POWER BOARD EXPORT GUIDE FROM VIETNAM
“Power board” is not a single customs classification. A populated board whose principal function is AC/DC or DC/DC conversion may fall under static converters, while a board that primarily switches, controls or distributes power, a bare PCB, or an incomplete subassembly can fall under a different heading.
The shipment route should therefore be locked by principal electrical function, input/output, wattage, degree of completion, end equipment, destination market, origin and test/certification scope before commercial documents are finalized.
1. QUICK FACTS
The market scan uses Volza commercial data updated 8 Feb 2026 for the broader “Power Supply Board, Power Supply” family, where Japan, the United States, Hong Kong and South Korea are major cross-border destinations. Exact “Power Supply Board” data also shows a strong Indonesia signal; it should be treated as a separate market-specific route rather than claiming the four markets here are the absolute “top four”.
Ordinary power PCBA is not automatically export-licensed. Separate screening is needed for battery, wireless/crypto, dual-use, re-export or destination-specific controlled-product triggers.
The main branch is 8504.40 when the board itself functions as a static converter. Vietnam Customs reference decisions support 8504.40.19 and 8504.40.90 for different use cases.
Japan: compare CPTPP/RCEP; Korea: VKFTA/RCEP; Hong Kong: AHKFTA; United States: no bilateral Vietnam–US FTA.
A standalone AC/DC supply may trigger Japan PSE/DENAN, Korean safety control, Hong Kong EPSR or US DOE/FCC rules. An internal PCBA is not automatically a finished power supply.
Lock P/N, PCB/BOM revision, input/output voltage, frequency, wattage, topology, insulation/protection, end equipment, origin and report/certificate scope before Cargo Ready.
Air is practical for high-value/light boards; Sea suits larger volume. Control ESD, humidity and shock/vibration. Lithium-battery options require a separate DG/UN38.3 route.
2. PRODUCT SCOPE & POWER BOARD CLASSIFICATION
Translate the trade name into a function map: static conversion, power distribution/control, or merely a PCB/part. Minimum evidence includes schematic/block diagram, BOM, input/output ratings, wattage, end use, model/revision and product images.
| Variant | Key checks | Evidence | Potential HS/policy | Application note |
|---|---|---|---|---|
| Complete AC/DC switching power-supply PCBA | Rectifier/PFC/PWM/transformer/secondary stage; accepts mains AC and outputs DC | Schematic, BOM, ratings, populated-board images | 8504.40; 8504.40.90 may fit “other” static converters | Core scope. |
| Server/ADP/telecom PSU | Complete static converter dedicated to server/ADP/telecom | Product specification, connector map, dedicated-use evidence | May fit 8504.40.19 on matching facts | Decision 3218/TB-TCHQ is reference evidence, not universal binding classification. |
| DC/DC converter board | Converts one DC level to another and supplies the load | Topology, Vin/Vout, wattage | Usually within 8504.40; exact national subcode by use | Must operate as a converter itself. |
| Power distribution/control board | Main function is switching/protection/control/distribution, not conversion | Single-line diagram, relays/contactors/fuses/terminals | May fit 8537.10.xx for control/distribution ≤1,000 V | Do not use 8504.40 merely because the board handles power. |
| Bare unpopulated PCB | Conductive pattern only, no mounted components performing the power function | Gerber/PCB drawing, unpopulated evidence | May fit 8534.00.xx | Not for populated PCBA. |
| Incomplete dedicated subassembly/part | Cannot independently perform the converter/control function | BOM, block diagram, machine assembly drawing | Possible parts heading under Section XVI Note 2 / machine-specific rule | Analyze independent functionality. |
| UPS/battery-backup board | Charger/inverter/backup circuit or integrated battery | Battery chemistry, UN38.3 where lithium, functional block | Can differ materially from an ordinary power board | Split when UPS/DG function is material. |
3. EXPORT MARKETS & MARKET ACCESS
Because no destination was specified, the article keeps a four-market matrix with both commercial relevance and distinct regulatory routes. The key distinction is internal PCBA/component versus standalone finished power supply.
