IMPORT PROCEDURES FOR WI-FI ROBOT VACUUM CLEANERS

A Wi-Fi robot vacuum cleaner should not be treated merely as an ordinary vacuum cleaner. It may include a suction motor, lithium battery, docking station, adapter, Wi-Fi/Bluetooth module, sensors, mobile app control and, in some models, camera/LiDAR functions.

If the product is declared only as “vacuum cleaner” without reviewing the model, wireless bands, battery, camera, adapter, dust-bin capacity and accessories, the shipment may face HS misclassification, missing ICT conformity documents, post-clearance quality issues, denied C/O preference, DEM/DET exposure or document supplementation after arrival.

This article provides an E2E (End-to-End) compliance map before ETA: reference HS codes, duty, VAT, C/O, Wi-Fi/Bluetooth policy, lithium battery documents, labelling, customs dossier and risk checklist.

QUICK SUMMARY

Review item Operational conclusion Application note
Product Wi-Fi robot vacuum cleaner for household or similar use with automatic vacuuming and wireless connectivity. Do not combine with Wi-Fi cameras, smart speakers, smart plugs, smart bulbs, smart locks or home hubs.
Main reference HS 8508.11.00 if it is a self-contained motor vacuum cleaner, power not exceeding 1,500 W and dust bag/container not exceeding 20 litres. Verify catalogue, datasheet, label images, motor rating, dust-bin capacity and actual accessories.
Specialized policy Electrical safety/EMC, Wi-Fi/Bluetooth, lithium battery, labelling and C/O may all need parallel review. Wireless modules require review against the ICT Group-2 list and radio technical regulations by band. Battery/rechargeable robot models should not be automatically treated the same as direct-AC vacuum cleaners; review QCVN 9 scope by model.
Duty reference For 8508.11.00: ordinary import duty 37.5%, MFN 25%. VAT: verify 8%/10% on declaration date. Special preferential duty may apply with a valid C/O and a matching FTA tariff schedule.
Legal note: This is an operational review for the product category, not a final legal opinion for all models. Actual classification must be checked against the catalogue, datasheet, model, wireless band, battery, adapter, camera/sensor functions, documents and import purpose.

SCOPE OF APPLICATION

Applicable to

  • Household Wi-Fi/Bluetooth robot vacuum cleaners.
  • Models with docking station, adapter, lithium battery and anti-drop/anti-collision sensors.
  • Robot vacuums with mobile app control, mapping and auto-return charging.
  • New goods imported for trading, distribution, projects, samples or warranty purposes.

Not automatically applicable to

  • Industrial autonomous floor-cleaning robots.
  • Wi-Fi cameras, smart speakers, smart plugs, smart bulbs, smart locks and home hubs.
  • Spare parts such as batteries, charging docks, filters, brushes, motors or PCB assemblies.
  • Used/refurbished goods without a separate policy review.

Review by catalogue, datasheet, model and actual import purpose, especially where the product has a camera, cloud storage, encryption module, gateway/home hub capability or smart-home control functions.

CLASSIFICATION & TECHNICAL IDENTIFICATION

The product must be identified by main function, electrical structure, wireless module and accessories. Generic naming may lead to wrong HS, wrong specialized policy, missing ICT conformity dossiers and incorrect labels.

Criteria to check Documents to compare Risk if misstated Suggested goods description
Main function Catalogue, user manual, product photos Confusion with floor scrubbers or other smart home devices Wi-Fi robot vacuum cleaner, rechargeable battery, with docking station, model…, brand new
Motor power and dust capacity Datasheet, rating label, manual Wrong classification under 8508.11.00 or 8508.19 Record power, dust-bin capacity and battery/power source internally.
Wi-Fi/Bluetooth/band Wireless specification, test report, module datasheet Missing ICT conformity dossier Declare and review wireless function separately.
Lithium battery and dock MSDS, UN38.3, battery spec, adapter spec Transport refusal or DG booking issue Separate battery/adapter data for freight booking.
Camera/LiDAR/microphone if any Manual, app description, cloud/privacy functions Potential cybersecurity, data or encryption review Do not describe camera models as ordinary robot vacuum only.

HS CODE – DUTY – C/O

HS should be determined by the complete product. If the main function is automatic vacuuming, the reference heading is generally 8508. Wireless connectivity does not remove its vacuum-cleaner nature but triggers a parallel ICT compliance review.

Reference HS Applicable description Import duty & VAT reference C/O/FTA & operational note
8508.11.00 Self-contained motor vacuum cleaner, power not exceeding 1,500 W and dust bag/container not exceeding 20 litres; usually the first HS to review for household robot vacuums.
  • Ordinary duty: 37.5%
  • MFN: 25%
  • VAT: check 8%/10%
FTA preferences may apply under ACFTA/ATIGA/AKFTA/VKFTA/AJCEP/VJEPA/AANZFTA/CPTPP/EVFTA/UKVFTA/RCEP if the C/O and FTA tariff schedule are valid.
8508.19.10 Other self-contained motor vacuum cleaners for household purposes; consider if 8508.11.00 conditions are not met.
  • Ordinary: 37.5%
  • MFN: 25%
  • VAT: check 8%/10%
Do not use this HS merely because the product has Wi-Fi. Technical basis is required.
8508.19.90 Other self-contained motor vacuum cleaners.
  • Ordinary reference: 5%
  • MFN: 0%
  • VAT: check 8%/10%
Lower duty is not a classification basis. Technical evidence must support the HS.
8508.70.00 Parts of vacuum cleaners, such as filters, brushes, motors or replacement assemblies imported separately.
  • Check ordinary/MFN at declaration date
  • VAT: check 8%/10%
Not for complete robot vacuums.
VAT note: The base VAT rate is generally 10%. During the VAT reduction period under Decree 174/2025/ND-CP, 8% may apply if the goods are not in the excluded categories. Verify on declaration date.

IMPLEMENTATION SOLUTION FROM TGIMEX

This article provides a map of HS, duty, documents and specialized policies. For an actual shipment, the importer still needs model-specific review of catalogue, datasheet, origin, Wi-Fi/Bluetooth, lithium battery, adapter, camera/sensors and import purpose.

TGIMEX operates through an agent network in more than 60 countries and is a member of WCA, WCA China Global, VLA and HNLA, supporting international freight, customs clearance, C/O, permits, warehousing and inland delivery.

Pre-ETA review

HS, duty, C/O, VAT, Wi-Fi/Bluetooth, battery, labels and model documents.

Compliance control

Invoice, packing list, B/L/AWB, C/O, test reports, labels and technical documents.

E2E execution

International freight, customs declaration, clearance handling, inland delivery and post-clearance archiving.

For shipments likely to involve specialized inspection, permits, C/O or labelling, enterprises should not wait until arrival to start the dossier review. Small mismatches between documents can lead to supplement requests, clearance delay and storage costs.
