IMPORT PROCEDURES FOR RICE COOKERS
Rice cookers may appear simple, but import clearance can still be delayed by incorrect HS classification, missing quality inspection documents, incomplete conformity dossiers, energy-labeling gaps, inaccurate original labels, or model discrepancies between commercial documents and technical catalogues.
If the goods are declared generally as “electric cooker” or “household appliance”, or if rice cookers are grouped together with pressure rice cookers, multi cookers, electric pressure cookers, slow cookers or other electric cooking appliances, the shipment may be required to explain HS classification, undergo document/physical inspection, supplement specialized dossiers after arrival, lose C/O preferential duty, or incur DEM/DET and storage charges.
This article provides an E2E (End-to-End) operational map for pre-ETA review: reference HS code, import duty, VAT, C/O, quality inspection under QCVN 4:2009/BKHCN, energy labeling, product labeling, customs documents and risk-control checklist.
QUICK SUMMARY
| Review item | Operational conclusion | Application notes |
|---|---|---|
| Product | Rice cooker powered by electricity, including inner pot, heating plate/resistance heater, cooking control unit and standard accessories supplied as a set. | This article applies only to rice cookers. It should not be automatically applied to pressure rice cookers, multi cookers, electric pressure cookers, slow cookers, air fryers or electric hot pots. |
| Main reference HS | 8516.60.10 – rice cookers. | Catalogue, datasheet, label photos, cooking function and actual construction must be checked before declaration. |
| Import duty | For 8516.60.10: reference ordinary duty 30%; MFN duty 20%. | A valid C/O may allow special preferential duty under the applicable FTA, subject to exporting country, C/O form and HS code at declaration date. |
| VAT | VAT should be checked at 8% / 10%. | During the VAT reduction period under Decree 174/2025/ND-CP, some goods may apply 8% if not excluded; the standard rate is generally 10%. |
| Quality inspection | Review under QCVN 4:2009/BKHCN and Amendment 1:2016 to QCVN 4:2009/BKHCN. | Decision 2711/QD-BKHCN lists rice cookers under household liquid-heating electrical appliances, HS 8516.60.10. |
| Energy labeling | Rice cookers are in the list of equipment subject to energy labeling under MOIT rules. | Circular 52/2025/TT-BCT takes effect on 01 January 2026; energy-efficiency and model dossiers should be checked before circulation. For ordinary rice cookers, also review TCVN 8252:2015, especially rated power, heating method and operation at normal atmospheric pressure. |
| Product labeling | Original label and Vietnamese supplementary label must be reviewed. | Product name, model, voltage, power, origin and manufacturer/importer must match import documents. |
SCOPE OF APPLICATION
Applicable to
- Electric rice cookers for household or similar use.
- Models whose main function is cooking rice and keeping warm, without a special pressure-cooking mechanism.
- New products imported for trading, samples, EPE/FDI use, factory use or distribution projects.
Not automatically applicable to
- Pressure rice cookers, electric pressure cookers, multi cookers, slow cookers, electric hot pots or air fryers.
- Inner pots, power cords, heating plates, control boards or spare parts imported separately.
- Models with Wi-Fi/Bluetooth/app control, IoT modules, batteries, external adapters or special smart functions.
- Used/refurbished/warranty goods, which may trigger different policies.
Review must be based on actual catalogue, datasheet, model and import purpose. A single conclusion should not be used for both rice cookers and pressure rice cookers unless the technical dossier clearly supports it.
CLASSIFICATION & TECHNICAL IDENTIFICATION
Main function
A rice cooker primarily cooks rice by electric resistance/heating plate or equivalent heating technology and normally includes cooking and keep-warm functions. Some models may include steaming, porridge, timer or electronic control functions.
Construction to check
Body, inner pot, heating plate, resistance heater, temperature sensor, control board, power cord, lid, steam tray, measuring cup, spoon and rating label.
