IMPORT PROCEDURE FOR DESKTOP COMPUTERS

A desktop computer is not automatically the same as a “CPU box”. The imported configuration, input/output units, tower or mini-PC form factor, integrated Wi‑Fi/Bluetooth, all-in-one display, power supply, product condition and market purpose can change the HS classification, QCVN scope, energy-efficiency obligations and post-clearance records. This E2E guide separates the key decision branches before shipment and before market circulation.

Legal update: From 1 July 2026, Circular 36/2026/TT-BKHCN replaced Circular 29/2025. Desktop and industrial computers are medium-risk goods. Complete desktop systems with processing, storage and I/O interfaces.

Mini PC

Small devices that may lack separate input/output units and may fall under 8471.50.

Workstation

Engineering or graphics workstations; classification follows ADP design rather than marketing name.

Industrial PC

Panel, embedded or industrial computers require separate technical review.

All-in-One

Display and processor in one enclosure, often with wireless modules and external adapters.

Project / own use

FDI, EPE, factory, education and internal-use imports still require compliance review.

Excluded from automatic application: servers, laptops, tablets, standalone monitors, barebones, motherboards, empty cases, PSUs, components, thin clients, POS/kiosk systems and industrial controllers.

FAQ

Does a new desktop need an import licence?

Normally no standalone import licence, but conformity, QCVN, energy, wireless and product-condition rules must be checked.

Is old quality-registration required after 1 July 2026?

Do not assume so. Circular 36 focuses on risk-based conformity and declaration before circulation; verify current customs implementation.

Does a wired desktop still need conformity declaration?

Yes when it is within the desktop list and QCVN scope; absence of wireless only removes the radio layer.

What changes when Wi‑Fi/Bluetooth is integrated?

Radio QCVNs and possibly certification apply in addition to the desktop requirements.

Can a CPU box use HS 8471.41.10?

Not automatically. If it lacks the required input/output configuration, review 8471.50 or another heading.

Is energy labelling mandatory?

Yes for in-scope models under TCVN 13371:2021 from 1 April 2025.

Is VAT 8% or 10%?

Often 8% during Decree 174/2025, subject to the valid period and exclusions; recheck at declaration.

Can refurbished desktops be imported?

Only after a specific used-ICT prohibition/exception review; do not treat refurbished goods as new.
