INDUSTRIAL ROUTER EXPORT GUIDE

An Industrial Router cannot be cleared from the word “router” alone. Ethernet/RS‑485/CAN, Wi‑Fi, 4G/5G, VPN and firewall/IPS features may change HS classification, Vietnam export-control triggers and destination-market compliance.

This guide follows the operating sequence market → HS/policy → origin → compliance → Cargo Ready → cut-off → post-shipment, comparing the United States, EU/Netherlands and Singapore.

Scope: rugged/DIN-rail routers for industrial automation, SCADA, IIoT, energy and transport. Office routers, dedicated firewall appliances, pure cellular modems, PLC gateways and standalone RF modules should not be forced into the same conclusion.

3. EXPORT MARKETS & MARKET ACCESS

The markets are selected from product-specific shipment signals first, then screened for market-access feasibility. The United States, the Netherlands/EU and Singapore all show Vietnam-origin router/rugged-router shipment evidence, so they are used as the comparison set rather than a default country list.

Market evidence: a Vietnam-to-US shipment dated 31 May 2025 records Cisco Catalyst Rugged Series Router IR1101-K9; multiple Vietnam-to-Netherlands IR1101-K9 shipments are recorded on 26–27 May 2025; and on 17 June 2024 a Vietnam-to-Singapore shipment records 5,000 Vehicle Routers (radio) under HS 8517.62.49. HS gate: 8517.62.43 has a specific legal condition. An OT/fieldbus/cellular industrial router should not be placed there merely because it routes packets.

Export duty

Do not state “0%” mechanically. Fix the 8-digit HS and check the Export Tariff in force on the declaration date and all current amendments.

Export VAT

The 0% rate is conditional. Review the current VAT rules and the contract, payment evidence, export declaration and shipment records before applying it.

6. C/O – FTA – RULES OF ORIGIN

A typical industrial-router BOM includes PCBA, SoC/CPU, modem/RF module, Ethernet PHY, serial transceiver, power stage, antenna and enclosure. Run origin as final HS → PSR → input HS/BOM → supplier evidence → manufacturing records → costing.

Origin principle: possession of a C/O does not itself guarantee preferential treatment; the HS, PSR, evidence and importer claim must all qualify.

Vietnam customs declarations are electronic. C/O and specialised-licence dossiers follow the portal/authority applicable to each procedure. Do not file a licence merely “just in case” from marketing words such as VPN/firewall; first determine exact scope.

14. FAQ

1. Can an industrial router be exported from Vietnam?

Generally yes if it is not prohibited/restricted and no special export licence is triggered. The exact model, HS, crypto/cybersecurity functions, condition and end-use must be screened.

2. Is 8517.62.43 always the HS code?

No. That line has a specific ADP-only condition. OT/fieldbus, WLAN and cellular variants may fall under other 8517.62 lines depending on principal function and legal description.

3. Does IPsec/TLS VPN automatically require a civil-cryptography licence?

No automatic conclusion should be made from the word VPN. Under Decree 341, screen the HS, goods description and cryptographic characteristics together against the Appendix.

4. Can a router with firewall/IPS be a cybersecurity product?

Potentially. Decree 332 uses product/function categories together with HS. Basic routing must be distinguished from products designed for firewall, IPS/IDS, NAC or security monitoring.

5. What FCC route applies in the US?

Wi-Fi/cellular routers are intentional radiators and generally require FCC certification; the wired host still needs the applicable equipment-authorization/EMC route. Module integration, antenna and RF exposure must be checked.

6. Is RED mandatory in the EU?

RED applies to radio equipment. Wi-Fi/cellular/Bluetooth models should be assessed under RED with CE/DoC/technical file. A wired-only unit is not automatically a RED product but other EU rules still need review.

7. Does Singapore require IMDA registration?

For telecom/radio equipment sold or used in Singapore, a local licensed supplier generally registers the model unless it is exempt. current IMDA registration route depends on the exact technology.

8. Is a C/O always required?

Not for every shipment. It may be required by the buyer/importer or used for FTA preference. Do not issue it before final HS, PSR and origin evidence are locked.

9. What if the router includes a lithium backup battery?

Screen chemistry, UN test summary, packing mode and DG classification. A router with only an AC/DC adapter is not automatically DG.

10. What must be frozen before Cargo Ready?

Exact model/revision, HS, RF module/bands/antenna, firmware region, crypto/security status, licence/certificate scope, label, origin evidence and packing/booking data.

11. Why are SI/VGM/CY/CFS cut-offs important?

Missing a cut-off may cause roll, rebooking, storage or document amendment. Export operations should be managed around Cargo Ready, cut-offs and ETD rather than ETA.

12. What should be archived after on-board?

Final transport documents, customs declaration, C/O/origin trail, licences/certificates, buyer/bank set, payment/claim records and the serial/MAC/IMEI master.
