For a complete wired PoE switch whose principal function remains switching, 8517.62.49 is a strong reference direction. Vietnam Customs Notice 16181/TB-CHQ dated 13 May 2026 classified a Cisco C9200L-24T-4G-E Layer-2 switch at 8517.62.49. This is a model-specific benchmark, not a universal ruling.

EXPORT DUTY
CONCLUSION: do not write “PoE switch export duty = 0%” mechanically. Lock the 8-digit HS first.
LEGAL BASIS: review Decree 26/2023, especially Article 4 and Annex I, plus amendments effective on the declaration date. Decree 201/2026 applies only if the final HS is actually within its amended goods.
ACTION: exact model/function → final HS → current export tariff → retain classification evidence.
EXPORT VAT
CONCLUSION: the 0% export VAT rate is conditional, not automatic merely because goods cross the border.

12. INCOTERMS – TRANSPORT – PACKING – COST
PoE switches are high-value electronics sensitive to shock, moisture, ESD and accessory mismatches. PoE power output itself does not make the cargo dangerous goods; a bundled battery/UPS or other regulated component requires separate DG screening.

1. Can PoE switches be exported from Vietnam?
Yes, subject to exact-model HS, firmware, crypto/radio, condition, end-use and market screening.
2. What HS code is commonly referenced?
For a switching-dominant wired switch, 8517.62.49 is a strong reference direction based on a model-specific customs benchmark; the final 8-digit code still requires technical evidence.
3. Does PoE/PoE+/PoE++ automatically change the HS?
No. PoE is a power-delivery function; classification still follows the principal function. Routing/radio/injector/module variants need separate review.
4. Does HTTPS/SSH/MACsec automatically require a Vietnam civil-cryptography licence?
No. Decree 341 requires the HS, goods description and cryptographic technical characteristics to all match the controlled Annex II entry.
5. What is important for the United States?
Lock RF status first. Wired digital devices require FCC Part 15/equipment-authorization review; Wi-Fi/cellular models use a separate intentional-radiator route.
6. Is a PoE switch relevant to the EU CRA?

7. Is a 48–57V DC PoE switch automatically within the EU LVD?
No. LVD covers 50–1000V AC or 75–1500V DC. Check the exact product/PSU input, not the PoE output voltage.
8. Does China automatically require CCC or a Network Access Licence?
No blanket conclusion. Map the exact model/use to China RoHS/catalogue, network-access route and SRRC if wireless, and confirm with the importer.
9. Does a C/O guarantee tariff preference?
No. Final HS, FTA, PSR, transport conditions and the Origin Audit Trail must all support the claim.
10. Is a PoE injector/midspan classified like a complete PoE switch?
Not automatically. Shipped state and principal function differ and should be classified separately.
11. What extra records are useful for RMA/warranty goods?
RMA authorization, original invoice/AWB/B/L, serial, return/repair reason, valuation and links to the original shipment.
12. What should be retained after on-board?
