12. INCOTERMS – TRANSPORT – PACKING – COST

Incoterms: FCA/FOB/CIP/DAP are common depending on buyer and mode; do not confuse risk transfer with cost allocation. Transport: Air suits smaller/high-value lots; Sea suits larger lots. Packing: ESD, shock and moisture protection; ISPM 15 where in-scope wood packaging is used. Cost: compliance/testing, origin, customs, packing, trucking, freight, insurance and amendment/re-booking/storage if incurred.

Lithium batteries: freeze battery configuration, UN38.3, carrier acceptance and packing conditions before booking.

14. FAQ

1. Can RFID readers be exported from Vietnam?

Generally yes under ordinary export procedures, subject to exact-model review for controlled cryptography/dual-use, condition and rules effective at shipment time.

2. Is HS always 8471.60.90?

No. It is a reference route for qualifying input units; multifunction terminals or devices with another principal function require reclassification.

3. Can one UHF model serve both US and EU?

Do not assume so. Frequency bands, output power, firmware region and authorization route differ.

4. Does the U.S. require FCC?

If the device is an intentional radiator in scope, it must follow the appropriate equipment-authorization route based on frequency, power, antenna and configuration.

5. Does every RFID reader for EU require CE?

Not from the name alone. Radio equipment under RED triggers CE/DoC/technical-file obligations; other legislation must be reviewed by scope.

6. When should Singapore IMDA be checked?

Before production/Cargo Ready, because registration/type-approval and importer/dealer roles may affect SKU, labels and import documents.

7. Does a lithium battery change customs procedure?

Not necessarily, but it changes transport screening, UN38.3 documentation, packing and carrier acceptance.

8. Is C/O mandatory?

Not always. It may be needed for preference or buyer/importer requirements, but only when PSR and evidence are satisfied.

9. Is export VAT automatically 0%?

No. The legal conditions and supporting evidence must be met.

10. What should be retained after shipment?

Completed declaration, final transport docs, C/O/origin file, RF compliance file, buyer/bank docs, payment and claim/survey records if any.
