IMPORT PROCEDURES FOR POST-PRESS MACHINES

Post-press machines are often delayed not because of transport difficulty, but because the product is described too generally, classified under the wrong heading between 84.40, 84.41 and 84.43, or the required printing-equipment declaration is not prepared before arrival. A small mismatch in model, catalogue or invoice may lead to document supplementation, customs inspection, clearance delay and DEM/DET exposure. SCOPE OF APPLICATION

This article covers electric post-press equipment used to finish printed products after the printing stage, including paper cutters, die-cutters, folding machines, book-binding machines, cover machines, gathering/finishing lines, bag/envelope machines and carton/box making machines.

It does not automatically cover offset, flexo, gravure, digital, letterpress or screen printing machinery, prepress plate-making equipment, colour photocopiers, or packaging machines that do not serve a post-press function. New, used, refurbished, sample, warranty, project, EPE or FDI imports may require different documentary treatment.

HS CODE – DUTIES – C/O

There is no single HS code for all post-press machines. Classification must follow the principal function, operating principle and output product. Electric post-press machines normally need review under 84.40 and 84.41.

Does post-press machinery require declaration?It may. If the machine is listed by HS code and description as printing equipment, the importer must declare it before import.
Is an import license required?Under the current mechanism, the key procedure is printing-equipment import declaration and acknowledgement. Do not rely on outdated “license” wording without checking current rules.
Can used post-press machines be imported?Possibly, subject to the age criterion. Electric post-press equipment is subject to an age limit not exceeding 20 years.
