EXPORTING MEDIA CONVERTERS FROM VIETNAM
A Media converter may look like a simple “copper-to-fiber converter”, but changing from fixed optics to SFP, adding management, PoE, radio, switching/gateway functions or an AC power adapter can change classification, technical evidence and destination compliance. A generic commercial description can therefore misalign HS, origin or compliance before Cargo Ready.
This guide focuses on wired Ethernet ↔ fiber Media converters and separates variants requiring another route. Market research prioritizes the United States – EU/Netherlands – China using HS 8517.62 data and supplemental shipment signals, then connects Market Access to HS, origin/FTA, FCC/CE/China RoHS, the 8-step E2E workflow and post-shipment records.
1. QUICK FACTS
United States · EU/Netherlands · China
Vietnam exported about US$16.3056bn under HS851762 in 2023. Family-level partner signals include the US about US$9.4bn, Netherlands US$988m and China US$633m. These are not Media-converter-only values.
A standard wired Media converter is not automatically dual-use or a civil-cryptography product. Separately screen radio, dedicated crypto/security, battery, used/RMA status or controlled technical parameters.
8517.62.49 – reference
A useful route for many wired data-conversion devices, but bridge/gateway, switch/router, WLAN, standalone SFP/transceiver or other architectures must be classified separately.
US: no bilateral goods FTA. EU: EVFTA under Circular 14/2026/TT-BCT and the exact PSR/HS version. China: RCEP/ACFTA; RCEP HS2012 8517.62 = CTSH or RVC40.
US: FCC Part 15 for digital/unintentional radiators; radio requires a separate certification route. EU: EMC + RoHS, LVD by voltage, RED for radio. China: China RoHS by exact product/category and implementation timing.
Before Cargo Ready lock model/revision, RJ45 speed/ports, fiber interface, SM/MM, wavelength/distance, managed/PoE, PSU/adapter, SFP included, firmware, serial/MAC and origin.
Normally non-DG. Protect against ESD, moisture and shock; use SC/LC dust caps and protect SFP cages/RJ45. Control market-specific adapter/plug bundles. Battery bundles require separate DG screening.
2. SCOPE & MEDIA-CONVERTER CLASSIFICATION
Main scope: a complete device converting electrical Ethernet over RJ45 to optical signals and back, used in LAN, CCTV/IP-camera, industrial, campus/building or extended-distance Ethernet networks. Do not determine HS from the commercial name “Media converter” alone.
| Variant | What to check | Technical evidence | Possible HS/compliance | Operational conclusion |
|---|---|---|---|---|
| Fixed RJ45 ↔ SC/LC converter | 1–2 RJ45 ports, fixed optical interface, conversion/regeneration as principal function | Datasheet, block diagram, speed, fiber mode, wavelength, distance | Reference 8517.62.49; FCC/EU EMC-RoHS/China RoHS by market | Main scope. |
| RJ45 ↔ SFP converter | SFP cage; transceiver may or may not be included | Host compatibility, SFP list, BOM, Packing List | Host and standalone SFP are not automatically the same HS item | Lock “SFP included / excluded”. |
| Managed Media converter | SNMP/web/CLI, VLAN, LFP, OAM, diagnostics | Feature matrix, management manual, firmware | May remain in 8517.62 when conversion/transmission remains principal; dedicated security/crypto requires separate screening | HTTPS/SSH alone does not automatically make it a cryptography product. |
| PoE / PoE+ converter | PSE/PD, PoE power, DC input, external adapter | Power budget, pinout, adapter specification, safety tests where relevant | Main-unit HS may remain, but market safety/adapter scope changes | Separate adapter/plug and power budget in records. |
| Industrial DIN-rail converter | Wide DC input, hardened temperature, relay alarm, redundant power | Industrial datasheet, EMC/environmental tests | Buyer may request IEC/EN industrial standards; not automatically market-wide law | Different packing/terminal/environmental risk. |
| Multi-port switching converter | Multiple RJ45/fiber ports, MAC table, switching/VLAN is prominent | Switching capacity, MAC table, topology, block diagram | Review switching/bridge branch within 8517.62; do not mechanically copy 8517.62.49 | Separate if principal function becomes switching. |
| Gateway/router/wireless integrated | Routing/NAT/VPN/Wi-Fi/cellular | Routing table, radio module/frequency, crypto spec | Review router/gateway/WLAN route; RED/FCC radio and strategic/crypto when triggered | Separate conclusion/article. |
| Standalone SFP/transceiver | Optical module only, no standalone media-conversion function | Optical-transceiver datasheet | Separate classification by exact transceiver | Do not use Media-converter HS. |
| Used/RMA/sample/battery bundle | Used/refurbished, warranty, sample, battery/UPS bundle | Condition, ownership, RMA, battery spec/UN38.3 | Separate customs/policy/DG route | Do not copy the normal-new-goods conclusion. |
3. EXPORT MARKETS & MARKET ACCESS
3.1. MARKET SCAN UNDER HS 8517.62
WTO Tariff & Trade Data/UN Comtrade reports Vietnam exports under HS 2022 851762 at about US$16.3056bn in 2023. Family-level partner signals include the United States at about US$9.4bn, Netherlands about US$988m and China about US$633m. Because 8517.62 includes switching, routing and many other data reception/conversion/transmission devices, these numbers only support market-route selection for Media converters.
