IMPORT PROCEDURE GUIDE FOR AIR PURIFIERS INTO VIETNAM
An air purifier shipment may be delayed not because the product is inherently complex, but because the commercial description is too generic, the HS code is misapplied, the Wi-Fi/Bluetooth module is overlooked, the model is inconsistent across documents, or product labeling is not locked before ETA. This guide provides an E2E (End-to-End) compliance map for HS code, duties, sectoral policy, customs documents, clearance workflow and pre-ETA risk controls.
QUICK FACTS

| Energy labeling | Under Circular 52/2025/TT-BCT, standalone air purifiers are not listed in Article 2 as mandatory energy-labeling appliances. Re-check if the product is a combined appliance or declared under another main function. |
SCOPE OF APPLICATION
This article applies to standalone electric air purifiers used in homes, offices, hotels, shops or normal commercial premises, with air filtration/purification as the principal function.
- It does not automatically apply to dehumidifiers, evaporative coolers, air conditioners, fan heaters, vacuum cleaners, cleanroom AHU/FFU or industrial air-treatment systems.
- It does not automatically apply to medical devices, medical sterilizers, industrial ozone generators or products carrying treatment claims.
- New, used, refurbished, sample, warranty-returned and project goods may trigger different policy reviews.
- If the model contains Wi-Fi/Bluetooth/RF modules, control software, encryption, batteries, adapters, chargers or accessories, each element should be reviewed separately against the catalogue, datasheet, model and actual import purpose.
PRODUCT CLASSIFICATION & TECHNICAL IDENTIFICATION
The key identification point is the principal function: whether the product filters/purifies air, or merely ventilates, dehumidifies, cools, heats or treats air as part of another system. The technical file should clearly show model, voltage, power, filtration technology, accessories and condition of goods.
| Technical criterion | Documents to check | Risk if described incorrectly | Suggested description |
|---|---|---|---|
| Principal function | Catalogue, datasheet, user manual | Confusion with fans, dehumidifiers, air conditioners or industrial equipment | Air purifier for indoor use, model…, power…, voltage…, new 100%. |
| Filtration mechanism | HEPA, activated carbon, pre-filter, ionizer, UV-C, plasma description | Wrong policy if special functions/claims exist | Air purifier with HEPA/activated carbon filter; do not overstate claims. |
| Model/series/serial | Invoice, packing list, original label, model list | Customs questions due to model mismatch | State full model, series and quantity consistently. |
| Wireless connectivity | Module datasheet, manual/app information | ICT/RF policy may be missed | If Wi-Fi/Bluetooth exists, review the policy before import. |
| Accessories | Packing detail, images, accessory list | Accessories may have separate HS/policy or transport impact | Declare remote/adapter/filter accurately. |
| Goods condition | Contract, invoice, product photos, manufacturer confirmation | Used/refurbished goods misdeclared as new | State New 100% or declare used/refurbished correctly. |
HS CODE – DUTIES – C/O
The reference HS code is 8421.39.20 for air purifiers. Classification should be based on the principal function, construction and operating principle. Filter cartridges, spare parts or industrial air-treatment equipment may fall under different codes.
- Reference MFN import duty: 0%.
- Reference ordinary import duty: 5%.
- VAT: base 10%; 8% may apply during the VAT reduction period if eligible.
- Special preferential FTA duty applies only with a valid C/O, correct form, origin criterion, goods description and transport documentation.
| Reference HS code | Condition of application | Risk of misclassification | Documents to verify |
|---|---|---|---|
| 8421.39.20 | Air purifier whose principal function is gas/air filtration or purification | Confusion with fans, dehumidifiers, air conditioners, coolers or industrial air-treatment equipment | Catalogue, datasheet, label photos, operating principle, model list |
| 8421.39.90 | Other gas filtering/purifying equipment when the product is not an air purifier by design/function | Wrong duty/statistics and possible post-clearance exposure | Technical file, drawings, function description |
| 8421.99.xx | Parts/filter cartridges imported separately, not a complete machine | Misdeclaration between complete unit and part | Packing list, spare part catalogue, BOM if any |
APPLICABLE SECTORAL POLICY MATRIX

FAQ
Does an air purifier require an import license?
Do not conclude absolutely by product name. A standard new consumer model without Wi-Fi/Bluetooth/RF or medical claims is often handled under normal customs procedures, but the actual model and technical file must be reviewed.
What is the reference HS code?
8421.39.20 – Air purifiers. Final classification depends on the catalogue, datasheet, operating principle and goods condition.
Is Wi-Fi/Bluetooth relevant?
Yes. Wireless modules may trigger ICT/RF conformity and quality management review if the product is listed.
Is Vietnamese supplementary labeling required?
For goods circulated in Vietnam, labeling must be reviewed under Decree 43/2017 and Decree 111/2021.
Can C/O reduce duty?
Yes, where the C/O is valid and FTA conditions are met.
Are samples/warranty goods handled like commercial goods?
Not automatically; customs type and purpose should be reviewed.

E2E IMPLEMENTATION SUPPORT FROM TGIMEX
This guide provides the compliance map. In actual shipment execution, the importer should review catalogue, datasheet, model, documents, origin and import purpose. For shipments with sectoral policy, C/O or labeling exposure, files should be checked before ETA; even a small discrepancy across invoice, packing list, catalogue, datasheet, C/O or label can cause document supplementation, delayed clearance or unplanned storage charges.
