Import procedure for steam / hot-water / gas piping

Steam, hot-water and gas piping can be mismanaged if declared merely as “steel pipe” or “pipeline”. Key risks arise in HS classification, occupational safety policy, C/O, labeling and consistency between customs documents and technical drawings.

Incorrect handling may trigger customs queries, additional technical dossiers, loss of preferential C/O treatment or storage costs. This article provides an E2E map for pre-ETA review.

Legal note: This article applies only to steam/hot-water/gas piping and related fittings. Do not apply it automatically to boilers, thermal oil heaters, pressure vessels, gas tanks or refrigeration systems if the actual dossier indicates a different device.
  • Applies to loose pipes, pipe spools, skid piping and pipes for steam, hot water, compressed gas, industrial gas or fuel gas depending on the dossier.
  • Valves, actuators, sensors, flanges, fittings, insulation and expansion joints must be reviewed separately if imported separately or under different HS.
  • New, used, refurbished, sample, warranty or project cargo may trigger different policy treatment.
  • For steam/hot-water or fixed metallic fuel-gas piping systems, review design dossier, pressure, temperature, pipe class and intended use.
  • Review catalogue, datasheet, drawings, model, manufacturing standard and actual import purpose.

CLASSIFICATION & TECHNICAL IDENTIFICATION

Product identification

Piping may be seamless steel pipe, welded steel pipe, stainless steel pipe, engineering plastic pipe, fittings, flanges, valves or pre-fabricated piping assembly. Classification depends on material, construction, manufacturing method, medium and system function.

Decisive technical points

Lock the following early: outside diameter, wall thickness, pressure rating, temperature rating, steel grade, ASTM/EN/JIS/GB standard, P&ID, isometric drawing, welding/NDT, MTC and goods condition.

HS CODE – DUTY – C/O

For steam/hot-water/gas piping, HS should not be finalized based on the commercial term “steam pipe/gas pipe”. It must be determined by material, manufacturing method, construction, use and import configuration. If imported with valves, sensors or skid assemblies, line splitting or set classification must be considered.

Duty finalization rule: Ordinary duty, MFN, VAT and special preferential duty under C/O must be determined by the 8-digit HS code on the declaration date. For metal products, review VAT reduction exclusions carefully.

PRACTICAL E2E PROCEDURE

Step 1: Pre-ETA review

Finalize HS, safety policy, C/O, VAT, labeling, new/used condition and required technical dossier.

Step 2: Lock documents and technical dossier

Cross-check Invoice, Packing List, B/L/AWB, catalogue, datasheet, P&ID, MTC, pressure rating and manufacturing standard.

Step 3: Review safety inspection policy if applicable

If the piping system falls under regulated steam/hot-water/gas safety scope, prepare dossier for inspection or explanation before use.

Step 4: Open customs declaration

Green channel: system-based clearance under conditions; Yellow: document check; Red: document and physical inspection. Common query points include HS, value, C/O, technical description and goods condition.

Step 5: Clearance, delivery and file retention

Deliver cargo to warehouse/factory, apply supplementary labels if required, retain shipment documents and prepare safety inspection/post-audit dossier where applicable.

Step 6: Complete post-clearance duties

Review project/EPE customs regime finalization if any and retain C/O, tax documents, technical dossier and inspection certificates.

FAQ

Does steam/hot-water/gas piping require an import permit?

No general conclusion can be made. Ordinary loose pipes are mainly customs/tax/labeling matters, while regulated pressure piping may require safety inspection documentation before use.

Is quality inspection/conformity certification required?

It depends. Steam/hot-water piping or fixed metallic fuel-gas piping may need QCVN and inspection review if within scope.

Which HS codes are commonly reviewed?

Typically 7304, 7306, 7307, 8481 or 3917 depending on material and construction. There is no single HS for all piping.

Is Vietnamese supplementary labeling required?

Imported goods for circulation/use in Vietnam should be reviewed under labeling rules. Labels should match invoice, catalogue and technical dossier.

Can C/O reduce duty?

Yes, if valid and matching HS, description, quantity, origin criteria and transport documents.

Can pipes, fittings and valves be declared in one line?

Not automatically. If components have different HS or independent functions, line separation is recommended.
