GUIDE TO IMPORT PROCEDURES FOR WI-FI CAMERAS INTO VIETNAM

A Wi-Fi camera is a risk-sensitive product if it is declared simply as “camera” without checking radio connectivity, Internet protocol, video recording/storage, encryption, power supply and firmware. An incorrect HS classification such as 8525.89.90, missing ICT conformity documents, or failure to review the cybersecurity requirements for IP surveillance cameras may lead to customs queries, additional documents, delayed launch plans and unexpected DEM/DET. This guide provides an E2E map for reviewing HS code, duty, C/O, sectoral policy, customs documents and pre-ETA risks.

Sectoral policy IP/Wi-Fi cameras may require ICT/radio conformity review and QCVN 135:2024/BTTTT for Internet Protocol surveillance cameras. From 01 January 2026, imported Internet Protocol surveillance cameras must comply with QCVN 135:2024/BTTTT.
Labeling Original label/Vietnamese sub-label, model, origin, responsible entity, power parameters and warnings if any. Label, catalogue, invoice and customs declaration must be consistent.
Legal note: This article applies only to Wi-Fi cameras as a single product. The final position must be determined by the actual catalogue, datasheet, model, Wi-Fi transmission power, frequency band, firmware, cloud/AI/encryption functions, new/used condition and import purpose.

SCOPE OF APPLICATION

This guide applies to Wi-Fi cameras imported for trading, project installation, internal use, samples or warranty purposes. A typical product is an IP camera operating on 2.4 GHz/5 GHz Wi-Fi and transmitting video through LAN/Internet, mobile apps or cloud platforms.

  • It does not automatically cover Wi-Fi robot vacuums, smart speakers, smart plugs, smart bulbs, smart locks or home hubs.
  • Analog cameras, webcams, dash cameras, dedicated night-vision cameras, drone cameras or video recorders may fall under different HS/policy treatment.
  • New goods, used goods, refurbished goods, samples, warranty goods and project cargo may be treated differently.
  • Separate review is required if the product includes 4G/5G, Bluetooth, Zigbee, lithium battery, adapter, memory card, encryption or dedicated security functions.

CLASSIFICATION & PRODUCT IDENTIFICATION

Main function

The main function is surveillance/recording and transmission of image data through Internet Protocol. Confirm resolution, video compression, field of view, local/cloud storage, night mode and Wi-Fi standard.

Technical configuration

Check model, Wi-Fi chipset, 2.4 GHz/5 GHz/6 GHz band, EIRP/transmission power, DC power/adapter, battery, microphone/speaker, AI detection and firmware.

Product set

The set may include camera body, bracket, adapter, cable, screws, memory card, manual and app QR code. Accessories may trigger labeling, battery or electrical safety checks.

Import purpose

Separate commercial import, project installation, internal use, test sample, warranty replacement and EPE/FDI import, as the purpose affects sectoral dossiers and record retention.

Operational warning: Generic names such as “camera”, “IP camera” or “smart camera” without Wi-Fi/model/function details may cause wrong HS code, missing conformity documents, missing QCVN 135 review, labeling errors or post-clearance queries.

HS CODE – DUTY – C/O

HS classification should follow the main function as a television/digital/video camera and then review technical variants. For common Wi-Fi surveillance cameras, the reference code is 8525.89.90. Reclassification is needed if the product is a webcam, dedicated recording camera, night-vision camera, high-speed/radiation-hardened camera or camera mounted on a flying device.

Step 1 – Pre-ETA review

FAQ – COMMON QUESTIONS

Does importing Wi-Fi cameras require a license? Do not make a general conclusion. Review model, Wi-Fi band, IP function, encryption, QCVN 135 and the current group-2 list.
What is the common HS code? The common reference is 8525.89.90, subject to review for webcams, night-vision cameras, dedicated recorders or drone cameras.
What are the import taxes? Reference: ordinary duty 5%, MFN 0%, standard VAT 10%. 8% VAT requires eligibility and exclusion review.
