14. FAQ

1. Is every Power board classified under 8504.40.90?

No. 8504.40.90 is a strong branch for “other” static converters; a server/ADP PSU may fit 8504.40.19, a control/distribution board may fit 8537.10, and a bare PCB may fit 8534.

2. When is 8504.40.19 relevant?

When a static converter is dedicated to ADP/server/telecom use and matches the subheading facts. Notice 3218/TB-TCHQ is a reference, not a substitute for actual evidence.

3. Does every Power board exported to Japan need PSE?

No. METI lists AC/DC Power Supply Units as regulated items, but the exact question is whether the import is a standalone regulated unit or an internal component.

4. Is KC mandatory for every board entering Korea?

No. SafetyKorea shows finished DC power supplies in safety-control categories; an internal PCBA must be mapped separately and RRA scope assessed where relevant.

5. Is a 24VDC Power board outside Hong Kong EPSR?

EPSR excludes extra-low-voltage products ≤50VAC/120VDC, but a board that receives mains AC and outputs 24VDC cannot be assessed by output voltage alone; consider how the product itself is supplied and operated.

6. Does a Power board entering the US always fall under DOE EPS rules?

Only if it meets the external-power-supply definition in 10 CFR 430.2. Internal or commercial/industrial supplies may be outside scope; document the determination.

7. Is a C/O mandatory?

Not in every shipment, but it may be needed for FTA preference or buyer/origin evidence. Preferential C/O requires the exact PSR and supporting audit trail.

8. What is the RCEP PSR for 8504.40?

Under the HS2022 RCEP PSR, 8504.40 is CTSH or RVC40. Input HS and costed BOM must be locked before choosing the criterion.

9. What changes if the board has a lithium battery?

Add DG screening, UN38.3 and carrier packing/acceptance requirements based on configuration. A battery-free power board is not automatically DG.

10. What should be retained after shipment for buyer claims?

P/N/revision/BOM, critical-component lots, applicable test/burn-in data, packing evidence, origin/C/O file, transport documents and RMA/claim trail.
