IMPORT PROCEDURE GUIDE FOR SMART PLUGS

Smart plugs are easy to mis-handle because the product is both an electrical plug/socket and may also integrate Wi-Fi, Bluetooth, Zigbee or RF. A generic description, wrong HS code, missing catalogue, inconsistent model between Invoice – Packing List – label, or unverified C/O may lead to document queries, inspection, loss of preferential duty or additional storage/container charges.

This guide provides an E2E (End-to-End) operational map for review before ETA: HS code, import duty, VAT, C/O, specialized policy, customs documents, clearance decision points and risks to block before arrival.

SCOPE OF APPLICATION

This article applies to smart plugs: intelligent plugs/sockets used to supply or cut power to household electrical devices, commonly rated 100–240V, 10A or 16A, with physical button, relay, control circuit and app connection via Wi-Fi/Bluetooth/Zigbee/RF.

CLASSIFICATION & TECHNICAL IDENTIFICATION

For smart plugs, the technical file must prove whether the product is essentially an electrical plug/socket with switching function, or an independent data transmission/radio control device. This determines HS code, specialized policy and customs document requirements.

HS CODE – DUTY – C/O

The HS classification of a smart plug should not be fixed solely by its commercial name. For Customs declaration, the importer should lock the essential character, voltage not exceeding 1,000V, rated current, plug/socket structure, and whether the Wi‑Fi/Bluetooth/Zigbee/RF module is integrated in a complete product or imported as a standalone module. For complete retail smart plugs, the primary review usually falls under 8536.69.

Tax dossier lock points before declaration

Operational conclusion: for complete smart plugs, the importer should prepare a tax matrix with at least three layers: HS by rated current, base MFN/ordinary/VAT, and preferential duty by C/O. Do not wait until cargo arrival, as an incorrect C/O or inconsistent A/V/W specification may remove preferential duty and delay clearance.

Step 1 – Pre-ETA review

Finalize HS code, duty, VAT, C/O, label and ICT/conformity risks; collect RF band and EIRP for wireless models.

Step 2 – Lock documents and technical files

Step 3 – Prepare specialized dossier if any

If conformity/quality inspection is triggered, prepare test report, technical dossier and filing plan before arrival.

Step 4 – Customs declaration

Step 5 – Clearance and delivery

FAQ

Question Answer
Does smart plug import require a licence? Do not conclude absolutely. A complete smart plug often follows normal customs procedure, but wireless models require ICT/conformity review by model.
What HS code should be used? Primary reference is 8536.69.99 if it is a plug/socket for voltage not exceeding 1,000V.
What is the import duty? For HS 8536.69.99, reference MFN 25%, ordinary 37.5%; valid C/O may reduce to 0% or other FTA rates.
