IMPORT PROCEDURES FOR COFFEE INTO VIETNAM
For coffee shipments, the main risk is rarely limited to freight booking or customs declaration. A wrong HS code, unclear product type, missing food-safety dossier, inconsistent label, incorrect C/O or mismatch between Invoice, Packing List and product specification may delay clearance, trigger document queries and generate DEM/DET, storage and compliance costs.
This guide provides an E2E (End-to-End – from preparation to post-clearance record keeping) operating map for enterprises importing roasted coffee, ground coffee and instant coffee into Vietnam.
QUICK FACT
| Review item | Quick check | Operational note |

Importers should review the actual product label, ingredient list, specification, production process, C/O, contract and shipment documents before applying any conclusion.
SCOPE OF APPLICATION
This article focuses on coffee imported as conventional processed food: roasted beans, ground coffee, roasted coffee powder, instant coffee and coffee extract in retail or commercial packing.
Green coffee beans, fresh agricultural coffee, ready-to-drink bottled/canned coffee, coffee mixed with milk, sugar, creamer, functional ingredients or products marketed with special claims may require separate HS and food-safety review.
New commercial goods, samples, warranty/replacement goods, project supply or EPE/FDI factory imports may create different customs, tax and documentation requirements.
Review the product according to ingredient list, specification sheet, label artwork, intended use, manufacturer declaration and actual import purpose.
PRODUCT CLASSIFICATION & IDENTIFICATION
Coffee must be identified by processing level, composition and product form. A generic description such as “coffee” is insufficient for HS, food-safety and labeling control.
| Technical criterion to check | Documents to compare | Risk if described incorrectly | Suggested goods description |
|---|---|---|---|
| Processing status | Product specification, manufacturing declaration, catalogue/photo | May be confused between green coffee, roasted coffee and instant coffee | Roasted coffee beans, not decaffeinated, packed in … kg bags/cartons |
| Product form | Label, packing list, product photo | May lead to wrong HS between 0901 and 2101 | Ground roasted coffee powder / instant coffee extract, packed for food use |
| Ingredients and additives | Ingredient list, COA, manufacturer specification | May trigger separate food-safety/additive review | Coffee powder; ingredient composition: …; no therapeutic/functional claim |
| Packing and net weight | Packing List, label artwork, carton mark | Quantity and label mismatch may cause customs query | Retail pack … g; carton … packs; batch/lot … |
| Origin and C/O | C/O, Invoice, production information | Preferential duty may be rejected if origin data is inconsistent | Origin: …; C/O form … if preferential duty is claimed |
HS CODE – DUTY – C/O
HS classification for coffee depends on whether the product is roasted, decaffeinated, soluble/instant, extracted or mixed with other ingredients. A single HS code should not be applied to all “coffee” products without reviewing the actual product file.
| Reference HS code | Applicable condition | Reference import duty / VAT | Risk if misclassified | Documents to compare |
|---|---|---|---|---|
| 0901.21.20 | Other roasted coffee, not decaffeinated, packed as beans/powder depending on actual product. | Ordinary duty: 45%; MFN: 30%; special preferential duty may be 0% if valid C/O and FTA conditions are met; VAT: 8% if eligible during reduction period, otherwise review 10%. | Wrong HS may change tax, food-safety control and C/O acceptance. | Specification, label, Invoice, Packing List, C/O, product photo. |
| 0901.21.10 / 0901.21.11 / 0901.21.12 / 0901.21.19 | Specific roasted coffee lines depending on packaging, retail form and tariff details. | Review the effective import tariff at declaration date. | Using a residual code without checking detailed subheadings may cause post-clearance adjustment. | Tariff schedule, packing information, net weight, label. |
| 2101.11.10 | Instant coffee / soluble coffee extract under relevant tariff notes and product composition. | MFN often referenced at 30%; special preferential duty may apply under valid C/O; VAT to be reviewed under current VAT policy. | Instant coffee may be wrongly declared as roasted coffee. | Ingredient list, production specification, solubility/product description, label. |
| Other 2101 / 2106 lines | Coffee mix, milk coffee, flavored coffee, coffee beverage base or complex mixture. | Must be determined case-by-case. | May require additional food-safety/additive/labeling review. | Formula, ingredient percentage, intended use, label claims. |
SPECIALIZED POLICY MATRIX
| Goods scenario | Potential policy | Documents to check | Authority / processing channel | Recommended timing | Risk note |

