RFID READER EXPORT GUIDE
“RFID reader” covers technically different products: UHF fixed readers, handheld/sled readers, HF/NFC readers, Bluetooth/Wi‑Fi models, battery-powered units and multifunction terminals. HS classification and destination compliance should not be frozen before frequency, output power, antenna, firmware region and principal function are confirmed.
This guide follows a market-first → procedure → post-shipment logic, comparing the United States, EU and Singapore and linking HS, export VAT, origin/FTA, FCC–RED–IMDA, Cargo Ready, cut-offs, battery/DG and post-shipment files.
Scope: new RFID readers for inventory, supply-chain and automatic-identification applications. The exact model must be reviewed against catalogue, RF specification, BOM, firmware, battery and destination.
1. QUICK OVERVIEW
United States · EU · Singapore
Three compliance routes for comparison; they are not one common legal regime.
Ordinary export unless a specific trigger applies
Review civilian cryptography/dual-use only when the exact model falls in scope.
8471.60.90 is one reference route
Do not classify by trade name; review principal function, interface and independence.
EVFTA · RCEP/ATIGA · no Vietnam–US bilateral FTA
Preference depends on final HS, PSR and auditable origin evidence.
FCC · RED/CE · IMDA by exact RF model
Frequency, Tx power, antenna and region firmware are core triggers.
Cargo Ready → CY/CFS → SI/VGM → ETD
Freeze test/certification, label, packing and carrier data before milestones.
Air/Sea; DG review for lithium batteries
Check UN38.3, battery data and carrier acceptance when batteries are present.
2. PRODUCT SCOPE & VARIANTS
| Variant | What to check | Evidence | Policy/Compliance | Note |
|---|---|---|---|---|
| UHF fixed reader | Market-specific UHF bands; internal/external antenna | RF datasheet, block diagram, antenna gain, firmware region | Radio approval + market labeling | Do not reuse a certificate from another region SKU. |
| HF/NFC reader | 13.56 MHz; USB/Ethernet/serial | Datasheet, interface, protocol | HS + EMC/radio route by configuration | Do not apply UHF assumptions. |
| Handheld/sled | CPU/OS, scanner, Wi‑Fi/BT, battery may create a multifunction terminal | Full spec, OS, modules, battery report | May materially change HS/compliance | Split conclusion if principal function changes. |
| Battery-powered reader | Integrated/removable lithium battery | Battery model, Wh, UN38.3 summary | DG transport screening | Battery mainly changes transport/packing logic. |
| Reader with specialized cryptography | Security function beyond ordinary support functions | Security datasheet, algorithm/function, end-use | Review civilian-cryptography/dual-use controls if in scope | Do not label every RFID reader as a cryptographic product. |
3. EXPORT MARKETS & MARKET ACCESS
| Market | Fit | Market access | Product/business requirement | Evidence/data |
|---|---|---|---|---|
| United States | High | Importer must freeze the FCC route for an intentional radiator; UHF needs correct US region | FCC authorization/label/integration evidence by exact model | RF report, grant/filing evidence where applicable, label, manual, region configuration |
| EU | High | Radio equipment requires RED review; EMC/safety/RoHS also apply when in scope | CE/DoC/technical file only under the actual applicable legislation | EU DoC, RF/EMC/safety reports, RoHS evidence, label/marking, importer data |
| Singapore | Medium–high | Review IMDA equipment-registration/type-approval route and local importer/dealer role | Exact frequency/power must fit local technical requirements | RF spec/report, registration evidence where applicable, importer/dealer data, label |
4. VIETNAM EXPORT POLICY
| Scenario | Policy | Basis/trigger | Authority | Control |
|---|---|---|---|---|
| Standard reader without a special trigger | Ordinary export procedure | Customs Law and current foreign-trade framework | Customs | Freeze HS, description, model, origin and commercial documents. |
| Reader falling in a civilian-cryptography list | Possible licence/condition | Decree 211/2025/ND-CP and applicable lists | Competent cryptography authority | Trigger only if exact product/function is actually in scope. |
| Reader with lithium battery | No generic export licence merely because of the battery; DG screening arises | Carrier/mode dangerous-goods rules | Carrier/forwarder | Freeze battery type, Wh, UN38.3 and packing. |
