IMPORT PROCEDURE GUIDE FOR SMART BULB

Smart bulb is a smart LED lamp that may integrate Wi-Fi, Bluetooth, Zigbee, RF or app-control modules. The key compliance risk is that the product is both an LED lighting product and, depending on the model, a connected radio/ICT device.

If the invoice only states “smart light”, “Wi-Fi bulb” or “LED lamp”, while the catalogue shows multiple connection standards, wattage, voltage, lamp cap and models, Customs or specialized authorities may request technical documents, quality inspection, conformity certification, energy/label review or C/O clarification.

SCOPE OF APPLICATION

This article applies only to smart bulb: a smart LED bulb for general lighting, normally with E27/E14 screw cap or equivalent cap, controlled by app, voice assistant or smart-home ecosystem.

  • Applicable to new goods imported for trading, e-commerce, distribution projects or smart-home installation.
  • Not automatically applicable to smart light strips, panel lights, recessed lights, decorative luminaires, street lights, industrial/specialized lighting or products supplied with separate driver/controller.
  • Samples, warranty goods, used/refurbished goods, goods packed with hub/adapter/remote controller may trigger different policies.
  • If the model has Wi-Fi, Bluetooth, Zigbee, RF, encryption, cloud control or gateway linkage, radio/ICT documents must be reviewed separately.

Review must be based on the actual catalogue, datasheet, model and import purpose.

CLASSIFICATION & TECHNICAL IDENTIFICATION

Smart bulb should be identified under two layers: LED lighting product and connected smart device. Describing only “bulb” may omit radio policy; describing only “Wi-Fi device” may distort the core classification.

HS CODE – DUTY – C/O

For smart bulb, the HS review normally starts from its nature as an LED lamp. The catalogue must confirm whether it is a standalone LED bulb, a complete luminaire or a set with separate hub/controller.

Tax file lock before ETA

Before declaration, lock the following data: proposed HS, lamp cap, wattage, voltage, model, origin, customs value, C/O and VAT rate 8% or 10%. Do not insert customs-cost calculation where no customs value is fixed.
