Import procedure guide for industrial printing machines
Industrial printing machines should not be treated as ordinary office printers. If the commercial description only states “industrial printer” without locking the printing technology, print size, speed, photocopy function, new/used status and whether the machine is subject to printing-equipment import declaration, the shipment may be held for HS explanation, declaration confirmation, additional catalogue or C/O review. This guide provides a pre-ETA E2E map: HS Code, duty, C/O, declaration, dossier, customs flow and key risks.
QUICK FACTS
| Item | What to review | Operational note |
|---|---|---|
| Product scope | Industrial printing machine for production, packaging, labels, marks, coding or industrial substrates; may use digital, inkjet, UV, screen, flexo, offset, gravure or other printing technology. | Do not describe only as “printer”; specify technology, model, print size, speed, number of colours and substrate. |
| Reference HS | Heading 8443; key lines to review include 8443.19.00, 8443.32.90, 8443.39.40, 8443.39.90. | Final HS depends on printing technology, construction, network/ADP connectivity and copy/fax/scan functions. |
| Reference duties | Common MFN: 0% or 5%; ordinary duty: 5% or 7.5%; VAT baseline: 10%. | Special preferential duty may apply if a valid C/O under an FTA is available. |
| Specialized policy | The machine may be subject to import declaration for printing equipment before importation under Decree 60/2014/ND-CP, as amended by Decree 25/2018/ND-CP and 72/2022/ND-CP. | Use “declaration” instead of “import licence” where the current mechanism applies. |
| Used equipment | Industrial printing and post-press equipment: age generally not exceeding 20 years; prepress/mould-making equipment: 10 years; colour photocopiers or colour copy-printers: 3 years. | Year of manufacture, serial number and condition must be fixed before contract/shipment. |
| Core dossier | Invoice, Packing List, B/L or AWB, C/O, catalogue, datasheet, printing technology document, nameplate photo, model list and declaration documents if applicable. | Goods name, model, serial, origin, year of manufacture and technical specifications must match across documents. |
SCOPE OF APPLICATION
Applies to
- Industrial printing machines imported for packaging, label, mark, code or industrial printing operations.
- Digital, industrial inkjet, UV, screen, flexo, offset, gravure and other printing technology machines.
- New 100% machines or used/refurbished machines if the applicable conditions are met.
Not automatically covered
- Small office printers that may fall under the declaration exemption threshold.
- Colour photocopiers, colour copy-printers and multi-function scan/copy/fax machines.
- 3D printers, prepress equipment, post-press machines, spare parts or complete lines with mixed functions.
CLASSIFICATION & TECHNICAL IDENTIFICATION
Industrial printing machines must be identified by printing technology, printing unit, connectivity, substrate and intended use. A packaging-label printer is different from an office printer, colour photocopier or prepress unit. The customs description must therefore contain technical data, not only the commercial name.
| Technical criterion | Documents to compare | Risk if wrongly described | Suggested customs description |
|---|---|---|---|
| Printing technology | Catalogue, datasheet, manual | Wrong HS between 8443.19, 8443.32 and 8443.39; wrong declaration policy. | “Industrial UV inkjet printer, model…, printing width…, speed…, for packaging label printing”. |
| Connectivity | Datasheet, port list, software manual | Wrongly classed as network-capable or non-network printer. | State Ethernet/USB/Wi-Fi/industrial controller if any. |
| Copy/scan/fax functions | Catalogue, user manual | May shift to multifunction or colour photocopy policy with different age limits. | State “printing function only” or list combined functions. |
| Print speed and size | Datasheet, nameplate | Wrong declaration exemption assessment or incomplete specialized dossier. | State maximum speed, print size and substrate. |
| New/used status | Invoice, contract, photos, serial, year of manufacture | Used equipment may not satisfy age and evidence requirements. | State “new 100%” or “used, year of manufacture…”. |
| Accessories/modules | Packing List, accessory list | Wrong customs value or missing policy review for Wi-Fi/power modules. | Separate main machine, controller, software, print heads, testing ink and accessories. |
HS CODE – DUTY – C/O
Industrial printing machines are usually reviewed under Chapter 84, heading 8443. A single HS code should not be applied to all printers. The final line must be selected by printing technology, network/ADP connectivity and additional functions.
