GUIDE TO MONITOR IMPORT PROCEDURES INTO VIETNAM
A monitor may appear to be a simple electronic product, but import documentation often becomes risky at four points: using a generic product name, misclassifying computer monitors, industrial displays and interactive displays, failing to verify whether the goods are new/used/refurbished, and overlooking embedded wireless modules. These discrepancies may lead to requests for catalogue/datasheet supplements, customs channel escalation, loss of C/O preferential treatment, or additional DEM/DET (container detention/demurrage and storage) costs. This article provides an E2E (End-to-End) review map before ETA (Estimated Time of Arrival): HS code, proposed tax rates, specialized policies, customs dossier, clearance decision points and risk controls before arrival.
| Quick review item | Recommendation for Monitor | Application note |
|---|---|---|
| Product name | Monitor / computer monitor / separate display for automatic data processing machines | Do not automatically apply to interactive displays, digital signage, TVs or displays with embedded PCs. |
| Main reference HS | 8528.52.00 | Applicable when the monitor can directly connect to and is designed for use with automatic data processing machines of heading 84.71. |
| Proposed taxes | Ordinary import duty: 5%; MFN duty: 0%; VAT: 10%; special preferential duty with valid C/O: usually reviewed at 0% if FTA conditions are met. | Check the tariff schedule, exporting country, C/O and VAT policy on the customs declaration date. |
| Specialized policy | New standard monitor: focus on HS, tax, labels, C/O and technical documents. If it includes Wi‑Fi/Bluetooth/4G/5G, radio modules, encryption or embedded PC functions, conduct additional ICT/telecom/civil cryptography review. | Do not conclude “no permit required” without checking catalogue, datasheet, model and actual functions. |
| High-risk points | Confusion with TVs/interactive displays; refurbished goods; missing catalogue; C/O description mismatch; original label missing origin/model. | Lock the technical dossier before ETA. |
SCOPE OF APPLICATION
This article applies to Monitor only: a separate display used to show images/data from a computer or data processing device, commonly connected via HDMI, DisplayPort, USB‑C, VGA or equivalent ports.
- Related group: Monitor, separate display, LCD/LED/OLED computer monitor.
- Do not automatically apply this article to interactive display, digital signage, TV with tuner, medical display, specialized industrial display or display with embedded computer/OPS/Android box.
- New goods, used goods, refurbished goods, samples, warranty shipments, project cargo and imports for EPE/FDI/factories may trigger different policies.
- If the model includes Wi‑Fi/Bluetooth, radio transmitter, camera, microphone, smart speaker, encryption software, battery, adapter or power supply, review each function separately.
PRODUCT CLASSIFICATION & TECHNICAL IDENTIFICATION
For Monitor imports, customs usually needs to identify the product by display function, connection ports, panel technology, size, resolution, power supply, touch/control capability and the presence or absence of wireless modules. Descriptions such as “monitor”, “display” or “screen” alone may not be sufficient for classification.
| Item to check | Document to compare | Risk if described incorrectly | Suggested product description |
|---|---|---|---|
| Main function | Catalogue, datasheet, user manual | May be confused with TV, industrial display or interactive display | Computer monitor, model…, size…, input ports…, without TV tuner |
| Connection ports | Datasheet, port photos, manual | Insufficient basis for HS 8528.52.00 | Monitor designed for ADP machine, HDMI/DP/USB‑C input |
| Touch function | Catalogue, touch panel specifications | May be questioned as an interactive display or input/output device | Monitor with touch function, no embedded PC, no wireless module if factual |
| Wireless module | Wireless specifications, CE/FCC/test report if available | May trigger telecom/ICT conformity review | Clearly state whether Wi‑Fi, Bluetooth or 4G/5G is included |
| Condition | Invoice, packing list, label photos, new-goods declaration | Used goods may be restricted or subject to a different policy | Brand new 100%, model…, origin… |
| Accessories | Packing list, BOM, packing photos | Adapter, remote, OPS module or camera may alter the review | Monitor with adapter/cable/stand; accessory list attached |

This article provides a map of HS, taxes, dossier and specialized policies for Monitor imports. In actual shipment execution, businesses still need to review the catalogue, datasheet, model, documents, origin and import purpose.
For shipments that may involve specialized inspection, C/O, used/refurbished status or labeling requirements, businesses should not wait until arrival to start document review. A small mismatch between Invoice, Packing List, catalogue, datasheet, C/O or label may trigger document supplementation, delayed clearance or unplanned storage costs. TGIMEX supports an E2E import execution plan: pre-ETA policy review, document checking, international freight coordination, customs declaration, clearance handling, inland delivery and post-clearance file retention.
