Vietnam Import Procedure for Mini PCs

A Mini PC is compact, but its import file is not simple. Common failures include using an overly generic goods description, confusing a standalone processing unit with a computer system, failing to distinguish a complete PC from a barebone unit, overlooking Wi‑Fi/Bluetooth functions, or shipping refurbished goods. Any mismatch between the invoice, catalogue, model and configuration may trigger HS disputes, additional sector documents, customs inspection and storage costs. Key legal warning: A Mini PC is not a smaller All-in-One computer. A box without an integrated display and input device should not automatically use HS 8471.41.10. Conversely, commercial names such as CPU, PC box, thin client, industrial PC or AI edge box are insufficient for HS 8471.50.10 when the principal function is industrial control, cybersecurity, telecommunications or another dedicated use.

SCOPE OF APPLICATION

Duty and C/O notes

  • The 0% MFN and 5% ordinary rates are operational references; verify the current tariff and final 8-digit code on declaration date.
  • The 8% VAT rate applies only where the goods and declaration date fall within the applicable VAT reduction policy.
  • C/O may not reduce duty below 0% MFN, but remains relevant for origin, contracts, projects and audits.
  • Pre-check C/O form, origin criterion, invoice, model, description, quantity and HS consistency.
  • Review dutiable value for paid OS licences, software, assists, design fees or indirect payments related to imported goods.

Does a Mini PC require an import licence?

Not by name alone. Ordinary PCs may not require a standalone import licence, but wireless, cellular, cybersecurity/cryptography or listed quality functions require separate review.
