IMPORT PROCEDURE GUIDE FOR SMART BULB

Smart bulb is a smart LED lamp that may integrate Wi-Fi, Bluetooth, Zigbee, RF or app-control modules. The key compliance risk is that the product is both an LED lighting product and, depending on the model, a connected radio/ICT device.

If the invoice only states “smart light”, “Wi-Fi bulb” or “LED lamp”, while the catalogue shows multiple connection standards, wattage, voltage, lamp cap and models, Customs or specialized authorities may request technical documents, quality inspection, conformity certification, energy/label review or C/O clarification.

This article provides an E2E (End-to-End) review map before ETA (Estimated Time of Arrival): HS Code, import duty, C/O, specialized policies, document set, clearance decision points and risks to control before cargo arrival.

Key documentsInvoice, Packing List, B/L/AWB, C/O, catalogue, datasheet, original label, test report if anyProduct name, model, wattage, voltage, lamp cap, connectivity and origin must match across all documents.

Legal note

HS codes and duty rates in this article are for pre-shipment review. The importer must verify the current tariff schedule, VAT policy, technical documents, catalogue, datasheet, model and actual import purpose at declaration date.

SCOPE OF APPLICATION

This article applies only to smart bulb: a smart LED bulb for general lighting, normally with E27/E14 screw cap or equivalent cap, controlled by app, voice assistant or smart-home ecosystem.

  • Applicable to new goods imported for trading, e-commerce, distribution projects or smart-home installation.
  • Not automatically applicable to smart light strips, panel lights, recessed lights, decorative luminaires, street lights, industrial/specialized lighting or products supplied with separate driver/controller.
  • Samples, warranty goods, used/refurbished goods, goods packed with hub/adapter/remote controller may trigger different policies.
  • If the model has Wi-Fi, Bluetooth, Zigbee, RF, encryption, cloud control or gateway linkage, radio/ICT documents must be reviewed separately.

Review must be based on the actual catalogue, datasheet, model and import purpose.

CLASSIFICATION & TECHNICAL IDENTIFICATION

Smart bulb should be identified under two layers: LED lighting product and connected smart device. Describing only “bulb” may omit radio policy; describing only “Wi-Fi device” may distort the core classification.

HS CODE – DUTY – C/O

For smart bulb, the HS review normally starts from its nature as an LED lamp. The catalogue must confirm whether it is a standalone LED bulb, a complete luminaire or a set with separate hub/controller.

PRACTICAL E2E PROCESS

Step 1: Pre-ETA review

Confirm HS, policy, duty, VAT, C/O, label and specialized requirements.

Step 2: Lock documents

Finalize invoice, packing list, B/L/AWB, catalogue, datasheet and model list.

Step 3: Specialized filing

Prepare LED conformity/quality documents and radio documents if applicable.

Step 4: Customs declaration

Green: system clearance; Yellow: documentary check; Red: documentary and physical inspection.

Step 5: Clearance & delivery

Pay duty/tax, release cargo, apply labels/marks if required and deliver domestically.

Step 6: Post-clearance file

Keep declaration, C/O, technical documents, test reports and label photos by shipment.

PRE-ETA RISK CHECKLIST

Wrong HS between bulb and luminaire: check cap type, structure and function.
Missing LED QCVN review: check QCVN 19:2019 and QCVN 19:2025 from 01/06/2026.
Missing wireless policy: request radio datasheet, not only marketing catalogue.
C/O mismatch: check HS/description/origin criterion before original issuance.
Model mismatch: lock model list before ETD.
Sub-label not ready: prepare Vietnamese label before domestic circulation.
Wrong VAT 8%/10%: verify Decree 174/2025 and exclusions at declaration date.
Hub/remote/adapter not declared clearly: separate or explain kit components.

FAQ – COMMON BUSINESS QUESTIONS

QuestionBrief answer
Does smart bulb need an import permit?Do not conclude absolutely. General LED bulb requires LED QCVN review; Wi-Fi/Bluetooth/Zigbee/RF models require additional radio/ICT review.
What HS code is commonly reviewed?8539.52.10 for screw-cap LED bulb; 8539.52.90 for other LED lamps. Complete luminaires may fall under 9405.
What are the import taxes?Reference for HS 8539.52.10/8539.52.90: MFN 0%, ordinary duty 5%, VAT 8% or 10%. Verify at declaration date.
Is C/O still needed if MFN is 0%?It may not reduce import duty further, but remains useful for origin evidence, supply-chain compliance and post-clearance file.
Is Vietnamese sub-label required?Yes, for circulation in Vietnam, subject to Decree 43/2017 and 111/2021.
What if invoice model differs from catalogue?Do not declare immediately. Request corrected documents or official model mapping.
Is energy labeling required?Review according to LED lighting/energy-efficiency scope, technical specs and circulation purpose.
Are samples treated the same?Purpose, quantity and value may differ, but HS and applicable specialized policy must still be reviewed.

IMPLEMENTATION SOLUTION FROM TGIMEX

This article provides a map of HS, duty, documents and specialized policies; however, actual shipments must still be reviewed against catalogue, datasheet, model, documents, origin and import purpose.

Pre-ETA review

HS, QCVN, C/O, duty, label, catalogue/datasheet/model.

Compliance file control

Cross-check Invoice, Packing List, B/L/AWB, C/O, test report, label and technical file.

Logistics & customs

Coordinate agents, track ETA, pre-alert, customs declaration, channel handling and domestic delivery.

TGIMEX has an agency network in more than 60 countries and is a member of WCA, WCA China Global, VLA and HNLA, with capacity in sea, air, road/rail transport, customs clearance, C/O, import permits, warehousing and domestic transportation.

For shipments that may involve specialized inspection, permits, C/O or labeling requirements, businesses should not wait until cargo arrival to review documents. Each small discrepancy between Invoice, Packing List, catalogue, datasheet, C/O or label may lead to additional document requests, clearance delays or unplanned storage costs.

TGIMEX supports businesses in establishing an E2E import plan: pre-ETA policy review, document checking, international transport coordination, customs declaration, clearance handling, domestic delivery and post-clearance file retention.
