IMPORT PROCEDURE GUIDE FOR SMART BULB
Smart bulb is a smart LED lamp that may integrate Wi-Fi, Bluetooth, Zigbee, RF or app-control modules. The key compliance risk is that the product is both an LED lighting product and, depending on the model, a connected radio/ICT device.
If the invoice only states “smart light”, “Wi-Fi bulb” or “LED lamp”, while the catalogue shows multiple connection standards, wattage, voltage, lamp cap and models, Customs or specialized authorities may request technical documents, quality inspection, conformity certification, energy/label review or C/O clarification.
This article provides an E2E (End-to-End) review map before ETA (Estimated Time of Arrival): HS Code, import duty, C/O, specialized policies, document set, clearance decision points and risks to control before cargo arrival.
QUICK FACTS
| Item | Review content | Operational note |
|---|---|---|
| Product name | Smart bulb / smart LED bulb | Describe it as an LED bulb with smart control/connectivity. Avoid generic “lamp” where several models are involved. |
| Main reference HS | 8539.52.10 for LED lamp with screw cap; 8539.52.90 for other LED lamps | Classification depends on the lamp cap, construction, lighting function and actual catalogue. Luminaire/set products may fall under 9405. |
| Reference tax baseline | MFN: 0%; Ordinary duty: 5%; VAT: 8% or 10% | VAT 8% applies only where the goods are eligible for the VAT reduction at declaration date. |
| LED policy | Quality inspection/conformity review under QCVN 19:2019/BKHCN; from 01/06/2026, review QCVN 19:2025/BKHCN | Check product scope, voltage, LED lighting use and effective dates. |
| Radio/ICT policy | If the model has Wi-Fi/Bluetooth/Zigbee/RF, review ICT group-2 and applicable radio QCVNs | Do not conclude “no permit/no conformity” without radio datasheet and module details. |
| Key documents | Invoice, Packing List, B/L/AWB, C/O, catalogue, datasheet, original label, test report if any | Product name, model, wattage, voltage, lamp cap, connectivity and origin must match across all documents. |
Legal note
HS codes and duty rates in this article are for pre-shipment review. The importer must verify the current tariff schedule, VAT policy, technical documents, catalogue, datasheet, model and actual import purpose at declaration date.
SCOPE OF APPLICATION
This article applies only to smart bulb: a smart LED bulb for general lighting, normally with E27/E14 screw cap or equivalent cap, controlled by app, voice assistant or smart-home ecosystem.
- Applicable to new goods imported for trading, e-commerce, distribution projects or smart-home installation.
- Not automatically applicable to smart light strips, panel lights, recessed lights, decorative luminaires, street lights, industrial/specialized lighting or products supplied with separate driver/controller.
- Samples, warranty goods, used/refurbished goods, goods packed with hub/adapter/remote controller may trigger different policies.
- If the model has Wi-Fi, Bluetooth, Zigbee, RF, encryption, cloud control or gateway linkage, radio/ICT documents must be reviewed separately.
Review must be based on the actual catalogue, datasheet, model and import purpose.
CLASSIFICATION & TECHNICAL IDENTIFICATION
Smart bulb should be identified under two layers: LED lighting product and connected smart device. Describing only “bulb” may omit radio policy; describing only “Wi-Fi device” may distort the core classification.
| Criterion | Document to check | Risk if wrongly described | Suggested goods description |
|---|---|---|---|
| Main function | Catalogue, user manual, product image | May be misclassified as controller, electrical accessory or complete luminaire | “Smart LED bulb for lighting, app-controlled via Wi-Fi/Bluetooth, model…, wattage…” |
| Lamp cap type | Datasheet, original label, product image | Wrong subheading between 8539.52.10 and 8539.52.90 | State E27/E14/other cap where available. |
| Wattage/voltage | Label, datasheet, test report | Affects QCVN/energy-label scope and document request | State 220–240V, W, Hz exactly as label. |
| Connectivity | Radio datasheet, FCC/CE/RoHS if any, module list | May miss ICT/radio conformity requirements | State Wi-Fi 2.4GHz/Bluetooth/Zigbee/RF if applicable. |
| Model/series | Model list, invoice, packing list | Conformity/test report may not match shipment | List each model/series; do not use “assorted smart bulb”. |
| Accessories | Packing list, product photos | Hub/adapter/controller may require separate HS/policy review | Declare/explain each accessory if packed together. |
HS CODE – DUTY – C/O
For smart bulb, the HS review normally starts from its nature as an LED lamp. The catalogue must confirm whether it is a standalone LED bulb, a complete luminaire or a set with separate hub/controller.
| Reference HS code | Application condition | MFN duty | Ordinary duty | Reference VAT | Risk if misapplied | Documents to check |
|---|---|---|---|---|---|---|
| 8539.52.10 | LED lamp with screw cap, commonly E27/E14, for general lighting. | 0% | 5% | 8% or 10% | If not a screw-cap bulb or actually a complete luminaire, Customs may reclassify. | Catalogue, lamp-cap image, datasheet, original label, model list. |
| 8539.52.90 | Other LED lamps not falling under screw-cap type or requiring construction-based review. | 0% | 5% | 8% or 10% | Wrong cap-type description may affect HS and quality documents. | Catalogue, product image, electrical specifications, technical documents. |
| 9405 group to review separately | If the goods are complete luminaires, table/wall/decorative lights with housing/driver. | May vary by subheading | May vary by subheading | 8% or 10% | Using 8539 for complete luminaires may cause HS reassessment. | Installation catalogue, structure photos, BOM, use purpose. |
Reference C/O/FTA scenarios
| Origin/C/O scenario | Reference import duty | Operational condition | Risk note |
|---|---|---|---|
| No preferential C/O, MFN applied | 0% for HS 8539.52.10/8539.52.90 if correctly classified | Commercial origin documents should still support origin declaration. | As MFN is already 0%, preferential C/O may not reduce duty further but remains useful for origin/compliance file. |
| ATIGA – Form D | May be 0% if origin rules are met | Check origin criterion, direct transport, third-party invoice. | Incorrect C/O may be rejected or questioned after clearance. |
| ACFTA – Form E / RCEP | May be 0% or according to the applicable special tariff | Check C/O HS, description and China/ASEAN origin. | Do not use C/O to cover goods not meeting origin rules. |
| AKFTA/VKFTA, AJCEP/VJEPA, CPTPP, EVFTA, UKVFTA, AANZFTA, AIFTA | Usually not higher than MFN when qualified; verify current special tariff | Check C/O form/self-certification, direct transport and third-party invoicing. | If MFN is 0%, use C/O mainly for complete origin traceability. |
| US or no applicable FTA | MFN may apply if conditions are met | Check origin marking, invoice, packing list, manifest. | No preferential C/O does not remove the need to evidence origin. |
Tax file lock before ETA
Before declaration, lock the following data: proposed HS, lamp cap, wattage, voltage, model, origin, customs value, C/O and VAT rate 8% or 10%. Do not insert customs-cost calculation where no customs value is fixed.
