EXPORTING NETWORK INTERFACE CARDS (NICs) FROM VIETNAM: MARKETS, HS, ORIGIN AND E2E WORKFLOW

A Network Interface Card (NIC) may be a PCIe/PCI Ethernet card, USB-to-Ethernet adapter, Thunderbolt/USB-C adapter, Wi-Fi/Bluetooth card, SmartNIC/DPU or another network-interface module. A change in principal function, radio capability, chipset, cryptographic offload, or product status as a standalone product versus an OEM subassembly can change the HS classification, FCC/CE/RED obligations, Vietnamese cryptography screening and buyer documentation.

This guide benchmarks three destination routes — United States, European Union and China — and follows the shipment from product identification and market access through HS/origin, Vietnamese export controls, Cargo Ready and cut-offs to post-shipment archiving. The main scope is a finished NIC marketed independently; modules supplied only to an OEM for integration require separate role analysis.

Operational reference for exporters, factories, procurement, compliance, documentation and operations teams. Final conclusions depend on the actual catalogue, datasheet, model/part number, interface, radio, cryptographic functions, goods condition, destination and instruments effective on the declaration date. VIETNAM POLICY

Standard wired NICs are generally commercial exports after restricted-goods screening. Decree 292/2026/ND-CP takes effect on 5 Sep 2026; cryptography and dual-use triggers require separate review.

HS – EXPORT DUTY – VAT

8517.62.43 – strong reference for wired NICs

Wireless NICs should be checked against 8517.62.51. Cellular modem cards, passive adapters, SFPs and parts are not automatically covered. Export duty and VAT must be tested against the final HS and transaction.

ORIGIN / FTA

US: no bilateral goods FTA. EU: review EVFTA. China: compare RCEP/ACFTA; RCEP HS2022 rules require PSR and origin evidence.

MARKET COMPLIANCE

US: FCC Part 15. EU: EMC/RoHS, RED for radio, CRA transition. China: China RoHS and SRRC/type approval where radio-transmitting equipment is in scope.

ETD / CUT-OFF

Lock model/PN, PCIe/USB/M.2, Ethernet speed, wireless bands, chipset, MAC/serial, firmware, cryptographic/offload features, bundle and buyer label before Cargo Ready.

TRANSPORT

NICs are ESD-sensitive. Use antistatic shielding, moisture/shock control and connector protection. A card without a battery is normally non-DG; any bundled battery/UPS needs separate screening.

Main scope: active cards/adapters that connect a computer, server, workstation, IPC, POS or other data-processing equipment to a wired or wireless network. Do not classify an item solely from the invoice wording “network card”.

There is no single universal market licence for a NIC. Requirements change materially between wired and wireless cards, standalone products and OEM subassemblies, consumer/industrial/data-centre use, and cybersecurity functionality.

EFFECTIVE-DATE GATE: this article is updated on 3 Sep 2026. Decree 292/2026 is not yet effective on that date and starts on 5 Sep 2026. Circular 42/2026 starts on 12 Sep 2026. Shipments around transition dates must apply the instrument legally effective on the actual relevant date.

HS IS NOT A PRODUCT NAME: 8517.62.43 is a strong reference only for active wired network adaptors that satisfy the legal description. Confirm the current Vietnamese tariff and the actual technical file on the declaration date.

5.2. EXPORT DUTY

Do not write “0%” mechanically. Once the 8-digit HS is locked, review Decree 26/2023/ND-CP (effective 15 Jul 2023), Article 4 and Appendix I together with amendments effective on the declaration date. Conclude the rate only after the final HS is established.

5.3. EXPORT VAT

Decree 181/2025/ND-CP has been effective since 1 Jul 2025. Article 17 addresses the 0% rate for qualifying exported goods and Article 18 sets the conditions. For ordinary exports, review the applicable contract, non-cash payment evidence and customs declaration. Physical export alone does not automatically prove the 0% conditions.

RCEP update: Circular 32/2022/TT-BCT amended Circular 05/2022 and implemented the HS2022 PSR schedule from 1 Jan 2023. Because a NIC may classify under 8517.62.43, 8517.62.51 or another branch, lock the final HS before fixing the origin rule.

