Actual Weight vs Volumetric Weight: How Chargeable Weight Is Determined

ACTUAL WEIGHT VS VOLUMETRIC WEIGHT: WHAT IS THE DIFFERENCE?

A shipment weighing only a few dozen kilograms may legitimately be billed at a much higher weight. The reason is that transport capacity is constrained by both payload and cargo space. If an RFQ contains only gross weight but no package dimensions, the freight estimate can be wrong from the outset. Conversely, applying one conversion factor to air cargo, express, road freight and LCL makes quotation comparisons unreliable. This guide distinguishes Actual Weight, Volumetric Weight and Chargeable Weight, then explains measurement, common formulas, billing logic and the data that should be locked before booking.

Actual weight

The scale weight of the shipment tendered for carriage; for freight billing this is commonly the gross weight, including packaging and pallet.

Volumetric weight

The space occupied by the shipment converted into kilograms under the factor used by the mode, carrier or service product.

Chargeable weight

Usually the higher of actual and volumetric weight after the applicable rounding rule and minimum billable quantity.

No universal factor

Air cargo commonly uses 6,000; express commonly uses 5,000; road, rail and LCL must follow the applicable tariff and quotation scope.

Collector and cost bearer

The carrier/forwarder sets the rating basis. The party receiving the debit and the party ultimately bearing the cost must be read together with the quotation, carriage contract and Incoterms.

SCOPE OF APPLICATION

This article applies to cartons, crates, pallets and loose packages moving by air freight, international express, ocean LCL and road/rail quotations that charge by kilogram, CBM or a density conversion.

  • Covered: import and export shipments, samples, components, machinery, textiles, consumer goods and standard cargo requiring freight budgeting.
  • Not automatically covered: dangerous goods, OOG cargo, heavy lift, live animals, temperature-controlled cargo, special-position cargo or commodities subject to a specific tariff.
  • FCL: the main ocean freight is normally quoted per container rather than by the air-freight “higher-of-two-weights” method; VGM, payload, axle load and inland legal limits still matter.
  • Limitation: the final factor, rounding, minimum charge and measurement method depend on the live quotation, tariff, booking confirmation and conditions of carriage.

KEY TERMS

Term Meaning Operational role
Net Weight (NW) Weight of the goods alone, excluding transport packaging. May support product description, labelling or declarations; it should not automatically be treated as freight-billing weight.
Gross Weight (GW) Goods plus cartons, pallet, bracing, wrapping and other components tendered for carriage. Commonly the actual weight compared with volumetric weight.
Actual Weight Weight measured on a scale at the warehouse, acceptance point or terminal. Represents the physical load carried by the vehicle or aircraft.
Volumetric/Dimensional Weight A weight equivalent calculated from the package’s external dimensions and a divisor. Represents the space consumed in the aircraft, vehicle or cargo compartment.
Chargeable/Billable Weight The quantity to which the freight rate is applied. Usually the higher of actual and volumetric weight after rounding/minimum rules.
W/M – Weight or Measurement A comparison of weight tons and measurement tons, commonly used for breakbulk/LCL. The basis yielding the greater carrier revenue becomes the chargeable Revenue Ton.
CBM Cubic metre, calculated as length × width × height in metres. The base volume data used for costing and conversion.
Divisor / DIM Factor The number used to divide cubic centimetres and convert volume into kilograms. Must be taken from the correct carrier, service, trade lane and quotation date.

UNDERLYING MECHANISM

1. Why volumetric weight exists

A conveyance may reach its payload limit before it runs out of space, or fill its available space before reaching its payload limit. Compact metal cargo is usually weight-driven; foam, textiles, hollow plastic products and oversized packaging are often volume-driven. Volumetric conversion allocates cost against both scarce resources: weight capacity and cubic capacity.

2. Core formulas

Volumetric Weight (kg) = Number of pieces × Length (cm) × Width (cm) × Height (cm) ÷ Divisor
Chargeable Weight = Higher of Actual Weight and Volumetric Weight, subject to rounding and minimum billing rules

Dimensions should be the outermost packed dimensions, including pallets, skids, corner protection, bulges and protrusions. Irregular packages are commonly measured by the smallest bounding cuboid unless the carrier specifies another method.

3. One package under two common factors

A package measures 80 × 60 × 50 cm and has a gross weight of 28 kg. Its volume is 240,000 cm³, or 0.24 CBM.

  • If an air-cargo divisor of 6,000 applies: volumetric weight = 240,000 ÷ 6,000 = 40 kg; estimated chargeable weight is 40 kg.
  • If an express-service divisor of 5,000 applies: volumetric weight = 240,000 ÷ 5,000 = 48 kg; estimated chargeable weight is 48 kg.
  • The same package can therefore produce different billable weights under different transport products.

