GUIDE TO PRODUCT LABELING / SUPPLEMENTARY LABELING FOR IMPORTED F&B
For imported F&B goods, labeling is not merely packaging. Incorrect product name, ingredients, net quantity, manufacturing date, expiry date, origin, allergen warning, storage instruction or responsible party may trigger document supplementation, delayed market circulation, storage costs and post-clearance audit risks. This article provides an E2E map for reviewing original labels, Vietnamese supplementary labels, food-safety dossiers, HS code, C/O and post-clearance obligations.
INTRODUCTION: WHY F&B LABELING MUST BE REVIEWED BEFORE ETA
For food and beverages, labeling connects import documents, food-safety dossiers, origin, product information and market-circulation obligations. A small label inconsistency may lead to questions about product name, ingredients, product declaration, C/O or storage conditions.
Collect original labels, artwork, COA/specification, ingredients, net quantity, MFG/EXP, storage conditions and declaration dossiers.
Cross-check Invoice, Packing List, B/L/AWB, HS, C/O, original label and food-safety dossier to reduce document queries.
Complete the Vietnamese supplementary label before sale, display or distribution in Viet Nam.
Keep the applied-label version, completion photos, declaration documents, COA, C/O, customs declaration and documents by lot/SKU.
KEY TERMS AND WHY THIS PROCEDURE MATTERS
Information shown on packaging, container or accompanying documents to identify goods and responsible entities.
A Vietnamese label showing mandatory contents for imported goods when the original label does not fully show them in Vietnamese.
Documents for product declaration, inspection, circulation and traceability of F&B products.
Analysis certificate or product standard document used to verify ingredients, indicators and label information.
Certificate of Origin affecting preferential duty treatment; it must match description, origin, quantity and weight.
Estimated Time of Arrival, the operational milestone for locking documents before demurrage/detention risks arise.
DETAILED PRODUCT CLASSIFICATION AND IDENTIFICATION
This article applies to product labeling/supplementary labeling for imported F&B products: packaged food, non-alcoholic beverages, seasonings, sauces, snacks, instant noodles, cereals, tea, coffee, additives, flavorings, health supplements or other products with specific dossiers under the F&B scope. It does not automatically apply to alcohol, medicine, cosmetics or goods not intended for circulation.
Actual application must be checked against original labels, artwork, COA/specification, ingredients, SKU, import purpose and actual legal dossiers.
| Product group / situation | Technical signs to check | Example | Evidence documents | Potential policy | Documents to cross-check | Application note |
|---|---|---|---|---|---|---|
| Packaged food | Product name, ingredients, quantity, MFG/EXP, storage, allergen warning | Biscuits, snacks, noodles, cereals | Original label, artwork, COA, specification | Labeling; self-declaration/registration if applicable | Invoice, PL, B/L/AWB, food-safety dossier | Commercial name must not replace the true product nature. |
| Non-alcoholic beverages | Ingredients, content, nutrition facts, volume, storage | Juice, bottled tea, energy drink | Original label, formula, COA | Labeling, declaration, nutrition labeling if applicable | C/O, COA, specification, declaration dossier | Review separately if caffeine, vitamins or health claims appear. |
| Seasonings, sauces, condiments | Ingredients, additives, allergens, ratio of main ingredients | Chili sauce, seasoning powder | COA, MSDS/SDS if any, formula | Labeling, food-safety, additive limits if any | Ingredients dossier, label, COA | Ingredient mismatch may affect declaration dossiers. |
| Health supplements / special food | Claims, target users, warnings, active ingredients, dosage form | Gummies, capsules, collagen drink | Registration dossier, COA, product standard | Product registration, labeling, advertising if any | Declaration, approved label, COA | Do not add claims beyond approved dossiers. |
| Sample/R&D/exhibition goods | Import purpose, quantity, distribution status | Taste samples, exhibition samples | Explanation letter, catalogue, photos | Label/food-safety obligations may still arise | Invoice, packing, purpose letter | Do not assume exemption if goods are sampled or circulated. |
| Labels/stickers imported separately | Material, printed contents, intended product | Paper label, decal, sleeve | Printing sample, material documents | Separate HS for label if imported as goods | Invoice, PL, label sample | Does not replace labeling duty on main F&B goods. |
HS CODE – DUTIES – C/O
For this policy article, HS classification follows the main F&B product, not the supplementary label itself. If labels/stickers/decals are imported separately as independent goods, they must be classified separately by material and printing form. Duties and VAT can only be finalized after the final HS code, actual dossiers and tariff schedule on the declaration date are checked.
| Reference HS | Suitable goods/group | Classification basis | Application condition | Ordinary duty | MFN duty | VAT | C/O/FTA to review | Documents to cross-check |
|---|---|---|---|---|---|---|---|---|
| By main product HS | Imported F&B goods with original/supplementary label | Function, ingredients, packing form, use purpose | For imported F&B goods for business/circulation | Check current tariff by final HS | Check current tariff by final HS | Check VAT rules at import date | ATIGA, ACFTA, RCEP, AKFTA/VKFTA, AJCEP/VJEPA, EVFTA, UKVFTA, CPTPP if relevant | Invoice, PL, B/L/AWB, C/O, label, COA, specification |

PRACTICAL E2E PROCESS
Pre-ETA review
Confirm product group, HS, food-safety policy, labeling requirements, declaration/registration, C/O and circulation conditions.
