EXPORTING ENCODERS FROM VIETNAM
Encoders are compact and are often shipped as machine components, yet the main export risk is an overly generic product description: incremental differs from absolute, rotary from linear, wired from wireless, and a pulse-generating device may classify differently from a measuring/checking instrument. Locking HS from the word “encoder” alone can distort duty, origin, technical files and market compliance.
This guide follows a market-first, procedure-second approach. With no specific buyer/model supplied, the market scan uses broad HS proxies to prioritise the United States, EU (Germany/France) and Japan, then separates compliance by actual configuration.

03 · EXPORT MARKETS & MARKET ACCESS
3.1 Why the U.S., EU and Japan?
Because final HS is not yet known, the scan uses two broad trade branches. Under old WITS nomenclature HS 854380 (electrical machines/apparatus with individual functions, broadly adjacent to today’s 85.43 route), the U.S., EU and Japan are material destinations for goods imported from Vietnam in 2024. Under HS 903180 (other measuring/checking instruments), Germany, France and Japan also appear among destinations importing from Vietnam. These figures are not encoder-specific export values.

3.2 Encoder-specific access points
EU: many industrial encoders operate at 5–30 VDC and may sit below LVD’s 75 VDC threshold, but that does not remove EMC/RoHS obligations where applicable. Wireless models enter RED, whose essential safety/EMC requirements must be assessed under the RED framework.
U.S.: FCC Part 15 distinguishes intentional and unintentional radiators. A purely wired encoder needs an actual circuit/digital-function assessment; Bluetooth/Wi-Fi/Sub-GHz provides a clearer certification trigger.
Japan: PSE should not be assumed merely because the encoder is electrical. METI limits the Act to 457 designated items; an AC/DC adapter can be regulated even when the powered device is not.
04 · VIETNAM EXPORT CONDITIONS
There is no basis to impose a dedicated export licence on every industrial encoder merely from its trade name. Screen final HS, radio/encryption, battery/power, end-use, new/used status and project purpose.

HS: do not classify by trade name
CONCLUSION: Vietnamese Official Letter 271/TCHQ-TXNK dated 10 Jan 2019 classified ALPS incremental rotary encoder models EC21C1520401 and EC35CH120402 under 8543.70.90. It is a fact-specific reference, not a universal encoder code.
BASIS: the reviewed products generated signals to identify knob-rotation direction and were treated as electrical apparatus having an individual function under heading 85.43.
ACTION: absolute/linear/measuring encoders must also be screened for a 90.31 route where measurement/checking is principal; integrated parts require separate analysis.

EXPORT DUTY
If the actual model is finally classified at 8543.70.90, the post-Decree 144/2024 export schedule shows 0%. From 23 Jul 2026, Decree 201/2026/ND-CP amends selected export-duty lines under Decree 26/2023, so the current schedule must be checked on the declaration date.
EXPORT VAT
Article 9 of VAT Law 48/2024/QH15 provides a 0% rate for qualifying exported goods, subject to statutory conditions and evidence. Decree 181/2025 and its 2026-effective amendment Decree 359/2025 should be read with the actual file.
06 · ORIGIN / FTA / PSR
Encoders may contain imported PCBs, ICs, optical/magnetic sensing elements, bearings, shafts and connectors. “Assembled in Vietnam” does not automatically satisfy an FTA PSR. Final HS comes first, followed by CTC/RVC or other criteria.

10 · E2E EXPORT PROCESS – 8-STEP VERTICAL TIMELINE
The process uses the revised layout: each step shows PHASE → ACTION → LOCK → CONTROL GATE, with Encoder-specific checkpoints rather than generic customs paragraphs.
Screen the ENCODER and target market
Identify whether the product is incremental or absolute, rotary or linear, optical or magnetic, including shaft type, resolution, power supply, output signal and interface. The initial market scan prioritises the United States, EU (Germany/France) and Japan, while the actual buyer determines the final compliance path.
Lock HS, export policy and origin route
Use Official Letter 271/TCHQ-TXNK only as a model-specific Vietnamese classification reference for certain incremental rotary encoders, and screen heading 90.31 where the principal character is measurement/checking. Only after final HS should export duty and FTA PSR be locked.
Lock contract and buyer requirements
Freeze model/revision, quantity, Incoterm, payment term, marking, test/certification deliverables, packing and technical files. For encoders used in safety functions, separate SIL/PL requirements when contractually or project-specific.
Complete market compliance
EU: screen EMC/RoHS and CE scope; wireless models move to RED; LVD only within its voltage scope. The customs description should identify encoder type, measurement/signal principle, interface, voltage, model and use. Commercial documents must align with the catalogue and classification file.
Control SI/VGM/CY-CFS/loading
Freeze shipper/consignee, packages, gross weight, marks and transport description. For ocean shipments control CY/CFS and SI/VGM cut-offs; for air, control AWB data and acceptance. Review Draft B/L/AWB before issue.
Final documents, origin, payment and archive
After on-board/flight departure, complete Final B/L/AWB, preferential origin documents if used, contracted test/DoC package, buyer/bank set, payment follow-up and claims. Archive origin and technical evidence by shipment.

Incoterms
FCA is often practical for air or containerised encoder shipments where the buyer nominates the carrier; CPT/CIP fit seller-booked freight; FOB/CIF should be used only within their sea/waterway logic. 1. Can industrial encoders be exported from Vietnam?
Yes under ordinary export procedures when no specific prohibition/restriction trigger applies. Validate model, radio, battery/power, end-use and HS first.
2. Is 8543.70.90 always the encoder HS?
No. Official Letter 271 is model-specific. Absolute, linear, measuring encoders or host-integrated parts may require a different analysis.
3. When should heading 9031 be screened?
Where measurement/checking of position, angle or displacement is the principal character and the technical file shows an independent measuring function.
4. Does every encoder exported to the EU need CE?
Only where the product is within legislation requiring CE. Screen EMC, RoHS, RED for radio and LVD only within its voltage scope.
5. Is a 24 VDC encoder under the EU LVD?
24 VDC is below the LVD’s 75 VDC threshold, so the encoder itself may fall outside LVD. EMC/RoHS and other applicable legislation still need review; an external PSU has its own scope.
6. What does a wireless encoder need in the U.S.?
If it is a Part 15 intentional radiator, equipment certification is generally required before marketing/import. Certified modules still require compliance with modular-approval and host-integration conditions.
7. Must an encoder for Japan carry PSE?
Not automatically. PSE applies to designated items. A wired encoder may be outside the list while an AC/DC adapter may be within it; radio models require separate Radio Act screening.
8. Which origin route is best for Japan?
Compare VJEPA, CPTPP and RCEP after final HS, PSR, buyer tariff and the exporter’s ability to prove origin.
9. Is there a preferential C/O for the U.S.?
There is no bilateral preferential Vietnam–U.S. FTA. The buyer/bank may still request a non-preferential C/O or other origin evidence.
10. Are samples/warranty encoders handled like normal sales?
Not necessarily. Review procedure type, value, ownership, warranty evidence, temporary-export/re-import logic and buyer import treatment.
11. What must be locked before Cargo Ready?
