EXPORTING POE SWITCHES FROM VIETNAM

A PoE switch is not classified or cleared simply because the label says “switch”. Layer-2/Layer-3 functions, radio modules, cryptographic functions, input power, PoE standard/budget, shipped state and destination-market rules can change the HS, licensing and compliance route.

This guide follows an E2E control map from market scan to post-shipment, focusing on HS classification, civil-cryptography/strategic screening, origin, market compliance, Cargo Ready, cut-offs and serial-level records.

Market selection uses Vietnam-reported UN Comtrade 2023 HS6 8517.62 as a route signal. This HS6 family is much broader than PoE switches and must not be read as PoE-switch-specific demand.

Vietnam-reported UN Comtrade 2023 data for the broader HS6 8517.62 family show route signals of roughly US$9.4bn to the United States, US$988m to the Netherlands, US$633m to China and US$600m to the United Kingdom. These figures support market selection only; they are not PoE-switch-specific sales values.

5. HS CODE – EXPORT DUTY – EXPORT VAT

For a complete wired PoE switch whose principal function remains switching, 8517.62.49 is a strong reference direction. Vietnam Customs Notice 16181/TB-CHQ dated 13 May 2026 classified a Cisco C9200L-24T-4G-E Layer-2 switch at 8517.62.49. This is a model-specific benchmark, not a universal ruling.

EXPORT DUTY

CONCLUSION: do not write “PoE switch export duty = 0%” mechanically. Lock the 8-digit HS first.

LEGAL BASIS: review Decree 26/2023, especially Article 4 and Annex I, plus amendments effective on the declaration date. Decree 201/2026 applies only if the final HS is actually within its amended goods.

ACTION: exact model/function → final HS → current export tariff → retain classification evidence.

EXPORT VAT

CONCLUSION: the 0% export VAT rate is conditional, not automatic merely because goods cross the border.

LEGAL BASIS: Articles 17–18 of Decree 181/2025 and current amendments, including Decree 144/2026.

ACTION: cross-check contract/PO, qualifying payment evidence, customs declaration and shipment evidence.
