IMPORT PROCEDURES FOR INTEGRATED PRODUCTION LINES
An integrated production line may include multiple machines and modules: filling, processing, packaging, conveyors, control cabinets, sensors, motors, tanks, thermal units and auxiliary equipment. If the shipment is declared only as “production line”, the importer may apply the wrong HS code, split declaration lines incorrectly, miss specialized-management requirements, overlook used-machinery rules or lose C/O preferential treatment. This article provides an E2E (End-to-End) map for pre-ETA review, covering HS code, duties, C/O, technical documents, specialized policies and decision points.

SCOPE OF APPLICATION
This article applies to one product only: integrated production lines, meaning a set of machines/modules designed to operate continuously under one production process.
- Applies to new lines or complete lines imported for factories, industrial zones, EPE/FDI enterprises or production projects.
- Does not automatically apply to standalone filling machines, standard packaging machines, separate tanks, conveyors or electrical cabinets.
- Filling lines, processing lines and packaging lines may be commercially related but cannot automatically share one HS code if the main function differs.
- Used, refurbished, project, sample, warranty or partially dismantled lines may trigger different requirements.
- Review must be based on catalogue, datasheet, line layout, process flow, model and actual import purpose.
CLASSIFICATION & TECHNICAL IDENTIFICATION
Identifying an integrated line
Determine whether the shipment is a functional unit performing one defined function or merely a collection of machines purchased under the same contract. The dossier should include line diagram, installation layout, process description, model list, serial list and configuration of each module.
Technical data to lock
Main function, operating principle, capacity, contact materials, PLC/HMI control system, power supply, compressed air/steam/hot water, safety devices, accessories and new/used condition.

HS CODE – DUTIES – C/O
For integrated production lines, HS code should not be fixed by trade name alone. The importer must determine whether the line has one principal function or must be declared by individual machines/modules.

C/O risk control: C/O may be rejected if the form, origin criterion, goods description, HS code, transit evidence or consistency with Invoice/Packing List/B/L is insufficient. For integrated lines, check whether the C/O describes the complete line and its modules consistently.

PRACTICAL E2E PROCESS
Step 1: Pre-ETA review
Confirm the main function, expected HS, duties, C/O, labelling, new/used condition and any regulated module.
Step 2: Lock documents and technical files
Finalize Invoice, Packing List, B/L/AWB, catalogue, line layout, process flow, model list, serial list and module breakdown.
Step 3: Register specialized procedures if triggered
If pressure, cold, metrology, lifting, ICT or used-line rules apply, prepare inspection/certification/assessment dossiers before arrival.
Step 4: Open customs declaration
Explain HS, value, origin, C/O, goods description, accompanying modules and synchronization basis. Green/Yellow/Red channel is handled by actual dossier.
Step 5: Clearance, delivery and post-clearance obligations
Deliver to warehouse/factory, complete Vietnamese labelling if needed, conduct inspection/certification if applicable, and archive the shipment dossier.
Step 6: Installation and commissioning control
Align transport, unloading, installation, safety inspection and handover documents to avoid factory project delays.

FAQ
1. Does an integrated production line require an import permit?
Do not make a general conclusion. Review the main function, each module, new/used condition and import purpose. Some modules may trigger specialized inspection/certification.
2. What is the main HS code?
There is no single HS for all lines. Review 8422, 8438, 8479, 8419, 8428, 8537 based on actual function and configuration.
3. What import duty applies?
It depends on the final HS. Many Chapter 84 machinery codes commonly show MFN 0%–5% and VAT 10%; check Decree 26/2023/ND-CP and Decision 15/2023/QD-TTg.
4. Can C/O reduce duty?
Possibly, if the HS, C/O form, origin criterion, transport route and goods description satisfy the FTA. For integrated lines, C/O wording must match the whole dossier.
5. Is a used line treated as a new line?
No. Review Decision 18/2019/QD-TTg and Decision 28/2022/QD-TTg, especially age, standards, remaining quality and inspection certificate.
6. Is Vietnamese labelling required?
Review Decree 43/2017/ND-CP and Decree 111/2021/ND-CP when the goods are circulated or handed over in Vietnam. Requirements depend on the actual goods and dossier.
7. How to declare PLC/control cabinet with the line?
If synchronized, present it as part of the line; if imported separately or sold separately, review separate HS such as 8537, 8504, 8501.
8. What if invoice and catalogue differ?
Request amended documents or manufacturer confirmation/model list before declaration. Do not declare when the goods name, model or modules are inconsistent.