Lock documents and label materials
Cross-check Invoice, Packing List, B/L/AWB, original label, translation, COA, specification and declaration dossier.
Design and review supplementary label
Check product name, origin, responsible party, ingredients, net quantity, MFG/EXP, storage, usage instruction and warning.
Identify specialized procedure
Check self-declaration, registration, import food-safety inspection, nutrition labeling or quarantine if triggered.
Customs declaration and channel handling
Green channel means system-based clearance; Yellow means document check; Red means document and physical inspection. Typical questions cover product name, HS, value, C/O, label and food-safety dossier.
Pickup and labeling execution
Choose bonded warehouse, port warehouse, CFS, private warehouse or pre-distribution labeling; control labor, stickers, quantity and completion photos.
Post-clearance completion
Archive documents, labels, food-safety dossiers, COA, C/O and photos for audit, traceability, claims or recall.
FAQ – COMMON QUESTIONS
1. Must imported F&B goods have a Vietnamese supplementary label?
Generally, imported goods circulated in Viet Nam need mandatory contents in Vietnamese if the original label does not fully show them. Review Decree 43/2017/ND-CP, Decree 111/2021/ND-CP and the actual product group.
2. Can supplementary labeling be done after customs clearance?
Distinguish customs clearance from market circulation. Some lots may be labeled at the warehouse after clearance, but before sale, display or distribution the label must comply.
3. Must the supplementary label copy the original label exactly?
The Vietnamese contents must accurately reflect the product nature and must not distort the original label or declaration dossier. Do not add marketing claims beyond the dossier.
4. Is nutrition labeling required?
Review Circular 29/2023/TT-BYT, product type, application roadmap and exemptions if any.
5. What if the original label shows an incorrect origin?
Do not use the supplementary label to correct the actual origin. Check C/O, purchase documents, producing country and origin rules before declaration/circulation.
6. Do samples need supplementary labels?
It depends on import purpose, quantity and whether goods are distributed/circulated. Samples should still have original labels, identification information and a purpose letter.
7. Can label errors affect C/O?
The supplementary label does not replace C/O, but wrong name/origin/description may increase explanation risks when C/O, declaration and actual goods are compared.
8. What should be archived after clearance?
Original label photos, supplementary label file, translation, food-safety declaration, COA, C/O, customs declaration, import documents and post-labeling photos by lot/SKU.
DELIVERABLES AND POST-CLEARANCE / POST-APPROVAL OBLIGATIONS
The deliverable is not only customs clearance. The enterprise should reach a status of clear product identification – sufficient circulation dossier – sufficient explanation basis.
- Vietnamese supplementary labels reviewed by SKU/lot.
- Self-declaration/registration dossier if applicable.
- Evidence for label contents: original label, translation, COA, specification, ingredients and storage/use instruction.
- Photos/minutes of labeling at port/warehouse/private warehouse.
- Post-clearance archive for audit, traceability, claims or recall.
TGIMEX SOLUTION
For F&B goods, even a complete overseas original label may create risks in Viet Nam if the supplementary label, food-safety dossier, C/O, document product name and declaration contents are not controlled together. Enterprises should review the shipment before ETA to reduce storage costs, additional-document requests and distribution delays.
Cross-check original label, translation, ingredients, quantity, MFG/EXP, origin, allergen warnings, storage instructions and responsible party.
Review self-declaration/registration, COA, specification, MSDS/SDS if any, proposed label and manufacturer documents.
Cross-check product description, ingredients, HS, C/O, invoice, packing list and label to avoid wrong product name, origin or preferential duty risks.
Plan labeling at port/warehouse/private warehouse; control ETA, D/O, pickup plan, labeling labor and completion photos by SKU/lot.
Prepare declaration dossiers, handle Green/Yellow/Red channel questions and support explanations on product name, ingredients, food-safety policy, label and origin.
Build a lot-based archive including customs declaration, documents, original label, supplementary label, COA, C/O, declaration dossier and post-labeling photos.
The focus is not “printing an extra sticker”, but establishing a control chain from overseas supplier to customs dossier, labeling warehouse and market-circulation obligations in Viet Nam.
