An OLED monitor should not be classified or cleared merely from the word “OLED”. Differences between a computer monitor, smart monitor, tuner-equipped product, Wi‑Fi/Bluetooth model, power/adapter configuration or bare panel can change the HS code, origin rule and destination compliance; a late review may lead to document amendments, retesting/relabeling or missed cut-offs.

3.3. PRODUCT, LABEL & TRACEABILITY REQUIREMENTS

  • Model consistency: exact model/market suffix, panel, power board/adapter, RF module and firmware revision should match test/certificate/label records.
  • U.S.: distinguish FCC information under SDoC vs certification. UL/ETL or private retailer testing is a buyer/commercial requirement unless a specific legal obligation applies.
  • EU: CE/DoC under the applicable directives; energy label/EPREL where in scope; WEEE/EPR depends on the economic-operator/producer role and Member State.
  • Korea: model/marking should match the RRA conformity record; a wireless variant must not reuse a wired-only compliance file.
  • Traceability: keep serial/lot, production batch, BOM revision, test-report mapping and shipment model lists for claims and compliance verification.
Keep the layers separate: importing-country law, FTA/origin conditions and buyer specifications are different. A retailer’s additional test requirement is not automatically a legal requirement for the entire market.

EXPORT DUTY

CONCLUSION: do not mechanically state “OLED monitor export duty = 0%”. Confirm the final 8-digit HS and check the current Export Tariff.

LEGAL BASIS: Article 4(1) of Decree 26/2023/ND-CP sets out the declaration method where an exported good is not named in the Export Tariff. Decree 201/2026/ND-CP, issued 8 June 2026 and effective 23 July 2026, amended export rates for certain goods, so the Appendix in force on the declaration date must be checked.

ACTION: classification memo → final 8-digit code → current Export Tariff → record whether a rate applies or the good is not named in the tariff.

EXPORT VAT

CONCLUSION: the 0% VAT rate is conditional and is not automatic merely because the goods leave Vietnam.

LEGAL BASIS: Law 149/2025/QH15 amending the VAT Law is effective from 1 January 2026. Decree 181/2025/ND-CP sets out the 0% category and documentary conditions in the relevant provisions.

Origin proof only creates value where the goods meet the PSR, the proof is valid and the importer makes the claim correctly. 1. Can OLED monitors be exported from Vietnam?

For a new complete monitor, current research did not identify a licence triggered merely by OLED technology. The exact model, end use, condition and current controlled lists still need review.

2. Can an OLED computer monitor use HS 8528.52.00?

Yes where it can connect directly and is designed for ADP machines of heading 84.71. OLED technology alone is insufficient; tuner, smart function or panel-only status can change the result.

3. Does a 240Hz/360Hz gaming OLED monitor change HS?

Refresh rate, curvature or gaming branding alone does not normally change the classification if the product remains a computer monitor satisfying 8528.52 criteria. Review the exact model.

4. Is an OLED monitor subject to export duty?

Confirm the final 8-digit HS and check the current Export Tariff. Where it is not listed, apply Article 4 of Decree 26/2023 rather than simply writing “0%”.

5. Is export VAT automatically 0%?

No. The 0% rate is conditional and depends on the transaction and supporting evidence under current VAT rules.

6. What does an OLED monitor need for the EU besides CE?

Review Ecodesign and Energy Labelling for electronic displays/monitors, plus EMC or RED if wireless, LVD by voltage scope, RoHS and WEEE/EPR as applicable. CE does not replace energy/EPREL obligations.

7. Does a wired OLED monitor exported to the U.S. need FCC review?

Yes. Digital/unintentional radiators under Part 15 require the applicable equipment-authorization route, typically SDoC or certification by device class. Wi‑Fi/Bluetooth adds intentional-radiator certification.

8. Does an OLED monitor shipped to Korea require RRA/KC?

Broadcasting/communications equipment must be reviewed under the RRA conformity-assessment system. Official RRA records in 2026 include an “OLED Monitor” under conformity registration, but exact route remains model/category dependent.

9. What is the EVFTA PSR for heading 8528?

Circular 14/2026 provides manufacture from materials of any heading except the product heading and 8529, or material value not exceeding 50% of ex-works price. Review BOM/material HS and costing evidence.

10. If an imported OLED panel is assembled into a monitor in Vietnam, is EVFTA origin automatic?

No. Apply the final-product PSR, review the HS of inputs—especially 8528/8529 materials—or the value threshold, and retain an Origin Audit Trail.

11. What should be frozen before Cargo Ready?

Exact model/revision, destination compliance, label/energy data, HS, origin feasibility, packing, booking and master data for Customs/SI.

12. What records should be retained after on-board?

Customs set, commercial records, final B/L/AWB, origin audit trail, market FCC/EU/RRA file, buyer/bank documents, payment, packing/claim evidence and serial/lot/revision mapping.
