Relevant amendments Circular 33/2014/TT-BNNPTNT, Circular 34/2018/TT-BNNPTNT, Circular 15/2021/TT-BNNPTNT and Circular 03/2024/TT-BNNPTNT.

KEY COMPLIANCE POINTS

For imported plant-origin food cargo, the importer must not check plant quarantine and food safety in isolation. Certain shipments require an integrated workflow: plant quarantine to control quarantine pests and state food safety inspection to verify import food compliance.

Operational note: this article uses Consolidated Document 19/VBHN-BNNPTNT as the main reference because it reflects Circular 33/2014 and later amendments, including Circular 34/2018 and Circular 03/2024.

REFERENCE TRANSLATION OF THE KEY CLAUSE

Article 7a. Dossier, order and procedures for plant quarantine and food safety inspection applicable to imported plant-origin goods that are simultaneously subject to plant quarantine and state food safety inspection.

The registration dossier follows Clauses 2 and 3 of Article 6 of the Circular and Clause 2 of Article 18 of Decree 15/2018/ND-CP. The registration form follows Appendix Ia.

The procedure follows Article 7 of the Circular and Article 19 of Decree 15/2018/ND-CP.

The plant quarantine authority issues the certificate of plant quarantine and food safety inspection under Appendix IIa where the shipment is not infected with quarantine pests, regulated pests or unknown harmful organisms and meets imported food safety requirements.

FAQ

Which shipments need both procedures?

Imported plant-origin food shipments that fall under plant quarantine and imported food safety inspection. The answer depends on HS code, nature of goods, processing status and intended use.

Is the foreign phytosanitary certificate sufficient for clearance?

No. It is a key document, but the Vietnamese authority still reviews, inspects and issues the domestic certificate based on the shipment.

How long can the procedure take?

The public service portal indicates 24 hours for quarantine-only or normal combined inspection, and 07 working days for strict combined inspection. Actual timing depends on dossier and sampling results.

What should be checked before ETA?

HS code, product name, processing status, foreign phytosanitary certificate, food safety dossier, label and shipment documents.

What causes storage cost?

Late registration, incorrect certificate data, label/composition mismatch or movement to strict inspection.

Should records be retained after clearance?

Yes. Keep certificates, testing/inspection results, commercial documents, label and food safety documents for post-clearance or market surveillance.
