IMPORT PROCEDURES FOR PROCESSING LINES

A processing line is usually not a single machine. It may include mixing, heating, cooling, conveying, control and auxiliary modules. If it is declared only as processing line, the importer may face HS challenges, module breakdown issues, C/O mismatch, used-machinery risks or inspection questions. CLASSIFICATION & TECHNICAL IDENTIFICATION

Identification must start from the principal function rather than the trade name. Determine the product processed, process steps, main machine, auxiliary modules and whether the cargo is shipped complete or disassembled.

Does an imported processing line require a permit? Do not conclude absolutely. New lines are often handled under standard customs procedures, but used lines and special modules must be reviewed case by case.
What is the HS code for a processing line? It depends on principal function: 8438.80.91/92 for food/drink processing, 8419.89.19/20 for thermal treatment, 8479.82.10/20 for individual-function mixing/grinding/homogenizing.
Should each module have a separate HS? Possibly yes, especially where modules are imported separately or have independent values/functions.