Supplemental commercial shipment data has recorded a “Gigabit Media Converter” shipment of 200 units from Vietnam to the United States on 26 Apr 2025. This is a commercial signal, not an official market statistic.
| Market | Fit | Market-access condition | Product/business requirement | Documents/data to prepare |
|---|---|---|---|---|
| United States | Very high | A wired Media converter with digital circuitry must be reviewed under FCC Part 15 Subpart B; equipment authorization may be SDoC or Certification depending on the device. Wi-Fi/Bluetooth/cellular adds an intentional-radiator certification route. | Lock Class A/B by use environment, exact PCB/clock/PSU/revision and US responsible-party data for SDoC. UL/NRTL or buyer cyber questionnaires remain buyer/project requirements unless another legal trigger applies. | FCC test report, SDoC or FCC grant as applicable; label/user information; model/revision; adapter specification; serial/MAC and importer/responsible-party data. |
| EU / Netherlands | High | Review EMC Directive 2014/30/EU + RoHS 2011/65/EU; LVD 2014/35/EU only within 50–1000 VAC or 75–1500 VDC. A 5/12/24VDC converter may be below LVD voltage scope, while its external AC adapter may be within scope. Radio → RED. | CE/DoC/technical file must match the exact model/revision and applicable directives. EN 55032/55035 or industrial immunity standards may be evidence/buyer standards rather than separate universal legal obligations. | EU DoC, EMC tests, RoHS material records, safety/adapter records where LVD applies, RED file for radio, model/serial traceability and EU economic-operator data where applicable. |
| China | Medium-high | China RoHS information/marking applies by EEE scope. The 2026 Catalogue has 33 categories; 23 newly added categories enter conformity assessment on 1 Aug 2027. “Network switching/routing equipment” is one new category, but a pure point-to-point Media converter must not automatically be mapped to it without actual switching/routing functionality. | Lock topology, port count, switching/MAC/VLAN capability, adapter, material declaration and Chinese marking/information. Multi-port managed converters with switching functions require deeper catalogue-definition review. | China RoHS substance/marking records, product/manual/label, BOM/material evidence, exact network function and importer/buyer requirements; conformity records only when exact category and timing apply. |
4. VIETNAM EXPORT POLICY
| Scenario | Possible policy | Basis to review | Authority/channel | Trigger |
|---|---|---|---|---|
| Standard wired Media converter | Ordinary commercial export after current prohibited/restricted/licensed-list review | Foreign Trade Management Law; Decree 69/2018 through 4 Sep 2026; Decree 292/2026 from 5 Sep 2026 | Customs / specialized authority when triggered | HS, function, condition, end-use |
| Dedicated security/crypto model | Separate civil-cryptography screening; do not conclude from SSH/HTTPS/SNMPv3 alone | Decree 211/2025/ND-CP, effective 9 Sep 2025; review Article 4 and annexes against exact HS + goods description + crypto technical description | Government Cipher Committee where in scope | Dedicated cryptographic/security function and regulatory triple-match |
| Strategic/dual-use technical trigger | Strategic-trade screening; licence if exact item is controlled | Decree 259/2025/ND-CP; Circular 42/2026 from 12 Sep 2026 | Competent ministry/MOIT by control entry | Technical parameter/end-use/end-user matches a control entry |
| Wireless/cellular integrated | Do not use wired-only conclusion; review radio/frequency and strategic/crypto layers | Current radio-sector rules by module/frequency | Specialized authority if triggered | Intentional transmitter present |
| Used/refurbished/RMA/sample | Review condition, customs regime, ownership, value and purpose | Current customs/foreign-trade rules | Customs | Not a standard sale shipment of new goods |
| Bundle with lithium battery/UPS | Separate DG transport screening | IATA/IMDG/carrier rules by actual battery | Carrier/Forwarder | Battery shipped with/contained in equipment |
