E-PAPER DISPLAY EXPORT GUIDE

An e-paper display may be a bare electrophoretic panel, a module with a driver IC, or a complete Electronic Shelf Label (ESL) with a controller, wireless connectivity and battery. If the exporter locks the destination market, HS classification or compliance route only from the trade name, the shipment can end up with the wrong tariff classification, the wrong origin rule, missing market documentation or late radio/battery issues immediately before Cargo Ready.

This guide follows the sequence product → actual markets → Vietnam export policy → HS/duty/VAT → FTA/origin → compliance → documents → ETD/cut-offs → post-shipment. Because the brief did not specify one destination, the article compares several relevant markets rather than defaulting to the EU, U.S. or China.

Operational reference for Exporters, Procurement, Legal/Compliance, QA, Docs and Operations. Final conclusions depend on the exact model, construction, function, end use, importing market and shipment file.

2025 shipment records show finished ESL exports from Vietnam to the EU, U.S., Korea and Japan, while e-paper component/re-export flows are visible to China. The evidence does not support forcing one market into the H1.

Vietnam export policy

Ordinary new electronic modules are reviewed under the general export framework; create separate conclusions for wireless, encryption, battery, used/refurbished, sample/warranty or special end-use cases.

HS – Duty – VAT

8524.19 is a relevant branch for modules without drivers/control circuits; 8524.99 is relevant for driver/control-equipped modules. Complete ESL products may classify elsewhere according to the whole device. Export duty and VAT are only concluded after the final HS and transaction file are reviewed.

Origin / FTA

EU: EVFTA; Korea: AKFTA/VKFTA/RCEP; Japan: VJEPA/CPTPP/AJCEP/RCEP; China: ACFTA/RCEP; U.S.: no Vietnam–U.S. FTA should be assumed for preferential treatment.

Specialist compliance

Bare modules and complete wireless ESL devices do not use the same checklist. Typical triggers are radio/EMC, restricted substances, waste/EPR, battery and market-specific registration/certification.

ETD / Cut-offs

Freeze product scope, market compliance, HS, origin feasibility, battery/DG status and packing before Cargo Ready; SI/VGM/CY/CFS milestones follow the actual booking.

Transport

Air is useful for small/high-value shipments; sea for larger lots. E-paper requires control of ESD, shock, compression, moisture, glass/display-layer fragility and lithium batteries where present.

2. SCOPE & DETAILED PRODUCT CLASSIFICATION

“E-paper display” is not a sufficient description for HS or market-compliance conclusions. At minimum, freeze model, dimensions, display technology, driver/control circuit, mainboard/MCU, interfaces, wireless protocol, battery/power, enclosure, firmware, goods condition and end use.

Warning: changing a driver IC, RF module, battery, mainboard or degree of completion can change HS, PSR, market compliance and transport treatment. Do not reuse one conclusion across SKUs when technical triggers differ.

3. EXPORT MARKETS & MARKET ACCESS

3.1. How the markets were selected

Because no market was specified in the brief, this article does not default to the EU, U.S. or China. The market scan follows five criteria: (1) actual trade/demand signal; (2) Market Access; (3) FTA/tariff and origin; (4) technical/label/registration/certification requirements; (5) logistics, packing and document lead-time risk.

Official 2024 statistics confirm that electronics/computers/components are a major Vietnam export group and that the EU, China, Japan and other large markets are important destinations. However, e-paper products may appear under different HS headings depending on completion and function, so 2025 shipment-level databases are used only to identify real trade lanes, not as a legal HS-classification source.

Separate the sources of obligations: (i) importing-country law; (ii) FTA/origin conditions; and (iii) buyer requirements are different layers. For example, a retailer’s private test or UL requirement in the U.S. is not automatically a federal legal requirement for every shipment.
Data sources and years: Vietnam export context uses official GSO data for 2024. Product-lane identification uses 2025 shipment-level commercial databases as secondary evidence. Because trade databases may use different HS codes for different configurations or transaction types, those codes are not used as a customs-classification conclusion.

4. VIETNAM EXPORT POLICY

The Vietnam-side review comes after product scope and destination are identified. Do not conclude “no licence required” from the words e-paper alone; review the exact model, functions, encryption, wireless, battery/power, goods condition, end use and current legal instruments.

EXPORT DUTY

CONCLUSION: Do not mechanically publish “e-paper export duty = 0%”. First classify the exact model and then determine whether the final code is listed in the current Export Tariff.

LEGAL BASIS: Article 4(1) of Decree 26/2023/ND-CP provides that where an exported good is not named in the Export Tariff, the declarant uses the corresponding 8-digit preferential-import-tariff code and does not declare an export tax rate. Decree 201/2026/ND-CP took effect on 23 July 2026 and amended export duties for certain goods, so Appendix I must be rechecked on the declaration date.

ACTION: classification memo → final 8-digit code → current Export Tariff lookup → describe the legal status correctly rather than converting “not listed” into “0%”.

EXPORT VAT

CONCLUSION: The 0% VAT rate is conditional; export movement alone does not establish entitlement.