| Market | Fit | Market Access | Regulatory/technical review | Documents/data |
|---|---|---|---|---|
| Japan | High | If the imported item is a standalone AC/DC Power Supply Unit within DENAN scope, the Japanese importer/notifying supplier must review the PSE route. METI guidance describes typical AC/DC power-supply scope by ratings of 100–300V, 50/60Hz and rated capacity ≤1 kVA, subject to technical exclusions such as radio-test/special-structure units. | Act §3 notification; §8 technical compliance/self-inspection; §9 registered-CAB assessment for specified items; §10 PSE marking; §27 sales restriction. An internal PCBA is not automatically PSE-regulated merely because it supplies power. | Ratings, standalone/internal status, safety report, critical components, Japanese importer/PSE file. |
| United States | High | A bare internal board is not automatically a DOE “external power supply”. The 10 CFR 430.2 definition concerns an external supply circuit converting household current to operate a consumer product. FCC rules depend on whether the board/end equipment is an RF/digital unintentional radiator. | DOE 10 CFR 430.32(w) only when the EPS definition is met; FCC Part 15/SDoC where equipment falls in scope; NRTL/UL is a separate safety/workplace/buyer layer, not a blanket customs permit. | Scope memo, DOE/FCC determination where relevant, test report, responsible-party/buyer requirements, origin/marking file. |
| Hong Kong | High | The Electrical Products (Safety) Regulation covers household electrical products but excludes extra-low-voltage products not exceeding 50VAC or 120VDC. An internal PCBA is not automatically a household finished product. | Finished household products in scope must meet essential safety requirements and have a Certificate of Safety Compliance; adaptors are prescribed products. | Input voltage, intended household use, standalone/adaptor status, test/certification file, importer/supplier data. |
| South Korea | High | SafetyKorea records show “DC power supply devices” within electrical-product safety control. An internal power PCBA must still be mapped to the exact product category rather than inheriting an adapter/finished-supply certificate requirement. | Review the Electrical Appliances and Consumer Products Safety Control framework for a finished supply; RRA only if the item is within Radio Waves Act conformity scope. | Exact form, AC/DC rating, enclosure, category, safety-critical parts, Korean importer, SafetyKorea/RRA scope memo. |
4. VIETNAM EXPORT CONDITIONS / POLICY
A standard electronic power board with no battery, wireless or cryptographic trigger generally follows ordinary electronics export procedures. Model, function and goods status still have to be locked before a “no licence” conclusion.
Lithium battery backup → DG/UN38.3 route where applicable; secure/crypto controller → Decree 211/2025/ND-CP triple-match screening; re-export of items subject to foreign controls → destination/end-user/end-use screening; RMA/refurbished goods → separate customs and valuation review.
Prepare a Technical Classification File containing schematic/block diagram, BOM, input/output, wattage, end use, model/revision, origin and battery/wireless/crypto statements before locking HS, policy and C/O.
