Phytosanitary quarantine – control of plant articles for regulated pests. The conclusion must follow the actual HS line and its note; the trade name alone is insufficient.

FOOD SAFETY
State food-safety inspection

Government inspection of imported food safety. It is independent from plant quarantine; a PQ exception does not automatically remove food-safety inspection.

No. Badian not crushed/ground is reviewed under 0909.61.20; crushed/ground badian under 0909.62.20.

Does every dried herb belong to heading 12.11?

No. Heading 12.11 depends on principal use such as pharmacy, perfumery, insecticidal/fungicidal or similar use. Culinary spices must be reviewed under Chapter 09 and species-specific headings.

Are cinnamon, star anise and dried culinary herbs subject to plant quarantine?

A change in species, whole → ground, food-use → medicinal-use, supplier/origin/packing or added salt/MSG triggers a fresh HS – PQ – food-safety – VAT – C/O review.

Target state: maintain one consistent evidence chain: species → intended use → form/process → HS → PQ → food safety/Art.14 → VAT → C/O → customs declaration → label.
Clearance is not the end. Changes in species, supplier, origin, whole/ground state, formula or intended use should trigger a fresh review of the complete compliance chain.

11. SOLUTIONS FROM TGIMEX

For cinnamon, star anise and dried herbs, the earliest points to lock are species – intended use – HS – plant quarantine – food safety – C/O – VAT. A generic trade description can otherwise cascade into errors across the full document chain.