4. Dense cargo example

A pallet measures 120 × 100 × 140 cm, weighs 420 kg gross and occupies 1.68 CBM. At a 6,000 divisor, volumetric weight is 280 kg, so the anticipated air chargeable weight is 420 kg. Under an LCL W/M basis of one metric ton or one cubic metre, ocean freight may be assessed at 1.68 Revenue Tons because 1.68 CBM exceeds 0.42 metric ton, before minimums and local charges.

5. Who determines, collects and finalises the charge?

Debit recipient Pays the service provider under the quotation, AWB/B/L or payment arrangement. May differ from the party that ultimately bears the cost between buyer and seller; read together with Incoterms and the sales contract.
RFQ/Booking Initial chargeable weight supports costing and space reservation. It is not necessarily final before cargo acceptance and carrier measurement.
Hub/Terminal The carrier may confirm measurements and adjust billable weight. Request the scale/measurement record before approving a disputed debit.

FCL Main freight per container type and count. Do not apply air chargeable-weight formulas to base FCL ocean freight. Control GW, VGM, payload, axle load, uneven loading and overweight surcharge.
A per-kg or per-RT rate does not mean “all-in”: base freight may exclude pickup, delivery, terminal handling, screening/security, fuel surcharge, DG/special handling, customs clearance, storage or taxes. Normalise quotations to the same route, service level, chargeable quantity and included/excluded scope.

Data-lock principle: An RFQ should not contain only “total kg”. At minimum provide commodity, piece count, dimensions per piece, gross weight per piece/total, packaging, stackability, pickup/delivery points, route, ready date and special requirements.

HOW TO DETERMINE CHARGEABLE WEIGHT

Standardise units.
Convert dimensions to centimetres or metres and weight to kilograms. Do not mix centimetres with inches or kilograms with pounds.

Measure the packed outer dimensions.
Capture the maximum length, width and height, including pallet, skid and protrusions. Separate package types when dimensions differ.

Determine actual weight.
Weigh gross weight per package or pallet under the carrier’s method and retain evidence when the variance risk is material.

Select the correct conversion basis.
Use the divisor, W/M rule or loading-metre rule stated in the applicable tariff, quotation or booking.

Calculate and compare.
Calculate volumetric weight or Revenue Tons and compare against the actual basis required by the mode.

Apply rounding and minimums.
Confirm whether rounding is per piece or shipment, to 0.5 kg or 1 kg, and whether a minimum charge/minimum billable weight applies.

Reconcile carrier remeasurement.
If hub/terminal data differs from the RFQ, obtain the measurement record and compare it with the quotation terms before approving the debit.

COMMON RISKS AND ERRORS

Misapplying the concept to FCL Air-weight formulas are used for container base freight. Wrong cost structure. Separate per-container ocean freight from overweight, VGM and inland limits.
Comparing different scopes One quotation shows base freight while another includes selected surcharges or end services. The apparently cheaper option produces the higher total debit. Normalise chargeable weight, route, validity, included/excluded items and exclusions.

Chargeable weight is a commercial and operational condition that must be read together with the tariff, quotation, booking confirmation and conditions of carriage. This article does not apply one statutory factor to every service. Where figures conflict, the live commercial documents and the carrier/terminal measurement record should be reconciled.

FREQUENTLY ASKED QUESTIONS

1. Is freight actual weight net or gross?

It is commonly the gross weight of the packed shipment because the carrier transports the goods, packaging and pallet. Check the tariff definition for the service concerned.

2. Should the divisor be 5,000 or 6,000?

Do not select by habit. Air cargo commonly uses 6,000, while many express products use 5,000. The live carrier tariff or booking controls.

3. Is every shipment billed at the higher of actual and volumetric weight?

That is common for air and express, but minimum billable weight, rounding, rate breaks and per-piece rules may also apply. LCL and road freight may use other mechanisms.

4. How is an LCL shipment of 500 kg and 2 CBM assessed?

Under a W/M basis of one metric ton or one CBM, 500 kg equals 0.5 weight ton and 2 CBM equals 2 measurement tons. The W/M ocean-freight basis may therefore be 2 RT before minimums and surcharges.

5. Can the carrier reweigh and remeasure?

Carriers and terminals commonly verify dimensions and weight under their conditions of carriage. Request the scale or measurement record when a correction is raised.

6. Can packaging optimisation reduce freight?

Yes, especially when volumetric weight exceeds actual weight. Reduce voids and use right-sized cartons and efficient pallet patterns without compromising safety, stackability or packaging standards.

7. Does FCL require volumetric-weight calculation?

Not for the main per-container ocean freight, but gross weight, VGM, payload, axle load, inland limits and overweight surcharges remain critical.
