safety rules where applicable. Recognized CSA/cUL/cETL-type certification for exact model.
Buyer/data-center standards Mechanical dimensions, loading, grounding, IP/coating requirements may be contractual. Powered systems may add electrical/environmental tests. Approved drawings, load/grounding reports, QA records.

8. EXPORT DOCUMENT SET

12. INCOTERMS – TRANSPORT – PACKING – COST

SEA FCL / LCL

Main mode for bulky racks. Flat-pack reduces CBM; assembled racks reduce destination assembly but increase volume and damage exposure.

AIR

Best for samples/accessories or urgent units; volumetric weight makes accurate packed dimensions essential.

Packing controls

  • Corner protection, foam/PE and film to protect powder coating.
  • Desiccant/VCI or other rust/moisture protection for sea routes.
  • Load-rated pallet/skid; crate where required; ISPM 15 for regulated natural-wood packaging.
  • Secure doors, panels, rails and castors; accessory box with part-number checklist.
  • Confirm package size, CBM, GW/NW and stackability; take loading photos.
  • Check container-door opening/OOG before booking unusually tall/wide assembled racks.
Incoterms: FCA/FOB/CIF/CIP/DAP are common depending on the deal. State the named place/port and Incoterms edition; cost transfer and risk transfer are not always the same point.

14. FAQ

1. Can a server rack be exported normally from Vietnam?

A passive metal rack is generally handled as ordinary export cargo. Re-screen the shipment if it includes PDU, UPS, batteries or IT equipment.

2. What is the reference HS code?

A metal rack/cabinet may be reviewed under 9403.20.90. Separate parts may require 9403.99.90. Accessory fans/PDU do not automatically change the cabinet HS; however, a rack shipped as a server/UPS system requires a fresh essential-character and line-item analysis.

3. Is there Vietnam export duty?

If the final HS is not listed in the Export Tariff, Decree 26 provides that an export duty rate is not declared; verify the current tariff and Decree 201/2026 at declaration date.

4. Is export VAT automatically 0%?

No. The 0% rate depends on the export-goods scope and documentary conditions under current VAT law and Decree 181/2025.

5. Does a rack exported to the EU always need CE?

No. CE is mandatory only where applicable EU legislation requires it. A purely passive mechanical rack should not be CE-marked merely because it goes to the EU.

6. What changes when a PDU is included?

Freeze the exact PDU model, voltage/current, plug/socket and certificate. Treat the PDU as a separate compliance workstream and map it clearly in the BOM/line items. For the cabinet HS, do not assume reclassification merely because a PDU is included; assess essential character and the actual configuration.

7. Does Japan require PSE?

Not automatically for a passive rack. PDU, cords and power supplies must be screened against DENAN/PSE product lists.

8. Does Canada require CSA?

Not automatically for a non-powered cabinet. Plug-in equipment must carry appropriate recognized Canadian certification where required.

9. Which origin agreement is useful?

EVFTA for the EU; CPTPP for Japan/Canada; Japan may also use VJEPA. Select the route based on import tariff and PSR feasibility.

10. Is a flat-pack rack classified as parts?

Not automatically. A complete rack shipped unassembled may still be treated as the complete article under GRI depending on the facts.

11. Is a server rack dangerous goods?

A passive metal rack is generally not DG. UPS/battery packs or other regulated goods require separate DG screening.

12. What should be retained after shipment?

Customs, invoice/PL, B/L/AWB, origin file, approved drawings/BOM, QA and packing photos, powered-component compliance documents, payment and claims.

15. POST-SHIPMENT OUTPUT & RECORD RETENTION

  • Completed export declaration and classification file.
  • Contract/PO, invoice, packing list, approved drawing/BOM and packing map.
  • Final B/L/AWB/Sea Waybill plus booking/cut-off/VGM records.
  • Origin document and Origin Audit Trail where an FTA is used.
  • QA/load/dimension reports, packing photos and accessory checklist.
  • EU/PSE/Canadian electrical compliance pack for powered components where applicable.
  • Buyer/bank set, payment records and claim/survey documents.
