A trade name such as “CNC lathe” is not enough to determine an export route. Machine orientation, spindle power, turning-centre functions, accuracy, controller, end-use and destination market may change HS classification, strategic-trade screening, origin evidence and destination compliance.

Vietnam-reporter WITS/UN Comtrade 2023 data shows HS6 845891 exports to China of about USD 432.74K, Korea USD 391.22K and Japan USD 314.20K. For HS6 845811, reported exports were about USD 105.39K to Japan, USD 38.39K to Korea and USD 23.03K to China.

Russia also appears prominently in the 2023 HS845811 data. It is not treated as a core market in this general article because CNC machine tools may require a separate review of end-user/end-use, strategic-trade controls, sanctions, payment and carrier acceptance. 4. VIETNAM EXPORT POLICY

GATE: if the machine falls or may fall within strategic/dual-use controls, resolve licensing/authorization before shipment. Commercial relabelling is not a control solution.

5. HS CODE – EXPORT DUTY – EXPORT VAT

5.1. HS: CNC IS NOT A STANDALONE HS CATEGORY

Heading 84.58 covers lathes, including turning centres, for removing metal. For an actual horizontal numerically controlled lathe, reference 8-digit codes in Vietnam are 8458.11.10 where spindle power does not exceed 4 kW and 8458.11.90 for other horizontal CNC lathes. For other CNC lathes, reference code is 8458.91.00.

Do not use those codes merely because “CNC” appears on the catalogue. Multifunction turning centres, machining centres, production cells and separately exported parts require principal-function/configuration review.

12. INCOTERMS – TRANSPORT – PACKING – COST

Transport planning should begin with packed dimensions + GW + CoG + lifting points + commissioning deadline, not with a freight quote. A CNC lathe is a high-value precision machine, so packing is risk control.

INCOTERM

FCA/FOB/CIF/CIP/DAP may fit depending on buyer. Define export customs, main carriage, insurance, destination handling, unloading/rigging and commissioning responsibilities. Risk transfer and cost transfer are not the same point.

1. Can a CNC lathe be exported from Vietnam?

The trade name alone is insufficient. Ordinary industrial machines may follow the general foreign-trade route, but exact model data must be screened under Decree 292/2026 and, where triggered, Decree 259/2025 plus Circular 42/2026.

2. Is the HS 8458.11 or 8458.91?

Horizontal CNC lathes point to 8458.11; Vietnam further separates 8458.11.10 at spindle power ≤4 kW and 8458.11.90 for other horizontal CNC lathes. Other CNC lathes may point to 8458.91.00.

3. Does “CNC” alone make the machine dual-use?

No. Strategic-trade applicability depends on technical characteristics, control-list scope and end-use/end-user. CNC is one input, not a legal conclusion.

4. Is GB 15760-2025 mandatory for China?

GB 15760-2025 is a mandatory national safeguarding standard for metal cutting machines and has been implemented since 1 Aug 2026. The exact conformity route/evidence should still be confirmed with the importer for the model.

5. Does a lathe exported to Korea involve KCs?

8. VKFTA or RCEP for Korea?

Compare PSR, tariff benefit, proof route and the actual BOM. There is no universal answer for every model.

9. CPTPP or RCEP for Japan?

Compare PSR and certification/proof requirements. The more favourable or achievable route depends on the actual BOM and transaction.

10. Can a CNC lathe fit a 20GP/40HC?

Only after final packed dimensions, GW, CoG, floor-load and lifting geometry are known. OOG/heavy machines may require OT/FR or special handling.

11. Do retained hydraulic oil/coolant affect booking?

They can. Obtain SDS, retained quantity and classification/flash-point information so the carrier can decide drain/retain and DG/non-DG handling.

12. What should be archived after shipment?

Keep the customs set, final transport docs, origin audit trail, policy screening, compliance reports, FAT, packing/lashing photos, serial mapping, buyer/bank documents, payment and commissioning/claim records.
