IMPORT PROCEDURE GUIDE FOR GOODS SUBJECT TO SUPPLEMENTARY LABELING
For imported electrical, electronic and IT equipment, a supplementary label is not merely a Vietnamese sticker. If the original label lacks the product name, origin, responsible party, model, safety specifications or mandatory warnings, the shipment may face requests for clarification, additional documents, delayed market release or post-clearance exposure. The label attached to the product or retail packaging by the manufacturer/exporter. It may be in a foreign language or Vietnamese at customs clearance.

PRODUCT CLASSIFICATION AND DETAILED IDENTIFICATION
This guide applies to imported electrical, electronic and IT equipment with foreign-language original labels or labels that do not fully show mandatory information in Vietnamese. It must not be applied automatically to all variants: goods with Wi-Fi, Bluetooth, 4G/5G, lithium batteries, adapters, encryption modules, control software, used/refurbished status, samples, warranty shipments, project cargo or EPE/FDI/factory imports may trigger additional specialized requirements.
Actual application must be checked against the catalogue, datasheet, model, function and import purpose at the relevant time.

HS CODE, DUTY AND C/O
For electrical, electronic and IT goods subject to supplementary labeling, the HS code is not the only basis for labeling obligations, but it is the backbone for determining duty, related specialized policies, customs description and the supporting file set. The importer should separate HS review by principal function, structure, product condition, included accessories and import purpose; do not use one generic code for a shipment containing multiple models or different functional groups.

DOCUMENT SET AND SUBMISSION METHOD
Supplementary labeling is not always submitted as a standalone permit. However, the importer should prepare a defensible file for customs, market surveillance or specialized authorities when requested. For IT equipment, the Vietnamese label should be locked before arrival to avoid inconsistencies in product name, model, origin or responsible party.

FAQ
1. Must imported goods with English original labels have Vietnamese supplementary labels?
Generally, goods circulated in Vietnam must show mandatory information in Vietnamese. If the original label does not fully show such information in Vietnamese, a supplementary label should be added before circulation.
2. Must the supplementary label be attached before customs clearance?
Not in every case. However, the original label at customs clearance must show minimum required information, and the Vietnamese label must be completed before circulation in Vietnam.
3. Do project-use goods need supplementary labels?
The import purpose, handover method and whether the goods are circulated must be reviewed. Project cargo should still maintain a labeling file for handover, inspection or internal audit.
4. Is HS code mandatory on the supplementary label?
HS code is not a universal mandatory label content. It should not be printed on the label unless classification has been firmly determined and there is a clear business need.
5. Can labels be attached at the warehouse after delivery?
This may be arranged operationally, provided the goods are not circulated before Vietnamese labels are completed and lot-based records are kept.
6. If the goods are subject to conformity, must the label show conformity information?
The applicable technical regulation and conformity file must be reviewed. Label content, conformity mark and technical file must align by model.
7. What if the origin on label and C/O differs?
Do not attempt to fix the issue only by relabeling. Review origin rules, production location, final processing and supplier documents before declaration or printing labels.
8. What should be archived after clearance?
Keep label artwork, attached-label photos, shipment documents, catalogue, C/O and conformity/quality inspection files if applicable.
