IMPORT PROCEDURE GUIDE FOR SUSPENDED WORKING PLATFORM
Suspended working platforms are often misdeclared as “lifting platforms” or “gondolas” without sufficient technical description. A missing model, rated load, suspension structure, hoist unit, wire rope or intended construction use may lead to wrong HS classification, incorrect compliance handling and insufficient post-clearance safety documentation.

SCOPE OF APPLICATION
This article applies only to suspended working platforms used in construction. It does not automatically apply to mobile elevating work platforms, scissor lifts, boom lifts, construction hoists, elevators, escalators, independent hoists/winches or separately imported parts. PRACTICAL E2E PROCESS
Step 1 – Pre-ETA review
Chốt HS 8428.90.90 or other code, tax, C/O, label, new/old condition, inspection policy and purpose of use at construction site.
Step 2 – Lock documents & technical file
Invoice key, Packing List, B/L/AWB, catalog, datasheet, manual, assembly drawing, model/serial list, load and synchronous configuration.
Step 3 – Prepare specialised/safety inspection file
For suspended floors used in construction, prepare documents for technical safety inspection accordingly QTKĐ: 03-2016/BXD and project/construction requirements.
Step 4 – Open customs declaration
Green Channel: customs clearance according to system conditions; Yellow Stream: check documents; Red Channel: check documents and actual goods. Points that are easily questioned: HS, value, model, C/O, catalog and lifting function.
Step 5 – Clearance, delivery and post-clearance completion
Pull goods to warehouse/construction site, complete secondary labels, keep batch records, organize installation/inspection before putting into operation if applicable.