| Reference HS code | Application condition | Reference MFN duty | Reference ordinary duty | Reference VAT | Main risk | Documents to compare |
|---|---|---|---|---|---|---|
| 8443.19.00 | Other printing machinery using plates, cylinders or other printing components of heading 84.42. | 0% | 5% | 10% | Confused with digital or network-capable printers. | Catalogue, process drawing, printing unit description. |
| 8443.32.90 | Other printers capable of connecting to automatic data processing machines or networks. | 0% | 5% | 10% | Ignoring Ethernet/Wi-Fi/USB industrial connectivity may lead to wrong HS. | Datasheet, port list, software manual. |
| 8443.39.40 | Other inkjet printers not falling under 8443.32. | 5% | 7.5% | 10% | Wrongly grouped into “other printers” or network-capable printers. | Catalogue, inkjet technology, connectivity. |
| 8443.39.90 | Other printers, other type, when preceding subheadings are not met. | 5% | 7.5% | 10% | Using “other” too early without reviewing technology and connectivity; keeping 0% for this line would understate import duty. | Catalogue, datasheet, machine photos. |
| C/O situation | How to handle special preferential duty | Common risk | Pre-ETA check |
|---|---|---|---|
| No C/O | Apply MFN or ordinary duty depending on origin and eligibility. | Higher duty due to late C/O planning. | Confirm origin, manufacturer and route before booking. |
| C/O with wrong HS/description | FTA preference may be rejected. | Description says printer but dossier shows photocopy/prepress functions. | Check C/O draft before issuance. |
| Valid FTA C/O | Some 8443 lines may enjoy 0% preferential duty depending on the FTA. | Origin criterion, direct consignment or third-party invoice issue. | Check form, origin criterion, invoice, B/L/AWB, HS and description. |
SPECIALIZED MANAGEMENT POLICIES
| Goods situation | Possible policy | Documents to check | Authority / portal | Recommended timing | Risk note |
|---|---|---|---|---|---|
| Industrial printing machine as printing-sector equipment | Import declaration for printing equipment before importation under Decrees 60/2014, 25/2018 and 72/2022. | Declaration form, technical specifications, printing technology, model and year of manufacture. | Ministry specified by the decree / National Single Window or the successor portal. | Before ETA, preferably before shipment departure. | Missing declaration confirmation may delay customs clearance. |
| Small inkjet/laser office printer | May fall under exemption if speed/size thresholds are proven. | Catalogue showing speed, A4/A3 size, technology and functions. | Customs / specialized authority upon review. | Before HS finalization and booking. | Do not claim exemption without technical evidence. |
| Colour photocopier or colour copy-printer | Separate age limit, generally 3 years. | Copy colour function, year of manufacture, serial. | Specialized printing authority / NSW. | Before purchase. | Easy to confuse with industrial printers if multifunctional. |
| Used/refurbished machine | Industrial printing/post-press equipment age: 20 years; other used machinery rules may also need review. | Year of manufacture, condition, nameplate, quality evidence. | Customs and specialized authority. | Before contract. | Incorrect year or missing evidence may block import. |
| Machine with Wi-Fi/Bluetooth/4G/5G | Possible ICT/radio policy for wireless module. | Module datasheet, frequency, output power, model. | Telecom/ICT authority if applicable. | Before ETA. | Do not absorb radio module into main machine without policy review. |

FAQ
Does an industrial printing machine need an import licence?
Many printing devices are now handled under a declaration mechanism instead of licensing. The actual machine and dossier must be reviewed.
Must the declaration be made before import?
If the machine is printing-sector equipment subject to declaration, it should be declared before importation under Decree 72/2022/ND-CP.
What HS code is common?
Review heading 8443, including 8443.19.00, 8443.32.90, 8443.39.40 and 8443.39.90.
Is VAT 8% or 10%?
The baseline is 10%; 8% is reviewed only if a valid VAT reduction policy applies and the goods are not excluded.
Can used industrial printing machines be imported?
Possibly, but age and condition requirements must be reviewed. Industrial printing/post-press equipment is generally limited to 20 years.
What if invoice model differs from catalogue?
Correct documents or prepare an explanation before declaration, because mismatches affect HS, declaration, C/O and labelling.