LEGAL BASIS: The current VAT framework was amended by Law 149/2025/QH15, effective 1 January 2026. Decree 181/2025/ND-CP addresses the 0% rate in Article 17 and the conditions in Article 18.

ACTION: review transaction type, contract, non-cash payment evidence, customs declaration and other case-specific evidence before concluding the rate.

6. C/O – FTA – RULES OF ORIGIN

Origin must be analysed by destination + final HS + BOM structure. If one factory exports a bare module under heading 8524 and a complete ESL under another heading, the PSR may change entirely. Do not reuse one origin calculation across all SKUs.

10. PRACTICAL E2E EXPORT WORKFLOW

STEP 1 – PRODUCT + MARKET REVIEW

Freeze model, module/final-product status, driver, wireless, battery, end use and 2–5 actual candidate markets. Separate law, FTA and buyer specifications.

Risk gate: buyer selects a market requiring registration/test/label that the current model cannot satisfy.

STEP 2 – HS – POLICY – FTA/ORIGIN

Prepare a classification memo; establish heading 8524 or another code; run PSR on the final HS and review Vietnam export policy.

12. INCOTERMS – TRANSPORT – PACKING – COST

TRANSPORT MODE

CONCLUSION: Air suits small, high-value, time-sensitive lots; Sea LCL/FCL suits larger/palletized cargo. Mode selection should account for e-paper glass/display fragility and ESD, not kg/CBM alone.

ACTION: compare freight + handling + packing + battery/DG acceptance + delivery deadline. Declare the battery configuration before booking.

INCOTERMS

CONCLUSION: FCA is often suitable for factory/terminal handover; CPT/CIP where the seller procures carriage; DAP where the seller arranges delivery. Use DDP only after importer-of-record, tax, EPR and compliance exposure in the destination are understood.

ACTION: state the exact place/point and separate risk transfer from cost allocation. Do not use FOB for air freight by habit.

PACKING

CONCLUSION: bare panels/modules require suitable trays/separators, ESD, compression, shock and moisture protection; finished ESL adds enclosure/antenna/battery protection.

ACTION: retain packing specs, pre-pack photos, package marks and lot/batch traceability. Review ISPM 15 where wood packaging is used.

COST

CONCLUSION: the export cost stack may include testing/certification, C/O, packing, trucking, origin charges, freight, insurance, DG surcharge, destination scope and amendment/rebooking/storage.

ACTION: quote against the actual scope; do not publish absolute local charges or “all-in” figures without quotation conditions.

14. FAQ

1. Which market should an e-paper display export article target?

If the brief does not specify a market, do not default to the EU/U.S./China. Current evidence shows finished ESL trade to the EU, U.S., Korea and Japan, while China is relevant to component/re-export flows. A multi-market overview is appropriate until one market clearly dominates the intent.

2. Is 8524.99.00 the HS code for e-paper display?

It was determined for one specific 4.2-inch driver-equipped model, but it is not universal. No-driver modules require review of 8524.19, while a complete ESL must be classified as a whole device.

3. Is e-paper subject to export duty?

Confirm the final 8-digit code and check the current Export Tariff. Where the good is not named, apply Article 4(1) of Decree 26/2023 rather than simply writing “0%”.

4. Is export VAT automatically 0%?

No. The 0% rate depends on the actual transaction and supporting conditions/documents under the current VAT framework.

5. What should be reviewed for a wireless ESL shipped to the EU?

If it is radio equipment, RED is a core trigger; also review RoHS, WEEE/EPR and battery rules as applicable. Do not apply the same checklist to a bare module without radio/battery.

6. Does a wireless ESL exported to the U.S. need FCC authorization?

Intentional RF transmitters generally require FCC certification according to device type; unintentional radiators may follow SDoC/certification. Freeze frequency, power, antenna and integration before testing.

7. Does Korea require KC/RRA review?

If the finished product is broadcasting/communications equipment, review the Radio Waves Act/RRA conformity-assessment route. Certification or registration depends on equipment category.

8. Does every e-paper product exported to Japan require PSE?

No. PSE applies only where the device, adapter or secondary battery is a designated Electrical Appliance or Material. Wireless functionality is separately reviewed under the Radio Act.

9. Do China RoHS and SRRC apply?

For finished EEE, compare the product category with the current China RoHS catalogue. For wireless transmitters, review type approval/SRRC and exemptions according to frequency/power. Do not automatically apply the same result to a bare display module.

10. Which FTA should be used?

It depends on destination and final HS. Compare tariff + PSR + evidence: EVFTA for EU; AKFTA/VKFTA/RCEP for Korea; VJEPA/CPTPP/AJCEP/RCEP for Japan; ACFTA/RCEP for China.

11. What must be done for battery-powered ESL before Cargo Ready?

Freeze battery chemistry, Wh, installed/packed configuration, UN 38.3 evidence and carrier acceptance; also review destination battery rules.

12. What should be retained after departure?

Customs set, classification memo, final transport docs, C/O/origin audit trail, market compliance file, buyer/bank documents, payment and claim records where relevant.
