Article 7a. Dossier, order and procedures for plant quarantine and food safety inspection applicable to imported plant-origin goods that are simultaneously subject to plant quarantine and state food safety inspection.
The registration dossier follows Clauses 2 and 3 of Article 6 of the Circular and Clause 2 of Article 18 of Decree 15/2018/ND-CP. The registration form follows Appendix Ia.
The procedure follows Article 7 of the Circular and Article 19 of Decree 15/2018/ND-CP.
The plant quarantine authority issues the certificate of plant quarantine and food safety inspection under Appendix IIa where the shipment is not infected with quarantine pests, regulated pests or unknown harmful organisms and meets imported food safety requirements.

Is the foreign phytosanitary certificate sufficient for clearance?
No. It is a key document, but the Vietnamese authority still reviews, inspects and issues the domestic certificate based on the shipment.

The public service portal indicates 24 hours for quarantine-only or normal combined inspection, and 07 working days for strict combined inspection. Actual timing depends on dossier and sampling results.
