SCOPE OF APPLICATION

This guide applies to household buckets in the non-electric household utility group, typically PP/PE/HDPE plastic buckets with handles, used for cleaning, water holding or ordinary household purposes.

  • It does not automatically apply to basins, tubs, racks, hangers, storage boxes or other household utility items.
  • It does not automatically apply to stainless-steel, steel or aluminium buckets, industrial pails, paint/chemical pails, transport packaging or specialised containers.
  • Food-contact buckets, buckets sold with mop sets, wheeled/accessorised buckets or used goods may require separate review.

HS CODE – DUTY – C/O

For an ordinary household plastic bucket, the reference classification is generally 3924.90.90. The classification basis is plastic material, household/cleaning use, and the fact that the article is neither specialised transport packaging nor tableware/kitchenware in the narrow sense. If the bucket is metal or designed as an industrial container, the HS code may change materially.

FAQ – COMMON BUSINESS QUESTIONS

Does importing household buckets require an import permit?

For brand-new household plastic buckets, the focus is usually HS code, duty, C/O and labeling. Do not conclude absolutely before reviewing material, use, condition and actual documents.

Is quality inspection or conformity certification required?

Ordinary household buckets are not always subject to quality inspection. If food-contact use or special function is declared, review according to the actual dossier.

Is Vietnamese supplemental labeling required?

If the goods are circulated in Vietnam, labeling should be reviewed under Decree 43/2017/ND-CP and Decree 111/2021/ND-CP.

Can C/O reduce import duty?

Yes, if the C/O is valid and the relevant FTA grants a duty rate lower than MFN. Incorrect form, origin criterion or HS code may cause rejection.

Can a metal bucket use HS 3924.90.90?

No. HS 3924.90.90 is only suitable when the product is a plastic article. Metal buckets require another chapter/heading review.

Are samples/warranty goods handled the same as commercial goods?

Do not assume so. Review customs type, value, use purpose and management policy for each shipment.

Is “bucket” alone sufficient on the invoice?

It is not recommended. State material, capacity, use and goods condition to reduce HS and labeling queries.
