PDA IMPORT PROCEDURE INTO VIETNAM

PDA (Personal Digital Assistant) shipments are often misclassified as tablets, handheld terminals, POS handhelds or wireless communication devices. Incorrect HS classification, missing Wi‑Fi/Bluetooth/4G/5G review, mismatched model numbers or unclear refurbished status may cause customs queries, specialized inspection issues, loss of C/O benefits and unplanned DEM/DET costs. This article provides an E2E (End-to-End) checklist for importers before ETA.

SCOPE OF APPLICATION

Applicable product

This article applies to PDA devices used for data processing, storage, display and input, commonly used in warehousing, retail, field operations and logistics.

Excluded automatic application

Tablet, handheld terminal, POS handheld and data collector may share commercial similarities but should not automatically share HS code or specialized policies. Barcode scanner, SIM/eSIM, NFC, GPS, encryption, battery, charger dock and accessories must be reviewed separately.

PRODUCT CLASSIFICATION & TECHNICAL IDENTIFICATION

PDA identification must be based on technical nature rather than commercial name. Review main function, processor, input method, display, operating system, wireless connectivity, battery, adapter and accessories.

Step 5: Clearance and post-clearance file

Receive goods, apply labels/CR marks if required and archive shipment file.

PRE-ETA RISK CHECKLIST

Generic item name causes wrong HS/policy.
Model mismatch between documents and labels.
Missing wireless test reports.
Wrong C/O form or description.
Refurbished goods declared as new.

FAQ

Does PDA import require a permit?

No general conclusion. Review model, wireless functions, condition and import purpose.

Does Wi‑Fi/Bluetooth PDA require conformity?

It may. Check ICT Group 2 list and applicable QCVNs.

What HS code should be used?

Reference HS is 8471.30.10 if the product is truly PDA.

Is Vietnamese sub-label required?

Goods circulated in Vietnam should be reviewed under labeling regulations.

Can C/O reduce duty?

It may; MFN is already 0%, but origin proof remains important.

Are samples handled the same?

Not automatically. Review customs regime, value and import purpose.
