IMPORT PROCEDURE GUIDE FOR PRINTING EQUIPMENT

Printing equipment should not be treated as ordinary machinery. A vague item name, missing printing technology, unsupported print speed/paper size or confusion between printer, copier and post-printing equipment can trigger additional declaration, HS explanation, used-equipment age review or loss of C/O preference. TERMS AND WHY THE PROCEDURE MATTERS

Printing equipment

Machinery/tools used for one or more stages of prepress, printing, post-press processing and photocopying. Industrial printing machines must be distinguished from normal office printers.

Import declaration

A specialized filing before importing certain printing equipment. The result is a confirmation of import declaration for printing equipment.

Printing technology

Digital, offset, flexographic, gravure, letterpress, screen printing or other printing technologies. The technology is a key policy trigger.

ETA

ETA means Estimated Time of Arrival. For printing equipment, the technical dossier should be locked before ETA to reduce storage, DEM/DET and clearance delay risks.

Policy must be reviewed by production stage, not by trade name only. “Printer” may refer to an industrial offset press, colour photocopier, office laser printer, label printer or post-press machine, each potentially subject to different treatment.

HS CODE – DUTY – C/O

This HS – duty – C/O section is structured as a pre-ETA review framework, not as a substitute for a final customs classification decision. For printing equipment, the commercial description “printer” may lead to different HS headings depending on printing technology, production stage, paper size, speed, photocopying function, new/used condition and accessories supplied with the machine.

Control principle: do not classify solely by invoice description. Review at least catalogue, datasheet, machine photos, model/serial list, printing technology, year of manufacture, goods condition and import purpose. The duty rates below are operational references for cost planning; the final declaration must be checked against the tariff schedule in force, the 8-digit HS code and the actual dossier.

FAQ

1. Must every printer be declared?

No. It depends on equipment type, technology, speed, print size and exceptions. Customs and labeling requirements still apply.

2. Is a colour photocopier printing equipment?

It may be, especially if it is a colour photocopier or printer with colour photocopying function. Check datasheet and HS.

3. What documents are required for the declaration?

Form No. 04 and technical documents showing specifications and technology of each type of equipment.

4. Where is the dossier submitted?

Online via the National Single Window under the printing equipment import declaration procedure.

5. How long does it take?