| Scenario | Policy route | Trigger | Evidence | Control gate |
|---|---|---|---|---|
| Standard power board | Customs + HS + origin | Populated board without special trigger | Datasheet/schematic/BOM/origin | Do not classify from the trade name alone. |
| Board with lithium battery | DG screening + carrier acceptance | Integrated/packed-with lithium battery | UN38.3, battery specification, packing where applicable | Do not book as non-DG before battery configuration is clear. |
| Secure/wireless controller | Crypto/radio screening | Crypto data-protection or RF module | Security/RF datasheet; Decree 211 screening if relevant | Do not infer licence from IC name alone. |
| RMA/re-export | Customs regime + origin trail | Imported goods returned/repaired/re-exported | Original import entry, RMA, repair report | Ship-from Vietnam is not Vietnam origin. |
5. HS CODE – EXPORT DUTY – EXPORT VAT
| Variant | HS reference | Classification basis | Export duty | VAT | Evidence |
|---|---|---|---|---|---|
| Complete AC/DC switching board | 8504.40.90 may fit | 32168/TB-CHQ: 100–240VAC → DC TV power board; heading 8504.40 static converters | Check current Export Tariff under final HS | 0% only if export-VAT conditions are met | Schematic, I/O, wattage, end use, images. |
| Server/ADP/telecom PSU | 8504.40.19 may fit | 3218/TB-TCHQ: server PSU, AC→DC or HVDC→LVDC, not UPS | Under final HS | Subject to conditions | Dedicated-use evidence. |
| DC/DC converter board | 8504.40.xx | Principal function is static conversion | Under final HS | Subject to conditions | Topology, Vin/Vout, power, use. |
| Control/distribution board ≤1,000V | Potential 8537.10.xx | Principal function switching/control/distribution | Under final HS | Subject to conditions | Single-line diagram and control/protection elements. |
| Bare PCB | Potential 8534.00.xx | Unpopulated printed circuit | Under final HS | Subject to conditions | Gerber/PCB drawing. |
Do not mechanically state “Power board export duty = 0%”. Finalize HS and check the Export Tariff in force on the declaration date.
Decree 26/2023/ND-CP is the tariff baseline. Decree 201/2026/ND-CP, issued 8 Jun 2026 and effective 23 Jul 2026, amended export-duty rates for certain goods. Vietnam nomenclature is under Circular 31/2022/TT-BTC, effective 1 Dec 2022.
The 0% rate is conditional on scope and evidence under the current chain 181/2025 → 359/2025 → 144/2026; Decree 144 is effective 20 Jun 2026.
6. C/O – FTA – RULES OF ORIGIN
A power board can contain imported PCB, transformer/inductor, MOSFET, control IC, optocoupler, electrolytic and X/Y capacitors, fuse/MOV and connectors. SMT in Vietnam alone does not automatically establish Vietnam origin; apply the exact PSR and keep an audit trail.
| Market | FTA | Origin document | PSR/logic | Legal basis | Origin Audit Trail |
|---|---|---|---|---|---|
| Japan | CPTPP / RCEP | CPTPP origin document or RCEP C/O/document | RCEP HS 8504.40: CTSH or RVC40; compare with the current CPTPP PSR before selecting the route. | Circular 03/2019 + 06/2020 for CPTPP; 05/2022 + 32/2022 for RCEP. | Costed BOM, origin of transformer/IC/MOSFET/capacitors/PCB, production and test records. |
| South Korea | VKFTA / RCEP | C/O VK or RCEP document | Compare tariff and PSR; RCEP 8504.40 = CTSH or RVC40. | Circular 40/2015 + 48/2015 + 09/2022/TT-BCT; Circular 09 became effective 1 Aug 2022 and replaced the entire Annex II product-specific rules on an HS2017 basis. RCEP: 05/2022 + 32/2022. | BOM, supplier declarations, input HS, SMT/assembly/test records. |
| Hong Kong | AHKFTA | C/O Form AHK | Check the exact PSR under Circular 21/2019/TT-BCT; assembly alone should not be assumed sufficient. | Circular 21/2019 effective 23 Dec 2019; current C/O administration applies. | Origin workbook, shipment data, consignment evidence where needed. |
| United States | No bilateral FTA | Non-preferential origin evidence | No preferential FTA PSR; origin must reflect actual/substantial transformation facts. | US importer/CBP origin and marking rules by facts. | BOM, process map, origin memo, supplier origin and marking file. |
ORIGIN AUDIT TRAIL CHECKLIST
- Costed BOM with HS and origin for major inputs.
- Origin evidence for bare PCB, transformer/inductor, semiconductors, capacitors, connectors and heat sink.
- SMT/THT, soldering, winding where applicable, functional test, burn-in and final-assembly records.
- Imported-material declarations and supplier origin evidence.
- RVC/CTSH working paper mapped from production lot to export lot.