| Used/warranty/temporary export cases | Separate customs/policy review | Current trade-management/customs framework | Customs/competent authority | Do not mechanically apply new-goods workflow. |
5. HS CODE – EXPORT DUTY – EXPORT VAT
| Product/variant | HS reference | Classification basis | Export duty | Export VAT | Evidence |
|---|---|---|---|---|---|
| USB/Ethernet RFID reader used as an ADP input unit | 8471.60.90 – reference route | Principal function is data input to an ADP system; prove via spec/system architecture | Per current export tariff | 0% only when export-VAT conditions are met | Catalogue, interface, system role, invoice description |
| Handheld/multifunction terminal | Reclassify by principal function | CPU/OS, scanner, cellular/Wi‑Fi and independent applications may change heading | By final HS | By export-VAT conditions | Full datasheet, BOM, block diagram, manual |
| RF communication device with another principal function | Review another heading; may not be 8471 | Classification follows principal function and independent design | By final HS | By export-VAT conditions | RF architecture, network role, protocol, functional description |
6. ORIGIN – FTA – PSR
| Route | FTA | Origin proof | PSR | Other conditions | Audit trail |
|---|---|---|---|---|---|
| EU | EVFTA | EUR.1 / origin proof under current mechanism | Check PSR by final HS | C/O does not automatically guarantee preference | BOM, material HS/origin, supplier declaration, production record, invoice |
| Singapore | RCEP / ATIGA depending on the case | Proof of origin under selected agreement | Check PSR by final HS and evidentiary capacity | Compare tariff + rule + documentary burden | BOM, input C/O, supplier docs, production/cost records |
| United States | No Vietnam–US bilateral FTA | Origin evidence under import law/requirements | Do not use EVFTA/RCEP PSR to conclude US origin | Review marking/trade remedies where relevant | Manufacturing records, BOM, supplier evidence |
7. PRODUCT-SPECIFIC CONTROLS
| Jurisdiction | Requirement | Trigger | Timing |
|---|---|---|---|
| Vietnam | No separate RF testing is normally required merely to export an ordinary radio device | Add permit only when exact function falls under a specific controlled regime | Before final HS/policy |
| United States | FCC Part 15 / intentional-radiator route when in scope | Frequency, output power, antenna, modular/host configuration | Before production label and Cargo Ready |
| EU | RED/CE plus EMC/safety/RoHS where in scope | Exact model, radio band, DoC, technical file, importer/economic-operator data | Before placing on EU market |
| Singapore | IMDA technical/registration route by equipment type | Frequency/power, local importer/dealer role, registration status | Before shipment |
8. EXPORT DOCUMENT SET

14. FAQ
1. Can RFID readers be exported from Vietnam?
Generally yes under ordinary export procedures, subject to exact-model review for controlled cryptography/dual-use, condition and rules effective at shipment time.
2. Is HS always 8471.60.90?
No. It is a reference route for qualifying input units; multifunction terminals or devices with another principal function require reclassification.
3. Can one UHF model serve both US and EU?
Do not assume so. Frequency bands, output power, firmware region and authorization route differ.
4. Does the U.S. require FCC?
If the device is an intentional radiator in scope, it must follow the appropriate equipment-authorization route based on frequency, power, antenna and configuration.
5. Does every RFID reader for EU require CE?
Not from the name alone. Radio equipment under RED triggers CE/DoC/technical-file obligations; other legislation must be reviewed by scope.
6. When should Singapore IMDA be checked?
Before production/Cargo Ready, because registration/type-approval and importer/dealer roles may affect SKU, labels and import documents.
7. Does a lithium battery change customs procedure?
Not necessarily, but it changes transport screening, UN38.3 documentation, packing and carrier acceptance.
8. Is C/O mandatory?
Not always. It may be needed for preference or buyer/importer requirements, but only when PSR and evidence are satisfied.
9. Is export VAT automatically 0%?
No. The legal conditions and supporting evidence must be met.
10. What should be retained after shipment?
Completed declaration, final transport docs, C/O/origin file, RF compliance file, buyer/bank docs, payment and claim/survey records if any.