5. HS CODE – EXPORT DUTY – EXPORT VAT
5.1. REFERENCE HS MATRIX
| Product/variant | Reference HS | Classification basis | What must be locked | Evidence |
|---|---|---|---|---|
| Wired Ethernet ↔ fiber Media converter, conversion/transmission as principal function | 8517.62.49 – reference | Within 8517.62 family for reception/conversion/transmission or regeneration of data; final 8-digit code depends on current tariff and exact architecture | No switching/routing/gateway/radio function changes principal function | Datasheet, block diagram, ports, management features, firmware, power architecture |
| Bridge/gateway/adaptor-dominant apparatus | Review 8517.62.43 or applicable branch | Actual bridge/gateway/adaptor function | Traffic path, routing/NAT, bridge role, network interface | Deployment diagram, protocol/function list |
| Other network data-conversion apparatus | Review 8517.62.59 / 8517.62.99 or current applicable branch | Exact AHTN/tariff wording on declaration date | Insufficient basis to force 8517.62.49 from trade name | Catalogue, technical explanation, current tariff |
| Multi-port switching converter / switch-like device | Review switching branch within 8517.62 | Switching/MAC/VLAN is principal | Port count, switching capacity, MAC table, forwarding logic | Switching architecture, datasheet, block diagram |
| Wireless/router integrated | Review WLAN/router/gateway branch | Radio/routing is principal or substantial | RF module, frequency, routing, antenna | RF block diagram, firmware, radio certificates |
| Standalone SFP/transceiver | Separate classification | Standalone optical transceiver is not a complete Media converter | Optical-module function | SFP datasheet, wavelength, data rate, connector |
5.2. EXPORT DUTY
LEGAL BASIS: Decree 26/2023/ND-CP, effective 15 Jul 2023; review Article 4 and Annex I against the final code.
EXECUTION: retain a technical classification file containing catalogue, block diagram, port/function matrix, power/adapter configuration and tariff check.
5.3. EXPORT VAT
LEGAL BASIS: Decree 181/2025/ND-CP, effective 1 Jul 2025; Article 17 covers the 0% rate and Article 18 its conditions.
EXECUTION: review Contract/PO, Commercial Invoice, payment evidence, customs declaration and shipment records.
6. C/O – FTA – RULES OF ORIGIN
| Market/route | FTA/agreement | Origin proof | PSR/criteria | Other condition | Evidence |
|---|---|---|---|---|---|
| United States | No bilateral Vietnam–US goods FTA | Non-preferential CoO/origin evidence if required by buyer, bank or importer | No preferential FTA PSR to claim | Importer reviews origin/marking by transaction | BOM, manufacturing process, supplier origin evidence, serial/model, Invoice/PL |
| EU / Netherlands | EVFTA | EUR.1/applicable EVFTA proof mechanism | Use Annex II PSR against the correct HS/version; do not invent a rule that has not been mapped | Review proof, transport and verification conditions under the agreement | BOM, PCB/PCBA, Ethernet PHY/controller/MCU, optical components, magnetics, adapter, enclosure, production/test records |
| China | RCEP / ACFTA | Route-specific proof/C/O | RCEP HS2012 8517.62 = CTSH or RVC40; review ACFTA PSR separately under the applicable nomenclature | Compare actual tariff benefit and origin feasibility | BOM, imported PCBA/IC/optical module/adapter, supplier declarations/input C/O, production batch, costing/RVC |
7. MEDIA CONVERTER × DESTINATION COMPLIANCE
7.1. VIETNAM – STRATEGIC / CRYPTO ONLY WHERE THE EXACT FUNCTION TRIGGERS
A pure wired conversion/regeneration Media converter is not automatically dual-use. Where a model integrates dedicated security/cryptography, screen Decree 211/2025/ND-CP against the exact HS + goods description + cryptographic technical description; HTTPS/SSH/SNMPv3 used for ordinary administration is not enough by itself to conclude that an export licence is required. Strategic-trade screening under Decree 259/2025/ND-CP is a separate layer driven by technical parameters and end-use/end-user.