7. PRODUCT-SPECIFIC COMPLIANCE
| Trigger | Possible requirement | Basis/scope | When applicable | Avoid |
|---|---|---|---|---|
| Japan – standalone AC/DC supply | DENAN/PSE | METI/DENAN: scope-check the AC/DC/DC power-supply unit by ratings; guidance identifies typical scope at 100–300V, 50/60Hz, ≤1 kVA, subject to technical exclusions. | When the imported item is a regulated standalone electrical appliance/material | Do not apply PSE automatically to an internal board. |
| Korea – finished DC power supply | Safety-control/KC route | SafetyKorea DC power-supply category/records | When the imported item is a finished power supply in scope | Map internal PCBA separately. |
| Hong Kong – household product | Electrical Products (Safety) Regulation | Household products; extra-low-voltage exclusion ≤50VAC/120VDC | When the finished item is supplied for household use within voltage scope | Adaptor is prescribed; internal board is not automatically an adaptor. |
| US – external power supply | DOE energy conservation | 10 CFR 430.2 + 430.32(w) | When the product meets the external-power-supply definition | Internal or commercial/industrial supplies may be outside scope; document the conclusion. |
| US – digital/RF emissions | FCC Part 15 / SDoC | Where equipment is an unintentional radiator/digital device in scope | Actual digital/RF circuitry and marketing configuration | Do not impose FCC authorization merely because the item converts power. |
| Safety-critical components | IEC/UL/KC/PSE file control | Transformer, optocoupler, fuse, X/Y capacitor, MOV, PCB flame rating, etc. | Where the certificate/report relies on controlled BOM | Unreviewed substitution can invalidate the certification basis. |
| Battery-backup option | DG/lithium transport | UN38.3 + carrier rules where lithium is present | Integrated or packed-with lithium battery | A battery-free board is not DG merely due to capacitors/transformers. |

14. FAQ
1. Is every Power board classified under 8504.40.90?
No. 8504.40.90 is a strong branch for “other” static converters; a server/ADP PSU may fit 8504.40.19, a control/distribution board may fit 8537.10, and a bare PCB may fit 8534.
2. When is 8504.40.19 relevant?
When a static converter is dedicated to ADP/server/telecom use and matches the subheading facts. Notice 3218/TB-TCHQ is a reference, not a substitute for actual evidence.
3. Does every Power board exported to Japan need PSE?
No. METI lists AC/DC Power Supply Units as regulated items, but the exact question is whether the import is a standalone regulated unit or an internal component.
4. Is KC mandatory for every board entering Korea?
No. SafetyKorea shows finished DC power supplies in safety-control categories; an internal PCBA must be mapped separately and RRA scope assessed where relevant.
5. Is a 24VDC Power board outside Hong Kong EPSR?
EPSR excludes extra-low-voltage products ≤50VAC/120VDC, but a board that receives mains AC and outputs 24VDC cannot be assessed by output voltage alone; consider how the product itself is supplied and operated.
6. Does a Power board entering the US always fall under DOE EPS rules?
Only if it meets the external-power-supply definition in 10 CFR 430.2. Internal or commercial/industrial supplies may be outside scope; document the determination.
7. Is a C/O mandatory?
Not in every shipment, but it may be needed for FTA preference or buyer/origin evidence. Preferential C/O requires the exact PSR and supporting audit trail.
8. What is the RCEP PSR for 8504.40?
Under the HS2022 RCEP PSR, 8504.40 is CTSH or RVC40. Input HS and costed BOM must be locked before choosing the criterion.
9. What changes if the board has a lithium battery?
Add DG screening, UN38.3 and carrier packing/acceptance requirements based on configuration. A battery-free power board is not automatically DG.
10. What should be retained after shipment for buyer claims?
P/N/revision/BOM, critical-component lots, applicable test/burn-in data, packing evidence, origin/C/O file, transport documents and RMA/claim trail.
15. POST-SHIPMENT OUTPUT & RECORD RETENTION
