RFID TAG EXPORT GUIDE FROM VIETNAM

An RFID tag may look like a simple label, but export treatment depends on the chip, antenna, power source, frequency, memory and cryptographic function. A passive apparel tag can follow a very different route from a battery-powered active tag or an authentication smart tag.

The control sequence is therefore product scope → market → HS/origin → crypto/radio trigger → encoding/packing → shipment archive, not “label name → customs declaration”.

VIETNAM POLICY

CONCLUSION

A standard passive RFID tag should not be presumed to require an export licence merely because it contains an IC and antenna. Screen civil cryptography, powered radio functions, batteries and end-use first.

LEGAL BASIS

Government Decree 211/2025/ND-CP took effect on 9 Sep 2025. Under Article 4(1), the export/import licence list applies only where the product simultaneously matches the listed HS code, goods description and cryptographic technical characteristics.

ACTION

Obtain the chip/security datasheet and distinguish ordinary EPC/TID/UID storage, identity-authentication only, and actual cryptographic data protection. Annex I of Decree 211/2025 excludes certain general-access smart cards protecting personal information and products used only for identity authentication without encryption; Article 4(1) still requires the three-way match before an export/import licence conclusion.

1. Is 8523.52.00 always the HS code for an RFID tag?

No. It is a strong reference for IC + antenna products meeting the smart-card definition. Added circuit elements, power sources or different principal functions can shift classification.

2. Can a paper RFID security tag still be classified as 8523.52.00?

Yes. Vietnam Customs has a factual reference for a paper hangtag containing RFID chips and antennas under 8523.52.00; face material alone is not decisive.

3. Does an encrypted/authentication RFID tag require a Vietnamese export licence?

Do not decide from “authentication” alone. Under Decree 211/2025, Article 4(1) requires a simultaneous HS + goods-description + crypto-characteristics match; Annex I also excludes products used only for identity authentication without encryption and certain general-access smart cards protecting personal information.

4. Does a passive RFID tag automatically need Indonesian telecom certification?