| Instant coffee / soluble coffee extract | Food-safety review and HS review between Chapter 09 and Chapter 21. | Formula, solubility/product description, label, COA. | Customs authority; food safety authority if dossier is required. | Before shipment or at least before ETA. | Misclassification may affect duty and food-safety requirements. |
| Coffee mixed with milk, sugar, creamer, flavor or additive | Review composition, additive compliance and self-declaration/inspection obligations. | Formula, additive list, specification, label claim. | Food safety authority / importer’s self-declaration file. | Before purchase order confirmation. | Complex formulas are not treated the same as pure roasted coffee. |
| Green coffee beans / agricultural raw coffee | May trigger separate plant quarantine and agricultural product controls. | Phytosanitary certificate, origin documents, commodity description. | Plant quarantine authority / NSW if applicable. | Before shipment. | This article does not automatically apply to raw agricultural coffee. |
| Samples, warranty goods, exhibition goods | Customs value, quantity, purpose and food-safety treatment may differ. | Sample purpose letter, proforma invoice, label/photo. | Customs authority and specialized authority if required. | Before shipment. | Sample status does not automatically exempt compliance. |
| Goods imported for EPE/FDI/factory use | Review import purpose, internal consumption/processing and record retention. | Contract, production plan, warehouse record, customs regime. | Customs authority / enterprise compliance team. | Before opening declaration. | Wrong customs regime may create post-clearance risk. |

FAQ
Do not conclude absolutely without checking the actual product. Conventional processed coffee is mainly reviewed under food-safety and labeling rules; complex formulas or special claims may trigger additional review.
For prepackaged food, review product self-declaration/food-safety dossier requirements under Decree 15/2018 and current guidance. The dossier must match the product label and specification.
Imported food circulated in Vietnam generally needs a Vietnamese label/supplementary label meeting labeling regulations.
Yes, if the goods meet the applicable FTA rules, C/O form is valid and customs accepts the origin document.
Not always. Purpose, quantity, value and food-safety use must be reviewed case-by-case.
The importer should correct or prepare a clear explanation before declaration; inconsistency may lead to customs query or amendment.

IMPLEMENTATION SUPPORT
This guide outlines the key operating map for importing coffee: HS code, duty, C/O, food-safety dossier, labeling, customs clearance and pre-ETA risk control. In a live shipment, however, the importer still needs to review the actual product specification, label artwork, ingredient list, C/O, commercial documents, country of origin, shelf life and import purpose.
International agent network in more than 60 countries; membership in WCA, WCA China Global, VLA and HNLA; capability to coordinate ocean freight, air freight, road/rail transport, customs clearance, C/O, import permits where applicable, warehousing and domestic delivery.
Coffee shipments with food-safety review, C/O preference, supplementary labeling, multi-SKU retail packing, FDI/EPE factory supply, project delivery schedule or document consistency issues before ETA.
Check HS, food-safety policy, C/O, duty, VAT, label, ingredient list, specification and product file before cargo arrival.
Cross-check Invoice, Packing List, B/L/AWB, C/O, label, test report, product self-declaration and technical/quality documents.
Coordinate overseas agents, carriers/airlines, ETA monitoring, pre-alert, transport documents and shipment updates.
Prepare declaration dossier, handle Green/Yellow/Red channels, explain HS/value/origin/food-safety matters and archive shipment records.
For shipments that may involve specialized inspection, C/O, supplementary labeling or food-safety documents, enterprises should not wait until the cargo arrives to start reviewing the dossier. A small mismatch between Invoice, Packing List, label, ingredient list, C/O or food-safety file may lead to additional document requests, delayed clearance or unplanned storage costs.
TGIMEX supports enterprises in setting up an E2E import plan: pre-ETA policy review, document checking, international freight coordination, customs declaration, clearance handling, domestic delivery and post-clearance record retention. This approach helps enterprises control schedule, cost and compliance risk from the preparation stage.
