KEY POINTS TO NOTE
| Topic | Amendment | Operational note |
|---|---|---|
| Licensing authority | The Authority of Information Security under MIC is the import licensing authority. | All correspondence and dossiers should be aligned with the correct authority. |
| Dossier simplification | Clause 2 of Article 7 of Circular 13/2018/TT-BTTTT is abolished. | Do not reuse outdated dossier checklists without checking the amended text. |
| Online filing | Online filing is made via the MIC public service portal or the National Public Service Portal. | Prepare signed/scanned documents, product data, catalogue and model details before ETA. |
| Licence receipt | The licence may be received directly, by post or electronically via the public service portal. | Select the receipt method early to coordinate customs clearance. |
| Processing time | The processing time is 05 working days from receipt of a valid dossier. | The clock starts only when the dossier is valid and sufficient. |
| Re-issuance | A lost or damaged valid licence can be re-issued within 02 working days from a valid application. | Keep electronic licence records per shipment. |
| Appendices | Appendix I and Appendix II of Circular 13/2018/TT-BTTTT are replaced by the new appendices. | Check product name, function, HS code, model and technical documentation together. |
AFFECTED ENTERPRISES AND PRODUCT GROUPS
| Affected group | Documents to check | Trigger condition |
|---|---|---|
| Importers of ICT, network and security equipment | Invoice, packing list, catalogue, datasheet, model list and product function description. | The product falls under Appendix I of the Circular. |
| Distributors, system integrators and project contractors | Contracts, purchase orders, vendor documents, configuration and technical manuals. | Import for commercial distribution, project deployment or system integration. |
| Logistics, customs brokers, compliance and procurement teams | Expected HS code, product description, model, quantity and security function. | Customs declaration data must match the licence and commercial documents. |
IMPACT ON IMPORT-EXPORT AND LOGISTICS OPERATIONS
| Operational stage | Control point | Risk if missed |
|---|---|---|
| Before import | Assess whether the product is subject to import licensing under Appendix I. | Cargo may arrive without a required licence, causing storage and delay risks. |
| Customs declaration | Product name, HS code, model, quantity and security function must match the licence. | Additional explanation, dossier supplement or declaration adjustment may be required. |
| Documentation | Catalogue and datasheet should clearly show cyberinformation security functions. | The licence may not be usable if product details do not match the shipment. |
| Timeline | New licence: 05 working days from a valid dossier; re-issuance: 02 working days. | Filing too close to ETA can affect clearance and delivery schedule. |
| Post-clearance | Keep the licence, customs declaration and technical files by shipment. | Weak records create difficulties during audit or post-clearance inspection. |
