GUIDE TO MONITOR IMPORT PROCEDURES INTO VIETNAM

A monitor may appear to be a simple electronic product, but import documentation often becomes risky at four points: using a generic product name, misclassifying computer monitors, industrial displays and interactive displays, failing to verify whether the goods are new/used/refurbished, and overlooking embedded wireless modules. These discrepancies may lead to requests for catalogue/datasheet supplements, customs channel escalation, loss of C/O preferential treatment, or additional DEM/DET (container detention/demurrage and storage) costs. This article provides an E2E (End-to-End) review map before ETA (Estimated Time of Arrival): HS code, proposed tax rates, specialized policies, customs dossier, clearance decision points and risk controls before arrival.

SCOPE OF APPLICATION

This article applies to Monitor only: a separate display used to show images/data from a computer or data processing device, commonly connected via HDMI, DisplayPort, USB‑C, VGA or equivalent ports.

For Monitor imports, customs usually needs to identify the product by display function, connection ports, panel technology, size, resolution, power supply, touch/control capability and the presence or absence of wireless modules. END-TO-END MONITOR IMPORT PROCEDURE

  • Step 1 – Pre-ETA review: finalize HS, tax, C/O, labels, goods condition and possible specialized policy by model.
  • Step 2 – Lock documents and technical files: check Invoice, Packing List, B/L/AWB, catalogue, datasheet, model/serial list and label photos.
  • Step 3 – Register specialized dossier if any: apply when the monitor has wireless modules, encryption, integrated ICT products or used/refurbished status requiring special review.

FAQ – COMMON BUSINESS QUESTIONS

1. Does Monitor import require an import license?

New standard monitors without special modules are generally handled through customs and technical documents; however, no exemption conclusion should be made before reviewing model, wireless function, encryption, goods condition and import purpose.