7.2. UNITED STATES – FCC PART 15 FOR WIRED DIGITAL DEVICES
A wired Media converter with digital circuitry is an unintentional radiator and should be reviewed under FCC Part 15 Subpart B. Equipment authorization may be SDoC or Certification depending on the device; do not say every wired converter always requires Certification. If Wi-Fi/Bluetooth/cellular is integrated, the radio becomes an intentional-radiator route and generally needs separate Certification. PCB/clock/PSU/firmware revisions must be change-controlled because they can affect the test file.
7.3. EU – EMC + RoHS; SEPARATE MAIN UNIT FROM ADAPTER FOR LVD
EMC Directive 2014/30/EU and RoHS 2011/65/EU are core layers for an electronic Media converter. LVD 2014/35/EU covers 50–1000 VAC or 75–1500 VDC: a 5/12/24VDC main unit may be below LVD voltage scope while its external AC adapter may be within scope and require its own evidence. Radio adds RED. CE/DoC/technical documentation must match the exact model, power bundle and revision.
7.4. CHINA – CHINA RoHS: DO NOT AUTO-MAP A PURE CONVERTER AS SWITCH/ROUTER
MIIT Announcement 2026 No.11 replaced the 2018 Catalogue with a 2026 Catalogue of 33 categories. MIIT’s 2 Sep 2026 update states that 10 legacy categories continue conformity assessment while the 23 newly added categories formally enter conformity assessment on 1 Aug 2027. “Network switching/routing equipment” is among the new categories, but a pure point-to-point electrical ↔ optical converter must not automatically be treated as a switch/router. A multi-port managed converter with MAC/VLAN/switching functions requires a deeper definition check.
8. EXPORT DOCUMENT SET & SUBMISSION CHANNEL
| Group | Documents | Used for | Owner | Submission/handling channel | Data to reconcile | Common failure |
|---|---|---|---|---|---|---|
| Commercial | Contract/PO, Commercial Invoice, Packing List | Customs, booking, buyer/bank | Sales/Docs | Customs/carrier/buyer/bank | Model, PN, quantity, value, Incoterm, SFP/adapter bundle | Invoice says only “Media converter”; SFP/adapter scope is unclear |
| Customs | Export declaration + technical classification file | Export clearance | Customs/Docs/Engineering | Vietnam electronic customs | HS, description, model, origin, condition, qty/value | 8517.62.49 copied even when switching/router/radio changes the architecture |
| Market compliance / strategic | Decree 211/259 file where triggered; FCC; EU DoC/EMC/RoHS/LVD/RED; China RoHS | Pre-Cargo Ready / Market Access | Compliance/QA/Engineering/Importer | Destination authority/system and Vietnam authority where applicable | Exact model/revision, PCB, PSU, radio, ports, firmware, adapter | Test/certificate does not cover the exact revision/power bundle |
| Origin | C/O/proof, BOM, cost/RVC, supplier origin evidence | Preference/origin verification | Docs/Factory/Procurement | eCoSys/agreement-specific mechanism | HS/version, criterion, Invoice, shipment, model | Missing origin evidence for PCBA/IC/optical components/adapter |
| Transport & buyer | Booking, SI, VGM, B/L/AWB, serial/MAC list, CoC/tests, packing evidence | Shipping/post-shipment | Forwarder/Docs/QA/Finance | Carrier/terminal/buyer/bank | Packages, GW/NW, marks, serial/MAC, SFP/adapter | Serial/MAC/package mismatch; port damage; incorrect B/L |
9. LEGAL / REGULATORY MATRIX – THREE LAYERS
| Layer | Source | Authority | Effective timing | Article/annex | Application | Transition/note |
|---|---|---|---|---|---|---|
| Vietnam – foreign trade | Decree 69/2018 → 292/2026/ND-CP | Government | 5 Sep 2026 | Clause 1 Article 65 | Export/import framework | Decree 69 through 4 Sep; 292 replaces it from 5 Sep |

| Bundle with battery/UPS | Air/Sea by trigger | DG packing/marking where applicable | UN38.3/SDS/battery spec/carrier acceptance | Booking rejection/repack |
INCOTERMS – RISK ≠ COST
- FCA/FOB: lock delivery point, export customs, booking owner and origin local charges.