Data to lock
Model, voltage, power, capacity, heating type, pressure/non-pressure mechanism, wireless connectivity, country of origin, manufacturer and product condition.
| Criteria to check | Documents to compare | Risk if described incorrectly | Suggested goods description on documents/declaration |
|---|---|---|---|
| Main function | Catalogue, user manual, product photos | Misclassification as pressure cooker, multi cooker or electric hot pot | “Rice cooker, model…, power…, capacity…, brand new 100%” |
| Pressure mechanism | Datasheet, pressure specifications, manual | Pressure rice cooker grouped wrongly with ordinary rice cooker | State “non-pressure rice cooker” or specify pressure if applicable. |
| Voltage/power | Rating label, test report, catalogue | Wrong QCVN/energy-efficiency scope; dossier supplementation may be required | Declare voltage, frequency and rated power based on label. |
| Model/serial | Invoice, packing list, model list, original label | Model discrepancy between commercial and specialized dossiers | Use separate lines for materially different models/SKUs. |
| Accessories | Packing list, packing photos, BOM | Spare parts may have different HS/policy if imported separately | State “with standard accessories in set” where applicable. |
| Smart connectivity | Wireless datasheet, app manual, Wi-Fi/Bluetooth labels | Possible ICT/radio policy if wireless module exists | Separate smart rice cooker models for dedicated policy review. |
HS CODE – DUTY – C/O
For rice cookers, HS classification should be based on main function, electro-thermal construction and the actual goods description. Ordinary rice cookers are commonly reviewed under 8516.60.10. Pressure, multi-function or spare-part shipments must be reviewed separately.
| Reference HS | Applicable description | Reference import duty & VAT | C/O/FTA & operational notes |
|---|---|---|---|
| 8516.60.10 | Rice cooker with the main function of cooking rice and keeping warm; not a pressure cooker/multi cooker. |
|
Special preferential duty may apply if C/O is valid under ACFTA/ATIGA/AKFTA/VKFTA/AJCEP/VJEPA/AANZFTA/CPTPP/EVFTA/UKVFTA/RCEP…. |
| 8516.60.90 | Other appliances under the cooker/electric heating group; may be considered for pressure rice cookers or similar appliances that are not ordinary rice cookers. |
|
Do not use instead of 8516.60.10 where catalogue clearly shows an ordinary rice cooker. C/O must match final HS and description. |
| 8516.90.90 | Parts of electro-thermal appliances, only where components such as heating plates, boards, lids or spare parts are imported separately. |
|
Not applicable to complete rice cookers. C/O depends on final HS and FTA origin rule. |
| Reference HS | Application condition | Risk if wrong | Documents to compare |
|---|---|---|---|
| 8516.60.10 | Complete rice cooker, main function rice cooking/keep-warm, imported as a standard set. | Wrong duty, wrong QCVN/energy-labeling scope, C/O challenge. | Catalogue, datasheet, label photo, manual, model list, invoice, packing list. |
| 8516.60.90 | Only where goods are not ordinary rice cookers or have a materially different pressure/multi-function mechanism. | Ordinary rice cookers classified as “other” may trigger explanation. | Pressure data, capacity, cooking functions, safety valve construction, manual. |
| 8516.90.90 | Parts/spare parts imported separately, not complete appliances. | Confusion between complete appliance and parts; wrong duty and dossier. | BOM, component description, photos, import purpose, warranty/repair contract. |

FAQ
Which HS code applies to rice cookers?
The main reference HS is 8516.60.10. Final classification still depends on catalogue, cooking function, pressure mechanism and accessories.
What is the import duty?
For 8516.60.10, reference MFN duty is 20% and ordinary duty is 30%. A valid C/O may reduce duty under the relevant FTA.
Is quality inspection required?
Likely yes. Rice cookers should be reviewed under QCVN 4:2009/BKHCN, Amendment 1:2016 and Decision 2711/QD-BKHCN.
Is energy labeling required?
Yes. Circular 52/2025/TT-BCT includes rice cookers in the household equipment group subject to energy labeling; ordinary rice cookers should also be checked against TCVN 8252:2015.
Can pressure rice cookers follow the same procedure?
Not automatically. Pressure rice cookers/electric pressure cookers require separate review of HS, QCVN and technical conditions.
Can C/O reduce duty?
Possibly, if the C/O form, origin criterion, description, HS and direct transport conditions comply with the relevant FTA.
Is a Vietnamese supplementary label required?
It should be prepared for circulation in Vietnam and must match the original label and import documents.
Are sample goods handled like commercial goods?
Not necessarily. Import type, value, purpose, specialized obligations and circulation conditions must be reviewed case by case.
