CONCLUSION
The product name alone does not establish that a standard industrial PLC module is prohibited, restricted or separately licensed. Screen the exact model, end-use/end-user, RF/encryption, power/battery, condition and destination.
LEGAL TRANSITION
As of 28 Aug 2026, Decree 69/2018/ND-CP remains the current framework and is consolidated in 47/VBHN-BCT dated 4 Jun 2026. Decree 292/2026/ND-CP takes effect on 5 Sep 2026; Article 65(1) replaces Decree 69 and Article 64 provides transition rules for specified pre-existing permits/codes.

Do not state “exports = 0% VAT” without conditions. Review Articles 17–18 of Decree 181/2025/ND-CP together with current amendments. Decree 181 was amended by 359/2025/ND-CP (effective 1 Jan 2026) and 144/2026/ND-CP (effective 20 Jun 2026).
Maintain the contract, payment evidence and proof that the goods were actually exported under the applicable rule.

1. Can PLC modules be exported from Vietnam?
