IMPORT PROCEDURES FOR RICE COOKERS

Rice cookers may appear simple, but import clearance can still be delayed by incorrect HS classification, missing quality inspection documents, incomplete conformity dossiers, energy-labeling gaps, inaccurate original labels, or model discrepancies between commercial documents and technical catalogues.

If the goods are declared generally as “electric cooker” or “household appliance”, or if rice cookers are grouped together with pressure rice cookers, multi cookers, electric pressure cookers, slow cookers or other electric cooking appliances, the shipment may be required to explain HS classification, undergo document/physical inspection, supplement specialized dossiers after arrival, lose C/O preferential duty, or incur DEM/DET and storage charges.

  • Models whose main function is cooking rice and keeping warm, without a special pressure-cooking mechanism.
  • New products imported for trading, samples, EPE/FDI use, factory use or distribution projects.

Not automatically applicable to

  • Pressure rice cookers, electric pressure cookers, multi cookers, slow cookers, electric hot pots or air fryers.
  • Inner pots, power cords, heating plates, control boards or spare parts imported separately.
  • Models with Wi-Fi/Bluetooth/app control, IoT modules, batteries, external adapters or special smart functions.
  • Used/refurbished/warranty goods, which may trigger different policies.

Review must be based on actual catalogue, datasheet, model and import purpose. A single conclusion should not be used for both rice cookers and pressure rice cookers unless the technical dossier clearly supports it.

Main function

A rice cooker primarily cooks rice by electric resistance/heating plate or equivalent heating technology and normally includes cooking and keep-warm functions. Some models may include steaming, porridge, timer or electronic control functions.

For rice cookers, HS classification should be based on main function, electro-thermal construction and the actual goods description. Ordinary rice cookers are commonly reviewed under 8516.60.10. Pressure, multi-function or spare-part shipments must be reviewed separately.

FAQ

Which HS code applies to rice cookers?

The main reference HS is 8516.60.10. Final classification still depends on catalogue, cooking function, pressure mechanism and accessories.

What is the import duty?

For 8516.60.10, reference MFN duty is 20% and ordinary duty is 30%. A valid C/O may reduce duty under the relevant FTA.

Is quality inspection required?
