IMPORT PROCEDURE GUIDE FOR PRESSURE VESSELS

A pressure vessel is not a generic steel tank. If the importer only declares “pressure tank”, “air receiver” or “industrial vessel” without locking design pressure, working pressure, capacity, medium, material, manufacturing standard, nameplate, certificates and new/used condition, the shipment may face HS queries, technical dossier requests, C/O rejection, specialized safety questions or DEM/DET due to late document correction. This guide gives an E2E review map before ETA, covering HS code, duty, C/O, specialized policy, dossier set, customs workflow and key risks to block before arrival.

SCOPE OF APPLICATION

This guide covers independent pressure vessels imported for factory installation, replacement, industrial utilities, compressed-air stations, process lines, MEP projects or industrial resale. The review should cover vessel body, heads, nozzles, flanges, safety valve, pressure gauge, supports, accessories and the manufacturer’s technical dossier.

  • New, used, refurbished, warranty, sample and project cargo may trigger different requirements.
  • If electrical cabinets, sensors, solenoid valves, motors, pumps, compressors or refrigeration assemblies are imported together, review them separately.
  • Oversized/overweight pressure vessels require packing, lifting, lashing, OOG/Flat Rack/Open Top and inland transport planning.
  • Where data is insufficient, record: Review is required based on catalogue, datasheet, model and actual import purpose.

CLASSIFICATION & TECHNICAL IDENTIFICATION

Classification must be based on the technical nature of the vessel, not on marketing names. Key data include design pressure, working pressure, hydrostatic test pressure, capacity, medium, material, wall thickness, manufacturing standard, year of manufacture, serial number, nameplate, safety valve and factory inspection documents.

HS CODE – DUTY – C/O

HS code depends on whether the goods are containers for compressed/liquefied gas, ordinary tanks, small containers, heat exchangers, process equipment or parts of a larger system. Do not use one HS code for every pressure vessel.

Does importing a pressure vessel require a permit?Do not answer absolutely. Review HS, QCVN, strict safety scope, inspection/use declaration and new/used condition based on the dossier.
Is state quality inspection required at import?Pressure vessels under Section II of Circular 01/2021 are generally not subject to state quality inspection at import, but conformity certification/declaration, technical safety inspection and use declaration must still be prepared before use.
Is conformity certification required?For pressure vessels within the relevant scope, conformity certification/declaration may be required before use, together with technical safety inspection. Pressure, capacity, medium, manufacturing standard and use purpose are required for conclusion.
Is safety inspection required before use?If the vessel is strict safety equipment, technical safety inspection before use and use declaration, usually within 30 days from putting the equipment into use, may be required.