- CPT/CIP/CFR/CIF: seller payment for carriage/insurance does not mean risk transfers at destination.
- DAP/DDP: review importer role, FCC responsible party, EU economic operator and China importer compliance before accepting destination responsibility.
COST SCOPE: FCC/EMC/RoHS/safety/radio tests, China compliance, customs, origin/C/O, anti-static/optical-port packing, trucking, local charges, freight, insurance, rebooking/amendment/storage and claim/survey. Do not publish fixed charges without a verified quotation.
13. RISKS & CONTROL POINTS
| Risk | Root cause | Impact | Control | When |
|---|---|---|---|---|

14. FAQ
1. Does every Media converter use HS 8517.62.49?
No. It is a useful reference for many wired converters where conversion/transmission is principal. Multi-port switching, bridge/gateway, WLAN and standalone SFP variants require separate review.
2. Are a Media converter and bundled SFP always declared under one HS?
No automatic rule. Review the commercial set, packing and classification rules. A separately supplied standalone SFP should be classified on its own facts.
A digital/unintentional radiator must be reviewed under Part 15 Subpart B. Authorization may be SDoC or Certification; integrated radio generally requires a separate intentional-radiator certification route.
4. Does a 12VDC Media converter entering the EU fall under LVD?
The 12VDC main unit is normally below the 75VDC LVD threshold, but its external AC adapter may be within 50–1000VAC and must be assessed separately. EMC and RoHS still need scope review.
5. Is a Media converter automatically “network switching/routing equipment” under China RoHS?
No. A pure point-to-point copper ↔ fiber converter should not be auto-mapped as a switch/router. A multi-port managed model with MAC/VLAN/switching needs deeper definition review.
6. Does the China RoHS 2026 Catalogue require immediate conformity assessment for all 33 categories?
No. MIIT’s 2 Sep 2026 update says 10 legacy categories continue while the 23 newly added categories formally enter the conformity-assessment system on 1 Aug 2027.
7. Does SSH/HTTPS management make a Media converter a civil-cryptography product in Vietnam?
Not by itself. Decree 211/2025 must be screened against exact HS, goods description and cryptographic technical description; dedicated security products and management-only encryption are different cases.
8. What is the RCEP origin rule for HS 8517.62?
Under Annex 3A HS2012, 8517.62 = CTSH or RVC40. Map the current HS into the RCEP nomenclature before applying the rule.
9. Can the RCEP PSR be used for an EVFTA claim?
No. EVFTA requires its own Annex II PSR under the correct HS/version; do not transplant the RCEP CTSH/RVC40 rule without evidence.
10. Does PoE automatically change the Media-converter HS?
Not necessarily if media conversion remains principal, but the power architecture, adapter, safety/compliance and origin BOM change. Reclassify if switching/distribution becomes the principal function.
11. What should be retained after on-board besides Invoice and B/L?
Keep C/O/Origin Audit Trail, US/EU/China compliance records, datasheet/revision, serial/MAC list, SFP/adapter bundle, packing evidence, final transport docs, buyer/bank, payment, warranty/RMA and claim records.
15. POST-SHIPMENT OUTPUTS & RECORDS

TGIMEX IMPLEMENTATION SUPPORT
For Media converters, the key control is one consistent chain from exact model → principal function → HS → market compliance → origin → SFP/adapter bundle → serial/MAC → shipment, rather than fixing each document after Cargo Ready.
- Product-scope, HS and export-policy review before shipment commitment.
- US/EU/China Market Access review by exact model/revision.
- FTA/PSR, BOM and Origin Audit Trail review.
- Invoice – PL – customs – C/O – SI/VGM – B/L/AWB – serial/MAC – accessory-bundle reconciliation.
- Booking, packing, customs, cut-off and post-shipment coordination within the service scope.
