IMPORT PROCEDURE GUIDE FOR HANDHELD TERMINAL

A handheld terminal is often confused with a tablet, PDA, POS handheld device or standalone barcode reader. If the commercial documents only describe the goods as “terminal” without matching the catalogue, datasheet, wireless modules, barcode/RFID/NFC reader, battery and charger, the shipment may face wrong HS classification, additional technical compliance review, missing conformity documents or model inconsistency between documents and product label. This article provides an E2E map for checking HS code, duties, C/O, specialized policies, clearance documents, customs workflow and pre-ETA risks.

CLASSIFICATION & TECHNICAL IDENTIFICATION

The key is to define the principal function: portable ADP terminal, payment POS, barcode reader, telecommunication terminal or specialized data acquisition device.

HS CODE – DUTY – C/O

For a handheld terminal with processing unit, touchscreen, input function and data-processing capability, HS review normally starts under automatic data processing machines. If the payment, barcode reading or telecom function is the principal function, classification must be reassessed.

FAQ

Does a handheld terminal require an import permit?

It depends on model, wireless modules, security functions and product description. Do not conclude before reviewing the actual technical dossier.

Is conformity declaration required?

It may be required if the goods fall within the ICT group-2 list by both HS code and description under Circular 29/2025/TT-BKHCN.

Is Vietnamese sub-labeling required?

Yes, if the goods are circulated in Vietnam and the original label does not contain mandatory Vietnamese information.

Can C/O reduce duty?

Only if the relevant FTA tariff and origin criteria are satisfied. MFN may already be 0% for HS 8471.30.90, but C/O remains important for origin evidence.

Are sample/warranty goods treated the same?

Not automatically. Import purpose, value, payment terms and specialized policies must be reviewed separately.

What if invoice model differs from catalogue?

Request correction or manufacturer confirmation before customs declaration.

EXECUTION SOLUTION FROM TGIMEX

This article outlines HS, duty, documents and specialized policies for handheld terminals. In practice, each shipment still requires model-based review against the actual catalogue, datasheet, documents, origin and import purpose.

E2E coordination

HS, C/O, duty, label, catalogue/datasheet/model review; coordination with agents, carriers and pre-alert tracking.

Compliance dossier control

Cross-check invoice, packing list, B/L/AWB, C/O, catalogue, test reports, label, wireless modules, battery and technical files.

Customs declaration

Prepare declarations, handle Green/Yellow/Red channels and support explanations on HS, value, origin and specialized policies.

Post-clearance records

Maintain shipment files, sub-label dossier, conformity records if applicable, tax documents and audit-ready explanations.

For shipments with potential specialized inspection, permits, C/O or labeling requirements, enterprises should not wait until arrival to start dossier review. A small mismatch between invoice, packing list, catalogue, datasheet, C/O or label may trigger additional documents, delay clearance or generate storage costs.
