IMPORT PROCEDURES FOR STORAGE WATER HEATERS INTO VIETNAM

Storage water heaters may create customs and compliance risks if they are declared only by commercial descriptions such as “electric water heater” or “storage heater” without checking the HS code, capacity, voltage, heating mechanism, catalogue and actual use. A wrong HS code, missing quality inspection, missing energy-labeling dossier or inconsistent model references across documents and test reports may lead to document queries, customs channel escalation, delayed clearance and additional DEM/DET costs.

This article provides an E2E (End-to-End) control map for pre-ETA review: HS code, duties, C/O, quality inspection, conformity, energy performance labeling, product labeling, customs documents and decision points that may hold the shipment.

QUICK FACT

Review item Operational note
Product Electric storage water heater with tank/reservoir for domestic or similar water heating use.
Reference HS Primary reference: 8516.10.19 for electric storage water heaters; use 8516.10.11, 8516.10.30 or 8516.90.30 only when the catalogue confirms a different product nature.
Reference duties Reference MFN: 20%; ordinary duty: 30%; planning VAT: 10%; FTA/C/O benefits must be reviewed form by form and origin criterion by origin criterion.
Specialized policy May fall under Group 2 goods managed by MOST; also subject to mandatory energy labeling under MOIT where applicable.
Operational warning Product name, model, capacity, voltage, rated power, origin and technical parameters must match 100% across commercial documents, catalogue, test reports, labels and customs declaration.

SCOPE OF APPLICATION

Legal note

This article applies only to electric storage water heaters. It does not automatically cover electric kettles, hot water dispensers, instantaneous heaters, solar water heaters, heat-pump water heaters or separately imported parts. Review must be based on the actual catalogue, datasheet, model and import purpose.

Covered cases

  • Electric storage water heaters with a tank/reservoir.
  • Domestic or similar use, commonly rated at 220V–250V.
  • Capacity must be checked; energy-efficiency scope often focuses on models up to 50 liters.
  • New goods for trading, project supply, warranty or samples require separate dossier treatment.

Cases requiring separation

  • Hot water dispensers: review 8516.10.11.
  • Spare parts such as heating elements, valves, sensors or boards: review 8516.90.xx or other applicable codes.
  • Solar, heat-pump, multi-volume heating or industrial water heaters are not automatically covered.

CLASSIFICATION & TECHNICAL IDENTIFICATION

Classification should be based on the main function and structure: outer casing, insulated tank, inner tank, heating element, thermostat, safety valve, inlet/outlet connections, power cord and controller. The catalogue should show model, capacity, rated power, voltage, safety standard and actual use.

Criterion Documents Risk if incorrect Suggested goods description
Product type Catalogue, photos, manual Confusion with instantaneous heaters or water dispensers Electric storage water heater, model…, capacity…, rated power…
Capacity and voltage Datasheet, label, test report Wrong quality/energy scope State liters, V, W/kW
Heating structure Technical drawing Confusion with industrial heating devices or parts Mention tank, heating element, thermostat and safety valve
Condition Invoice, contract, serial photos Used/refurbished goods may trigger different policy Declare “brand-new 100%” only if true

HS CODE – DUTIES – C/O

The HS code for an electric storage water heater should be determined by the actual product nature: an electrical appliance designed to heat and store hot water in a tank/reservoir. The commercial wording “water heater” alone is not sufficient if the catalogue shows a different product such as a water dispenser, immersion heater or separately imported parts.

DETAILED DUTY TABLE TO REVIEW BEFORE CUSTOMS DECLARATION

The table below follows the same operational-table format used in this article. Each row represents one classification scenario, with HS code, MFN duty, ordinary duty, VAT, C/O and supporting documents. Rates are planning references only; the final declaration must be checked against the tariff schedule, C/O and VAT policy effective on the declaration date.

Classification scenario Reference HS code MFN import duty Ordinary import duty VAT C/O – special preferential duty & supporting documents
Electric storage water heater with tank/reservoir for domestic hot water supply. 8516.10.19
Other instantaneous or storage water heaters.
20% under heading 85.16 of the preferential import tariff schedule issued with Decree 26/2023/ND-CP. 30% if MFN/FTA treatment is not applicable and no specific ordinary rate applies; calculated at 150% of the MFN rate under Decision 15/2023/QD-TTg. Budget on 10%; consider 8% only if VAT reduction conditions are fully met and the product is not excluded at the declaration date. Review the relevant C/O form such as D, E, AK, VK, AJ, VJ, RCEP, EVFTA, UKVFTA, CPTPP. Check goods description, HS code, origin, origin criterion and transport route.
Electric hot-water dispenser / water dispenser fitted only with water heater, for drinking water use, not a wall-mounted storage water heater. 8516.10.11
Only when the catalogue supports this exact water-dispenser nature.
20%. 30% based on the 150% principle if MFN/FTA is not applied. Generally 10%; review 8% only where eligible. Do not use this code for a storage water heater with a tank for domestic hot water. Required evidence: catalogue, product photos, drinking-water function, tank structure, capacity and label.
Immersion water heater / heating rod, not a complete storage water heater. 8516.10.30 20%. 30% based on the 150% principle if MFN/FTA is not applied. Generally 10%; review 8% if eligible. Do not combine with storage water heaters. Check photos, construction, accessories, user manual and import purpose.
Separately imported parts for goods of subheading 8516.10, such as heating element, inner tank, thermostat or heating assembly, if declared separately. 8516.90.30
or another code by material/function if not qualifying as a part of 8516.10.
3% for parts of goods under subheading 8516.10. 4.5% if calculated at 150% of the 3% MFN rate. Generally 10%; review 8% if eligible. Do not classify parts as complete machines. Required evidence: BOM/part list, separate invoice lines, part photos, catalogue and intended use confirmation.
HS and duty control note

For this article, the primary reference HS code is 8516.10.19. Codes 8516.10.11, 8516.10.30 and 8516.90.30 are separate scenarios only when the technical dossier confirms a different product nature. Importers should not rely solely on the commercial name on the invoice; catalogue, datasheet, product photos, original label, capacity, rated power, voltage, tank structure and use purpose must be cross-checked.
