IMPORT PROCEDURES FOR COFFEE INTO VIETNAM

For coffee shipments, the main risk is rarely limited to freight booking or customs declaration. A wrong HS code, unclear product type, missing food-safety dossier, inconsistent label, incorrect C/O or mismatch between Invoice, Packing List and product specification may delay clearance, trigger document queries and generate DEM/DET, storage and compliance costs.

This guide provides an E2E (End-to-End – from preparation to post-clearance record keeping) operating map for enterprises importing roasted coffee, ground coffee and instant coffee into Vietnam.

VAT 8% may apply during the VAT reduction period if the goods meet the applicable conditions; otherwise review the standard 10% VAT treatment. Review the effective VAT policy at the time of registration of the customs declaration.

SCOPE OF APPLICATION

Applicable coffee products

This article focuses on coffee imported as conventional processed food: roasted beans, ground coffee, roasted coffee powder, instant coffee and coffee extract in retail or commercial packing.

Not automatically covered

Green coffee beans, fresh agricultural coffee, ready-to-drink bottled/canned coffee, coffee mixed with milk, sugar, creamer, functional ingredients or products marketed with special claims may require separate HS and food-safety review.

Shipment status

New commercial goods, samples, warranty/replacement goods, project supply or EPE/FDI factory imports may create different customs, tax and documentation requirements.

Mandatory review rule

Review the product according to ingredient list, specification sheet, label artwork, intended use, manufacturer declaration and actual import purpose.

PRODUCT CLASSIFICATION & IDENTIFICATION

Coffee must be identified by processing level, composition and product form. A generic description such as “coffee” is insufficient for HS, food-safety and labeling control.

HS CODE – DUTY – C/O

HS classification for coffee depends on whether the product is roasted, decaffeinated, soluble/instant, extracted or mixed with other ingredients. A single HS code should not be applied to all “coffee” products without reviewing the actual product file.

E2E OPERATING PROCEDURE

Step 1 · Pre-ETA review

Confirm HS, tax, C/O, food-safety requirements, supplementary label and whether any specialized inspection/dossier is required.

Step 2 · Lock commercial documents

Finalize Invoice, Packing List, B/L/AWB, contract, quantity, net weight, origin, shipment terms and product description.

Step 3 · Lock product documents

Collect specification, ingredient list, label artwork, product photo, COA and food-safety file if applicable.

Step 4 · Specialized dossier before ETA

Prepare self-declaration/inspection or supporting food-safety dossier where applicable. Do not wait until cargo arrival.

Step 5 · Customs declaration

Open customs declaration and handle Green/Yellow/Red channel queries on HS, value, C/O, label and food-safety dossier.

Step 6 · Clearance and post-clearance

Receive cargo, complete supplementary label/market circulation requirements, archive shipment documents and prepare post-clearance explanation file.

FAQ

Does imported coffee need a permit?

Do not conclude absolutely without checking the actual product. Conventional processed coffee is mainly reviewed under food-safety and labeling rules; complex formulas or special claims may trigger additional review.

Does coffee need product self-declaration?

For prepackaged food, review product self-declaration/food-safety dossier requirements under Decree 15/2018 and current guidance. The dossier must match the product label and specification.

Is Vietnamese supplementary label required?

Imported food circulated in Vietnam generally needs a Vietnamese label/supplementary label meeting labeling regulations.

Can C/O reduce import duty?

Yes, if the goods meet the applicable FTA rules, C/O form is valid and customs accepts the origin document.

Are samples treated the same as commercial goods?

Not always. Purpose, quantity, value and food-safety use must be reviewed case-by-case.

What if the Invoice name differs from the label?

The importer should correct or prepare a clear explanation before declaration; inconsistency may lead to customs query or amendment.