12. INCOTERMS – TRANSPORT – PACKING – COST

Incoterms

FCA/FOB/CPT/CIP/DAP may be used depending on transport and buyer scope. Lock who books, clears export customs, pays insurance/local charges and the risk-transfer point; do not confuse risk transfer with cost allocation.

Transport

Air suits small high-value urgent lots; sea LCL/FCL suits larger volume; road/rail may suit regional routes. Do not choose a mode by freight alone when compliance and cut-offs are still open.

NIC packing

ESD shielding bag/tray, antistatic foam, RJ45/SFP dust caps, moisture barrier/desiccant where needed, shock-resistant cartons/pallets; serial/MAC barcodes should remain scannable.

Cost buckets

Testing/compliance, origin/C/O work, customs, ESD packing, trucking, local charges, freight, insurance, amendments/rebooking/storage and bank discrepancies. Do not publish absolute figures without a quotation.

1. Can a Network Interface Card normally be exported from Vietnam?

A standard wired NIC is generally a commercial export after HS, goods-condition and current foreign-trade screening. Special cryptography/dual-use functions require separate review.

2. Does HS 8517.62.43 apply to every NIC?

No. It is a strong reference for active controllers/adaptors designed for connection to ADP equipment. Wireless NICs, cellular modem cards, passive adapters and SFP/parts must be classified separately.

3. What HS should be reviewed for a Wi-Fi NIC?

Vietnam’s tariff description includes 8517.62.51 – wireless local area network equipment. Final classification still depends on architecture, radio function and assembly state.

4. Does a standalone wired NIC sold in the US need FCC authorization?

Review Part 15 Subpart B and §15.101. Peripheral devices are generally subject to SDoC or Certification, while certain subassemblies supplied to equipment manufacturers have specific treatment.

5. Can a Wi-Fi/Bluetooth card rely automatically on an existing module grant?

No. Module grants carry antenna, host, labeling, RF exposure and integration conditions, and host digital-emission obligations still apply.

6. Does a wired-only NIC fall under EU RED?

RED is for radio equipment. A wired-only NIC normally needs EMC/RoHS role analysis; an integrated Wi-Fi/Bluetooth transmitter triggers RED analysis.

7. Is the EU CRA fully applicable already?

No. General application is 11 Dec 2027; Chapter IV applies from 11 Jun 2026 and Article 14 from 11 Sep 2026. On 3 Sep 2026 the transition must be stated accurately.

8. Does IPsec/TLS offload on a SmartNIC automatically require a Vietnamese civil-cryptography licence?

No. Decree 211/2025 requires exact mapping of HS, goods description and cryptographic technical description; if the product falls within the controlled list, Article 7 licensing is then addressed.

9. RCEP or Form E for China?

Compare RCEP and ACFTA against the final HS, PSR and actual supply-chain evidence. RCEP HS2022 8517.62 should be reviewed against CTSH or RVC40, but origin evidence is still required.

10. Is an NIC supplied to an OEM treated the same as a retail NIC?

Not necessarily. US rules distinguish peripheral devices and certain subassemblies; EU and China obligations also depend on product role and how the item is placed on the market.

11. Is a NIC dangerous goods cargo?

A card without a battery is not DG merely because it is electronic equipment. A bundled lithium battery/UPS must be screened separately under carrier/IATA/IMDG rules.

12. Should serial/MAC records be retained after shipment?

Yes. Serial/MAC plus hardware/firmware revision helps warranty, buyer audit, cybersecurity incident response, origin verification and report traceability.

  • EU EMC/RoHS/RED file, EU DoC/CE records and CRA-transition/cybersecurity records where applicable.
  • China RoHS mapping/disclosure/conformity record and SRRC file where wireless equipment triggers it.
  • Serial/MAC list, hardware/PCB/chipset/firmware revision, ECN/PCN and package mapping.
  • Buyer/bank set, payment evidence, L/C presentation, debit/credit note and warranty/RMA/claim records.
