WHY MUST SPECIALIZED IMPORT PERMITS BE REVIEWED BEFORE BOOKING?

Many importers only review permits after cargo has been booked, loaded or is nearing arrival. If the permit does not match the product name, model, quantity, manufacturer, importer, border gate or validity period, the booking has already created costs that are difficult to reverse. Cargo may need to be rolled, rerouted, stored, amended or re-exported. For machinery, electrical/electronic equipment and other regulated goods, permit review before booking is a Go/Hold/No-Go control that confirms import eligibility, routing compatibility and document readiness.

SCOPE

This article focuses on importers of machinery and electrical/electronic equipment, with chemicals, food and animal/plant products used as comparison points.

Note: “Specialized permit” is an operational term. The legal document may be a permit, registration, approval, certificate, inspection result, declaration acknowledgement or electronic record on the National Single Window.

OPERATING MECHANISM

A booking confirms transport capacity, not import legality. Carriers assess safety, dimensions, weight, dangerous goods, reefer and operational acceptance; they do not replace the importer in determining whether Vietnam requires a permit or specialized inspection.

The correct sequence is: identify the product → determine policy → identify required approvals → align transport conditions → book.

Control point: A permit may still be unusable if the importer, model, quantity, purpose, border gate or validity does not match the shipment.

2026 terminology update: Quality-policy screening should not rely only on legacy classification terminology used in pre-2026 records. Law 78/2025/QH15 and the 2026 implementing framework classify products and goods by medium or high risk; the applicable list and control measure must be checked under the competent ministry or sector regulator.

FREQUENTLY ASKED QUESTIONS

Can the permit be obtained after booking?

Only if the exact sector rule allows it and the timeline remains safe. It should not be the default process.

Does carrier acceptance prove import eligibility?

No. Transport acceptance and regulatory acceptance are separate.

Is an unexpired permit sufficient?

No. Check product scope, model, quantity, importer, purpose, border gate, usage count and conditions.

Can screening be done without a final HS code?

Initial screening can use technical nature, but the conclusion requires detailed documents and the applicable list.

Is a PDF copy always sufficient?

No. Check whether the procedure requires an electronic record, original, certified copy or system lookup.

What if the permit is pending near cut-off?

Set the shipment to Hold and evaluate ETD deferral, rebooking or formal risk approval.

Who should approve Go?

At minimum import/compliance, procurement and logistics; high-risk cargo should involve legal or management.
