IMPORT PROCEDURE GUIDE FOR HANDHELD DATA COLLECTION DEVICE — DATA COLLECTOR

Problem: Data collectors are often declared vaguely as scanners, PDA or handheld devices, while each model may include Wi-Fi, Bluetooth, 4G/5G, RFID/NFC, battery, adapter or encryption software. Agitate: Without pre-ETA review, the shipment may face wrong HS code, missing specialized dossier, denial of C/O preference, DEM/DET and project delay. Solution: This guide provides an E2E map for HS code, duties, specialized policy, documents, clearance and pre-ETA risk control.
ItemQuick review contentOperational note
Product nameHandheld data collection device (Data Collector) used in warehouse, retail, logistics, manufacturing or asset management.Do not automatically merge with tablet, PDA, POS handheld or handheld terminal when model/function differs.
Suggested HS code8471.30.90 or another suitable heading under 8471 depending on configuration; review catalogue, datasheet, main function and import format. If the product is only a barcode scanner or a separated accessory, classify separately.
Suggested dutiesOrdinary import duty 5%; MFN duty 0%; VAT 10%; FTA duty may be 0% with valid C/O.Rates must be rechecked on the customs declaration date based on HS code, origin and applicable tariff schedule.
Specialized policyConformity/quality inspection may arise if the model has Wi-Fi, Bluetooth, 4G/5G, RFID/NFC, encryption or radio modules.Do not conclude “no permit required” before reviewing the actual model and technical specifications.
Legal note: This is an operational review framework. Enterprises should cross-check tariff schedules, specialized regulations and actual shipment documents at the declaration date; it does not replace official legal advice or binding classification.

SCOPE OF APPLICATION

This article applies only to handheld data collection devices (Data Collectors) within the Tablet, PDA, handheld terminal, POS handheld and data collector group. The device is typically used to scan barcodes, record, process and transmit data in warehouse, retail, logistics, manufacturing or asset management operations.

Do not automatically apply this procedure to tablet, PDA, POS handheld, handheld terminal, standalone barcode scanner, dedicated RFID device or separated accessories if function, configuration, software or radio module differs. Brand-new, used, refurbished, sample, warranty, project, EPE/FDI imports may trigger different policies. Review by catalogue, datasheet, model and actual import purpose.

CLASSIFICATION & TECHNICAL IDENTIFICATION

The key point of a Data Collector is its data processing and data collection function, not merely barcode scanning. Classification requires reviewing whether the device has CPU, memory, display, keypad/touchscreen, operating system, data-management software, barcode/RFID/NFC reader and wireless connectivity modules.

Technical criterionDocument to cross-checkRisk if described incorrectlySuggested goods description
Principal functionCatalogue, datasheet and user manualMay be confused with barcode scanner, PDA or POS handheld.Handheld data collection device, model…, used for scanning/recording/transmitting data.
Wireless connectivityWi-Fi/Bluetooth/4G/5G and RFID/NFC datasheetMay miss conformity/quality documents if in scope.State whether Wi-Fi, Bluetooth, 4G/5G and RFID/NFC are included.
Processing configurationCPU, RAM, storage and operating systemWrong HS classification basis.Portable automatic data processing equipment with display/touchscreen.
Battery, adapter and accessoriesPacking list, MSDS/UN38.3 if anyWrong transport declaration or accessory classification.Declare separated accessories separately if policy/HS differs.

HS CODE – DUTY – C/O

HS code must be determined by principal function, structure and operating principle. For a handheld Data Collector operating as portable automatic data processing equipment, heading 8471 is usually reviewed. However, if the product is merely a scanner, peripheral, telecom device, POS device or separated accessory, the same code must not be applied automatically.

Suggested HS codeApplication conditionRisk if misclassifiedDocuments to cross-check
8471.30.90Portable automatic data processing equipment with CPU, memory, display, keypad/touchscreen, operating system or data collection software.Classifying by the name “data collector” alone may cause confusion with scanner, telecom or POS equipment.Catalogue, datasheet, user manual, model photos, CPU/RAM/OS configuration and connectivity functions.
Other headings under 8471Applicable where the device is a data processing unit, input/output unit or has a materially different function.Wrong heading may affect duty, specialized policy and conformity requirements.Goods description, contract, invoice, packing list, technical documents and model/serial list.

SUGGESTED DUTY TABLE
