WI-FI MODULE IMPORT PROCEDURE IN VIETNAM

A Wi-Fi module may look like a small component, but import clearance often fails at HS classification, radio-frequency policy, conformity dossier, labeling and model consistency. This article provides an E2E (End-to-End) compliance map before ETA: HS Code, proposed taxes, specialized policies, customs dossier, clearance decision points and risk checklist. For the product covered in this article, the importer should confirm the model, intended use, construction or composition, new/used condition, and technical documents before concluding the HS code, tax treatment, or specialist policy. The following sections organize the main controls from document receipt, catalogue and label review through dossier preparation, declaration, and coordination at the port of entry.

Reference HS code8517.62.59For modules with wireless data receiving/transmitting function; verify by datasheet, circuit diagram and import purpose.
Proposed taxesOrdinary import duty: 5% reference; MFN: 0%; VAT: 10%; special FTA rate often to be reviewed at 0% if C/O is validCheck the tariff schedule on the customs declaration date.
Specialized policyMay fall under ICT Group-2 goods requiring type approval/declaration of conformity depending on model, frequency band, output power and QCVNDo not conclude exemption without technical dossier review.
Key technical dossierDatasheet, catalogue, user manual, model list, test report, frequency/power/Wi-Fi standard, original labelCommodity name, model, quantity, origin and specifications must match across documents.
Legal note: Do not apply one HS code to all Wi-Fi modules. Review catalogue, datasheet, model and actual import purpose.

SCOPE OF APPLICATION

This article applies to Wi-Fi modules imported as modules/boards/wireless communication components for integration into electronic, IoT, smart-home, industrial or ICT products.

Not automatically covered Bluetooth, Zigbee, NFC, other SRD modules, access points, routers or complete networking equipment with different technical nature.
Separate review required Samples, warranty goods, project shipments, R&D, EPE/FDI imports, used/refurbished goods, security firmware or multi-radio modules.
Application principle: Review according to catalogue, datasheet, model and actual import purpose. Software, transmission, encryption, battery, adapter, charger or accessories must be reviewed separately.

CLASSIFICATION & TECHNICAL IDENTIFICATION

Wi-Fi modules are identified by wireless data transmission/reception function, IEEE 802.11 standard, operating band, output power, antenna arrangement, UART/SPI/SDIO/USB/PCIe interface and host-device integration purpose.

PRACTICAL E2E PROCESS

Pre-ETA review. Fix HS, ICT policy, taxes, C/O, labeling, condition and permit/conformity exposure.
Lock documents and technical dossier. Finalize Invoice, Packing List, B/L/AWB, catalogue, datasheet, model list, RF specification and test report.
Specialized registration/conformity if applicable. Prepare model-based dossier by frequency, output power and QCVN.
Customs declaration. Prepare explanation for HS, goods name, model, value, C/O, catalogue and specialized policy in Yellow/Red channel.
Clearance, delivery and post-clearance file retention. Arrange delivery, labels/conformity marks if applicable and retain shipment dossier.

FAQ

Does Wi-Fi module import require an import permit?

No absolute conclusion should be made. Review the model, frequency, output power, independent-operation capability and import purpose.

Is conformity certification/declaration required?

Possibly, if the model falls under ICT Group-2 and relevant QCVN. Review Circular 29/2025/TT-BKHCN and the technical dossier.

Can HS 8517.62.59 be used for all Wi-Fi modules?

No. It is a reference code for wireless data transmission/reception modules. Pure ICs or finished devices may be classified differently.

Is Vietnamese sub-label required?

For goods circulated in Vietnam, labeling rules must be reviewed and Vietnamese sub-labels should be prepared when required.

Can C/O reduce duties?

It may. MFN is already 0% for the reference code, but C/O remains important for FTA treatment and origin management.

Are sample/R&D shipments handled like commercial shipments?

Not automatically. Import purpose, quantity, user and specialized policy must be reviewed.

What if the module also has Bluetooth/Zigbee/NFC?

This article covers Wi-Fi module only. Multi-standard modules need additional review of all frequencies and QCVN requirements.

IMPLEMENTATION SUPPORT FROM TGIMEX

This article gives a planning map for HS code, duty, customs dossier and specialized policy. For actual shipments, businesses should still review the catalogue, datasheet, model, documents, origin and import purpose.

Pre-ETA review HS, specialized policy, C/O, duties, labeling and technical documents.
Compliance dossier control Cross-check Invoice, Packing List, B/L/AWB, C/O, catalogue, test report, labels and technical files.
International logistics Coordinate agents, carriers, ETA tracking, pre-alert and transport documents.
Customs & post-clearance Prepare declaration dossier, handle customs channels and retain files by shipment.

For shipments exposed to specialized inspection, permits, C/O or labeling requirements, companies should not wait until cargo arrival to start compliance review. Minor discrepancies between documents may trigger additional requests, clearance delay or unplanned storage costs.
