IMPORT PROCEDURE GUIDE FOR STANDALONE CONCRETE PUMPING SYSTEMS

A standalone concrete pumping system may include a pump unit, hopper, hydraulic cylinders, electric/diesel drive, control cabinet, concrete delivery pipes, couplings, remote controller and accessories. Incorrect HS classification, missing catalogue/datasheet, inconsistent models across invoice – packing list – label – catalogue, unclear new/used status, or ignoring site safety duties may cause inspection, additional document requests, loss of C/O preference, DEM/DET and project delay. This guide provides an E2E map before ETA covering HS code, duty, specialized policy, dossiers, customs workflow and pre-arrival risk controls.

QUICK FACTS

Item Quick review content
Product Standalone concrete pump system for pumping concrete/mortar through pipelines; not automatically applicable to truck-mounted pumps, concrete mixers, batching plants, mortar pumps or separate placing booms.
Key HS Common code: 8413.40.00 – concrete pumps. Separate accessories/parts may require 8413.91.90 or other codes.
Reference duty 8413.40.00: MFN 0%; ordinary duty 5%; VAT usually 10%; FTA preference if valid C/O applies.
Key policy Review Circular 36/2019/TT-BLDTBXH lists standalone concrete pumping systems as strict OSH equipment; where the system includes a separate concrete placing boom, review Circular 11/2017/TT-BXD and QTKD:05-2017/BXD. Circular 01/2021/TT-BLDTBXH should only be checked where attached modules/goods fall under the group-2 import quality list.
Technical dossier Catalogue/datasheet, model/serial, output, pressure, drive, control cabinet, system diagram, accessory list, CO/CQ, test report, label, photos.
Caution Customs clearance does not automatically authorize site operation; if a separate concrete placing boom is included, review QTKD:05-2017/BXD. Pressure, lifting, electrical or wireless modules require separate review.

SCOPE OF APPLICATION

This guide covers fixed or semi-fixed concrete pump systems used at construction sites to pump concrete or mortar through pipelines. Electric/diesel drive, hydraulic unit, hopper, control cabinet, pipes and accessories must be reviewed as part of the actual shipment.

  • Do not apply this conclusion to other products in the same category such as pile drilling machines, pile drivers, suspended platforms or slip formwork.
  • Truck-mounted or road self-propelled equipment must be reviewed under vehicle-related policy and possibly Chapter 87.
  • Pressure accumulators, electrical cabinets, batteries, adapters, wireless modules and software must be reviewed separately.
  • New, used, refurbished, sample, warranty, project or EPE/FDI goods may trigger different policies.
  • Review is required based on catalogue, datasheet, model and actual import purpose.

CLASSIFICATION & TECHNICAL IDENTIFICATION

Classification depends on the principal function, configuration, pumping mechanism, pipe size, pressure, output, drive source and control system. Generic names such as “pump system” or “construction machine” may cause wrong HS, use-stage safety obligations, used-machinery treatment, accessory classification and labeling. State import quality inspection must not be inferred from the commercial name; it must be checked against the final HS, configuration and list effective at import date.

Checkpoint Documents to review Risk if incorrect Suggested wording
Main function Catalogue, datasheet, manual, photos Confusion with water pumps, hydraulic pumps, mortar pumps or batching plants Standalone concrete pump system, model…, for pumping concrete/mortar
System configuration Packing list, exploded view, accessory list Wrong treatment of synchronized or separate accessories Main pump unit with hopper, control cabinet, hydraulic system and accessories
Operating parameters CO/CQ, test report, technical specification Cannot prove output, pressure or pumping distance Output … m³/h, pumping pressure … MPa
Goods condition Invoice, photos, serial, year Used/refurbished policy may apply Brand new 100%, year…, serial list…
Placing boom/lifting module Catalogue, drawings, load chart Additional safety inspection may apply With/without placing boom to be reviewed

HS CODE – DUTY – C/O

A complete standalone concrete pump is commonly reviewed under 8413.40.00. Do not force this code onto truck-mounted pumps, batching plants, mortar sprayers, separate parts or systems with additional placing booms without technical evidence.

Reference HS code Application condition Risk if incorrect Documents to review
8413.40.00 Complete standalone concrete pump with concrete pumping as principal function Wrong for truck-mounted pumps, mortar pumps, water pumps or separate parts Catalogue, datasheet, CO/CQ, photos, packing list
8413.91.90 Separate pump parts where no more specific code applies Wrong split/grouping affects HS and value Parts list, exploded drawing, invoice line
8474.xx Consider for batching/mixing/processing machinery Batching plant confused with concrete pump Process flow, plant layout
8705.xx Consider for special-purpose vehicles on chassis Wrong Chapter 84/87 treatment Chassis data, VIN, vehicle specs
8537.xx / 8501.xx Electrical cabinet or motor imported separately Wrong treatment of separate electrical goods Electrical schematic, motor nameplate

REFERENCE DUTY TABLE

FAQ

Question Short answer
Does import require a permit? Not a generic answer; review model, modules, used status and safety duties.
Common HS? Usually 8413.40.00 for standalone concrete pumps.
Is quality inspection required? For a pump-only concrete pump under HS 8413.40.00, do not automatically treat it as subject to state import quality inspection under Circular 01/2021/TT-BLDTBXH. However, standalone concrete pumping systems are listed as strict-OSH equipment under Circular 36/2019/TT-BLDTBXH; if a placing boom, pressure equipment or lifting module is included, further use-stage obligations must be reviewed.
Can it be used after clearance? Not automatically; if the system includes a separate concrete placing boom under Circular 11/2017/TT-BXD, technical safety inspection must be reviewed before operation.
Can used equipment be imported? Review 18/2019/QD-TTg, age and certificates.
Does C/O reduce duty? Possibly, if valid; MFN for 8413.40.00 is already 0%.
Need Vietnamese label? If circulated in Vietnam, review labeling rules.

TGIMEX IMPLEMENTATION SUPPORT

This guide provides a map for HS code, duty, dossier and specialized policy for standalone concrete pumping systems. In real shipments, enterprises still need to review catalogue, datasheet, model, documents, origin and import purpose.

Operational capability signals

Agent network in more than 60 countries; membership in WCA, WCA China Global, VLA, HNLA; capability for sea, air and road/rail transport.

Pre-ETA review

HS, specialized policy, C/O, duty, labeling, catalogue/datasheet/model and new/used condition.

Compliance dossier control

Cross-check Invoice, Packing List, B/L/AWB, C/O, catalogue, test report, label and technical documents.

International logistics

Coordinate agents, carriers/airlines, ETA, pre-alert, transport documents and OOG planning if any.

Customs declaration

Prepare declaration dossier, support Green/Yellow/Red channels and explain HS, value, origin and policy.

Post-clearance

Archive batch dossier and review labeling, conformity/inspection records where applicable.

For shipments that may trigger specialized inspection, permits, C/O or labeling requirements, enterprises should not wait until cargo arrival to review documents. A small discrepancy among Invoice, Packing List, catalogue, datasheet, C/O or label may lead to additional document requests, clearance delay or unplanned storage costs. TGIMEX supports E2E import planning: pre-ETA policy review, document control, international freight coordination, customs declaration, clearance handling, domestic delivery and post-clearance recordkeeping.
